    Should there be a female age limit on public funding for Assisted Reproductive Technology? Differing conceptions of justice in resource allocation

    Should there be a female age limit on public funding for assisted reproductive technology (ART)? The question bears significant economic and sociopolitical implications and has been contentious in many countries. We conceptualise the question as one of justice in resource allocation, using three much-debated substantive principles of justice—the capacity to benefit, personal responsibility, and need—to structure and then explore a complex of arguments. Capacity-to-benefit arguments are not decisive: There are no clear cost-effectiveness grounds to restrict funding to those older women who still bear some capacity to benefit from ART. Personal responsibility arguments are challenged by structural determinants of delayed motherhood. Nor are need arguments decisive: They can speak either for or against a female age limit, depending on the conception of need used. We demonstrate how these principles can differ not only in content but also in the relative importance they are accorded by governments. Wide variation in ART public funding policy might be better understood in this light. We conclude with some inter-country comparison. New Zealand and Swedish policies are uncommonly transparent and thus demonstrate particularly well how the arguments we explore have been put into practice

    Does shade improve light interception efficiency? A comparison among seedlings from shade-tolerant and -intolerant temperate deciduous tree species

    ‱ Here, we tested two hypotheses: shading increases light interception efficiency (LIE) of broadleaved tree seedlings, and shade-tolerant species exhibit larger LIEs than do shade-intolerant ones. The impact of seedling size was taken into account to detect potential size-independent effects on LIE. LIE was defined as the ratio of mean light intercepted by leaves to light intercepted by a horizontal surface of equal area. ‱ Seedlings from five species differing in shade tolerance (Acer saccharum, Betula alleghaniensis, A. pseudoplatanus, B. pendula, Fagus sylvatica) were grown under neutral shading nets providing 36, 16 and 4% of external irradiance. Seedlings (1- and 2-year-old) were three-dimensionally digitized, allowing calculation of LIE. ‱ Shading induced dramatic reduction in total leaf area, which was lowest in shade-tolerant species in all irradiance regimes. Irradiance reduced LIE through increasing leaf overlap with increasing leaf area. There was very little evidence of significant size-independent plasticity of LIE. ‱ No relationship was found between the known shade tolerance of species and LIE at equivalent size and irradiance

    Effects of the K+→π+ΜΜˉK^+\to\pi^+\nu\bar{\nu} and of other processes on the mixing hierarchies in the four-generation model

    We analyze in the four-generation model the first measurement of the branching ratio of rare kaon decay K+→π+ÎœnuˉK^+\to\pi^+\nu\bar{nu}, along with the other processes of KL−KSK_L-K_S mass difference ΔmK\Delta m_K, CP-violating parameter Ï”K,Bd−Bdˉ\epsilon_K, B_d-\bar{B_d} mixing, Bs−BsˉB_s-\bar{B_s} mixing, B(KL→ΌΌˉ)B(K_L\to\mu\bar{\mu}), and the upper bound values of D0−D0ˉD^0-\bar{D^0} mixing and B(KL→π0ΜΜˉ)B(K_L\to\pi^0\nu\bar{\nu}), and try to search for mixing of the fourth generation in the hierarchical mixing scheme of the Wolfenstein parametrization. Using the results for the mixing of the fourth generation, we discuss predictions of the D0−D0ˉD^0-\bar{D^0} mixing (ΔmD\Delta m_D) and the branching ratio of directly CP-violating decay process KL→π0ΜΜˉK_L\to\pi^0\nu\bar{\nu}, and the effects on the CP asymmetry in neutral B meson decays and the unitarity triangle.Comment: 29 pages written in LaTex. 6 figures(drawn on LaTeX).     Analysis of new high-precision transit light curves of WASP-10 b: starspot occultations, small planetary radius, and high metallicity

    The WASP-10 planetary system is intriguing because different values of radius have been reported for its transiting exoplanet. The host star exhibits activity in terms of photometric variability, which is caused by the rotational modulation of the spots. Moreover, a periodic modulation has been discovered in transit timing of WASP-10 b, which could be a sign of an additional body perturbing the orbital motion of the transiting planet. We attempt to refine the physical parameters of the system, in particular the planetary radius, which is crucial for studying the internal structure of the transiting planet. We also determine new mid-transit times to confirm or refute observed anomalies in transit timing. We acquired high-precision light curves for four transits of WASP-10 b in 2010. Assuming various limb-darkening laws, we generated best-fit models and redetermined parameters of the system. The prayer-bead method and Monte Carlo simulations were used to derive error estimates. Three transit light curves exhibit signatures of the occultations of dark spots by the planet during its passage across the stellar disk. The influence of stellar activity on transit depth is taken into account while determining system parameters. The radius of WASP-10 b is found to be no greater than 1.03 Jupiter radii, a value significantly smaller than most previous studies indicate. We calculate interior structure models of the planet, assuming a two-layer structure with one homogeneous envelope atop a rock core. The high value of the WASP-10 b's mean density allows one to consider the planet's internal structure including 270 to 450 Earth masses of heavy elements. Our new mid-transit times confirm that transit timing cannot be explained by a constant period if all literature data points are considered.     A Survey of Alkali Line Absorption in Exoplanetary Atmospheres

    We obtained over 90 hours of spectroscopic observations of four exoplanetary systems with the Hobby-Eberly Telescope (HET). Observations were taken in transit and out of transit, and we analyzed the differenced spectra---i.e., the transmission spectra---to inspect it for absorption at the wavelengths of the neutral sodium (\ion{Na}{1}) doublet at λλ5889,5895\lambda\lambda5889, 5895 and neutral potassium (\ion{K}{1}) at λ7698\lambda7698. We used the transmission spectrum at \ion{Ca}{1} λ6122\lambda6122---which shows strong stellar absorption but is not an alkali metal resonance line that we expect to show significant absorption in these atmospheres---as a control line to examine our measurements for systematic errors. We use an empirical Monte Carlo method to quantity these systematic errors. In a reanalysis of the same dataset using a reduction and analysis pipeline that was derived independently, we confirm the previously seