Rekomendacje OECD jako ramy etyczne i prawne dla rozwoju sztucznej inteligencji
New technologies using artifi cial intelligence play an increasingly important role in
everyday life and are a source of profound social change. The prospect of the expansion
of ‚intelligent’ machines that think and make decisions on their own is a source
of concern not only for their users and manufacturers. It is necessary to determine and
promote an ethical framework that guarantees respect for human values and interests
by those developing technologies involving artifi cial intelligence. In the light of the
rapidly increasing use of artifi cial intelligence in many sectors of the economy and its
global reach, this is an extremely urgent issue. Th e article below presents the efforts
made by the OECD to set global standards for developing artificial intelligence. The
choice of this organisation is justifi ed by the advanced level of work on guidelines for
the development of artifi cial intelligence and the broad territorial coverage of the agreement
between the international partners involved in this process. The OECD’s recommendations
on artifi cial intelligence have been accepted by 44 countries, including all
leaders in the implementation of these technologies into the economy. They are therefore
global in scope and provide a solid foundation for future regulation. Th e central
pillar of the OECD recommendations are the principle of respect for human autonomy
and dignity, human rights and democratic values. Th ey promote artificial intelligence
systems that can be considered trustworthy.Nowe technologie wykorzystujące sztuczną inteligencję odgrywają coraz poważniejszą
rolę w życiu codziennym i są źródłem głębokich zmian społecznych. Perspektywa upowszechnienia
„inteligentnych” maszyn, samodzielnie myślących i podejmujących decyzje,
stanowi źródło niepokoju nie tylko dla ich użytkowników i producentów. Konieczne
jest wyznaczenie i upowszechnienie ram etycznych gwarantujących poszanowanie
ludzkich wartości i interesów przez podmioty rozwijające technologie wykorzystujące
sztuczną inteligencję. W obliczu dynamicznie wzrastających zastosowań sztucznej inteligencji
w wielu sektorach gospodarki oraz jej globalnego zasięgu, jest to niezwykle
pilne zagadnienie. W poniższym tekście przedstawione zostały wysiłki podejmowane
przez OECD w zakresie wyznaczenia globalnych standardów rozwoju sztucznej inteligencji.
Wybór tej organizacji jest podyktowany zaawansowanym stopniem prac nad
wytycznymi dotyczącymi rozwijania sztucznej inteligencji oraz szerokim zasięgiem terytorialnego
porozumienia pomiędzy partnerami międzynarodowymi uczestniczącymi w tym procesie. Rekomendacje OECD dotyczące sztucznej inteligencji zaakceptowały
44 państwa, w tym wszyscy liderzy we wdrażaniu tych technologii do gospodarki.
Mają więc one zasięg globalny i stanowią solidny fundament dla budowania przyszłych
regulacji prawnych. Elementem centralnym zaleceń OECD jest zasada poszanowania
ludzkiej antonimii i godności, praw człowieka i wartości demokratycznych. Promują
one systemy sztucznej inteligencji, które uznać można za godne zaufania
Hydrographic changes in a river system and their influence on the legal classification of watercourses, exemplified by selected tributaries of the San river
The paper presents hydrographic changes in a river system and their influence on the legal classification of watercourses in Poland. As a case study, the watercourse Motwica, right tributary of the river San has been analysed. The main objective of this paper is an attempt to analyse whether the Motwica should be classified as flowing or standing water and the legal grounds for such classification in the Water Law act. On the base of archival and contemporary cartographic materials’ analysis it has been determined that the Motwica should not be classified as natural watercourse because its significant part flows in an artificial channel

This paper provides an analysis of the rules of consumer sales guarantees in polish civil law,
which evolved under the infl uence of the Consumer Sales Directive. Implementation of the Consumer
Sales Directive in the area of guarantees didn’t have a positive effect in Poland. Before the
implementation, polish legal system off ered advanced system of rules on consumer sales guarantees.
Introducing the directive has resulted in lowering the level of consumer protection in this scope
Zakres stosowania nowej dyrektywy w sprawie imprez turystycznych i powiązanych usług turystycznych z perspektywy prawa polskiego
The purpose of that article is to analyze the scope of application of the new directive on
package travel and linked travel arrangements. The new directive aims to modernise the
rules on package travel currently contained in Directive 90/314/EEC, by increasing the
protection o f consumers purchasing online travel combinations. The inclusion of customised
combinations of travel services, in particular those purchased on-line, in the scope
of the new directive will change significantly the scope of application of the protection
offered to travelers. It is estimated that the new directive will double the share o f protected
contracts from 23% to 46% in the EU travel market. New directive will increase legal
certainty and transparency for both travellers and businesses, reduce consumer detriment
associated with such combinations and ensure fairer competition between travel businesses.
New directive will be based on full harmonisation, with a few limited exceptions
where, because of different legal traditions or approaches, Member States will be allowed
to maintain different solutions. The process of implementation of the new directive will
be difficult because of the complexity of that legal text and its serious consequences for
the whole tourism industry in Poland.Niniejsza praca m a na celu analizowanie zakresu stosowania nowej dyrektywy w sprawie
imprez turystycznych i powiązanych usług turystycznych. Celem dyrektywy jest modernizacja
przepisów dotyczących imprez turystycznych w dyrektywie 90/314/EEC przez
zwiększenie ochrony konsumentów, kupujących podróży przez Internet. Obejmowanie
zakresem dyrektywy opracowanych usług turystycznych, zwłaszcza tych kupowanych
przez Internet, znacznie zmieni zakres ochrony zapewnianej podróżnikom. Szacuje się,
że nowa dyrektywa zwiększy udział umów chronionych z 23% do 46% rynku podróży
w Unii Europejskiej. Nowa dyrektywa zwiększy poziom pewności i przejrzystości dla podróżników,
jak i przedsiębiorstw, zredukuje problemy konsumentów i zapewni bardziej
uczciwą konkurencję między przedsiębiorstwami turystycznymi. Nowa dyrektywa będzie
polegała na całkowitej harmonizacji, z kilkoma ograniczonymi wyjątkami, gdzie państwa
członkowskie będą miały możliwość dostosowania innych rozwiązań z powodu innych
systemów prawnych. Implementacja nowej dyrektywy będzie niełatwa z powodu złożoności
tekstu prawnego i skutków prawnych dla całego rynku turystycznego w Polsce
Alternatywne metody rozstrzygania sporów konsumenckich w prawie Unii Europejskiej
Consumer protection legislation at EU and Member States’ level has been significantly
strengthened in the past decades. However, existing system of court proceedings discourage
consumers from trying to seek redress when their rights are violated. This is because
consumers believe court proceedings to be expensive, time-consuming and their
outcome uncertain. The new legislative initiative in the EU will reform the system of
alternative resolution of consumer disputes. The basic role plays ADR directive which
will ensure that consumers can turn to quality alternative dispute resolution entities
for all kinds of contractual disputes that they have with traders. The ODR Regulation
will set up an EU-wide online platform for handling consumer disputes that arise from online transactions. The platform will link all the national alternative dispute resolution
entities and facilitate consumer access to their on line services. Member States have
24 months to implement the directive, while the ODR platform will be operational at
the end of 2015

Stężenie parathormonu w surowicy krwi u środkowoeuropejskich pacjentów z nie-niedokrwienną niewydolnością serca jako potencjalny czynnik ciężkości choroby i złego rokowania
Introduction: Parathyroid hormone (PTH) might be considered as a potential marker of disease severity and worse prognosis in heart failure (HF) patients. The aim of the study was to assess PTH, vitamin D, phosphorus (P), and total calcium (Ca2+) serum concentrations in Central European patients suffering from HF of non-ischaemic origin compared to non-HF volunteers.To evaluate potential correlations among the enumerated parameters, established markers of worse prognosis and declared sun exposure.
Material and methods: Serum intact-PTH, 25-OH vitamin D, P, and total Ca2+ concentrations were assessed in a group of HF patients and non-HF volunteers. Patients described their daily profile of sun exposure during the previous eight weeks as “above” or “below” seven hours a week.
Results: The mean PTH concentrations in the non-ischaemic HF group and control group were 79.5 pg/mL and 59.6 pg/mL, respectively (P = 0.009). Non-HF volunteers declaring higher sun exposure time had higher serum concentrations of vitamin D compared to those with lower sun exposure time (30.3 vs. 23.8 ng/mL, P < 0.05), unlike the HF patients (24.1 ng/mL vs. 23.2 ng/mL, P = ns). Multiple regression analysis revealed the relationship between age, NT-proBNP (N-terminal pro-brain natriuretic peptide), P, and PTH as a dependent variable.
Conclusions: PTH is significantly elevated in non-ischaemic HF patients compared to non-HF volunteers and correlates with established factors of worse prognosis, including age, estimated glomerular filtration rate (eGFR), aspartate aminotransferase (AST), serum concentrations of creatinine, and NT-proBNP. Declared sun exposure did not affect the serum concentration of vitamin D in the HF group, in contrast to the control group.Wstęp: Podwyższone stężenie parathormonu (PTH) jest uważane za potencjalny marker ciężkości choroby i złego rokowania u chorych z niewydolnością serca (NS). Celem pracy była ocena stężenia PTH, witaminy D, całkowitego wapnia (Ca2+) i fosforu (P) w surowicy krwi środkowoeuropejskich chorych z nie-niedokrwienną NS w porównaniu z grupą bez NS. Określenie potencjalnych zależności wymienionych parametrów z ustalonymi markerami złego rokowania oraz deklarowanym czasem ekspozycji na słońce.
Materiał i metody: W obu grupach oznaczono stężenie aktywnego biologicznie PTH, 25-OH witaminy D, Ca2+ i P. Pacjenci deklarowali czas ekspozycji na słońce w ciągu ostatnich ośmiu tygodni jako „powyżej” lub „poniżej” siedmiu godzin w tygodniu.
Wyniki: Średnie stężenie PTH było wyższe w grupie badanej (79,5 vs. 59,6 pg/ml, p = 0,009). W grupie bez niewydolności serca u osób deklarujących czas ekspozycji na słońce > 7h/tygodniu obserwowano wyższe stężenie witaminy D (30,3 vs. 23,8 ng/ml, p < 0,05), zależność ta nie zachodziła u pacjentów z NS (24,1 ng/ml vs. 23,2 ng/ml, p = ns). Analiza regresji wieloczynnikowej wykazała zależność między wiekiem, stężeniem N-końcowego fragmentu prohormonu peptydu natriuretycznego (NT-proBNP), P oraz PTH jako zmienną zależną.
Wnioski: Stężenie PTH jest wyższe w grupie pacjentów z nie-niedokrwienną NS w porównaniu z ochotnikami bez NS. Stężenie PTH koreluje z ustalonymi czynnikami złego rokowania jak wiek, estymowany wskaźnik filtracji kłębkowej (eGFR), stężenie kreatyniny, aminotransferazy asparaginianowej oraz NT-proBNP. W przeciwieństwie do grupy kontrolnej, deklarowana ekspozycja na słońce nie wpływa na stężenie witaminy D u pacjentów z NS
Oxygen-glucose deprivation in organotypic hippocampal cultures leads to cytoskeleton rearrangement and immune activation : link to the potential pathomechanism of ischaemic stroke
Ischaemic stroke is characterized by a sudden loss of blood circulation to an area of the brain, resulting in a corresponding loss of neurologic function. As a result of this process, neurons in the ischaemic core are deprived of oxygen and trophic substances and are consequently destroyed. Tissue damage in brain ischaemia results from a complex pathophysiological cascade comprising various distinct pathological events. Ischaemia leads to brain damage by stimulating many processes, such as excitotoxicity, oxidative stress, inflammation, acidotoxicity, and apoptosis. Nevertheless, less attention has been given to biophysical factors, including the organization of the cytoskeleton and the mechanical properties of cells. Therefore, in the present study, we sought to evaluate whether the oxygen-glucose deprivation (OGD) procedure, which is a commonly accepted experimental model of ischaemia, could affect cytoskeleton organization and the paracrine immune response. The abovementioned aspects were examined ex vivo in organotypic hippocampal cultures (OHCs) subjected to the OGD procedure. We measured cell death/viability, nitric oxide (NO) release, and hypoxia-inducible factor (HIF-) levels. Next, the impact of the OGD procedure on cytoskeletal organization was evaluated using combined confocal fluorescence microscopy (CFM) and atomic force microscopy (AFM). Concurrently, to find whether there is a correlation between biophysical properties and the immune response, we examined the impact of OGD on the levels of crucial ischaemia cytokines (IL-, IL-6, IL-18, TNF-, IL-10, IL-4) and chemokines (CCL3, CCL5, CXCL10) in OHCs and calculated Pearsons’ and Spearman’s rank correlation coefficients. The results of the current study demonstrated that the OGD procedure intensified cell death and nitric oxide release and led to the potentiation of HIF- release in OHCs. Moreover, we presented significant disturbances in the organization of the cytoskeleton (actin fibers, microtubular network) and cytoskeleton-associated protein 2 (MAP-2), which is a neuronal marker. Simultaneously, our study provided new evidence that the OGD procedure leads to the stiffening of OHCs and a malfunction in immune homeostasis. A negative linear correlation between tissue stiffness and branched IBA1 positive cells after the OGD procedure suggests the pro-inflammatory polarization of microglia. Moreover, the negative correlation of pro- and positive anti-inflammatory factors with actin fibers density indicates an opposing effect of the immune mediators on the rearrangement of cytoskeleton induced by OGD procedure in OHCs. Our study constitutes a basis for further research and provides a rationale for integrating biomechanical and biochemical methods in studying the pathomechanism of stroke-related brain damage. Furthermore, presented data pointed out the interesting direction of proof-of-concept studies, in which follow-up may establish new targets for brain ischemia therapy
Poczucie koherencji a stan posiadanej wiedzy o schorzeniu u pacjentów po przebytym ostrym zespole wieńcowym
Wstęp: Ostry zespół wieńcowy jest jedną z najczęściej występujących chorób serca. Zarówno
niestabilna choroba wieńcowa, jak i zawał serca często pojawiają się niespodziewanie, wywołując
stres i uczucie strachu. Poczucie koherencji jest czynnikiem wpływającym na umiejętność
radzenia sobie ze stresem i wiąże się ze zdrowiem. Wysoki poziom poczucia koherencji
sprawia, że pacjenci czują się bardziej pewni siebie i mają siłę do walki z chorobą.
Celem pracy było określenie poziomu poczucia koherencji i jego wpływu na stan posiadanej
wiedzy o schorzeniu.
Metody: Przebadano 70 pacjentów ze zdiagnozowanym ostrym zespołem wieńcowym leczonych
na Oddziale Kardiologii i Rehabilitacji Kardiologicznej Szpitala Miejskiego im. E. Warmińskiego
w Bydgoszczy oraz w Klinice Kardiologii X Wojskowego Szpitala Klinicznego
z Polikliniką w Bydgoszczy. Poczucie koherencji było oceniane za pomocą Kwestionariusza
Orientacji Życiowej (SOC-29). Do oceny poziomu wiedzy o chorobie użyto kwestionariusza
własnej konstrukcji, który zawierał pytania dotyczące choroby oraz dane demograficzne.
Wyniki: Badana grupa pacjentów po ostrym zespole wieńcowym posiadała dostateczną wiedzę
o chorobie. Poziom ogólnego poczucia koherencji był przeciętny.
Wnioski: Psychoedukacja pacjentów, której podstawą jest poczucie koherencji, pomoże pacjentom
po przebytym ostrym zespole wieńcowym w powrocie do zdrowia oraz umocni korzystne
zachowania zdrowotne. Ważne jest wpieranie pacjentów w sytuacji choroby, żeby mogli oni jak
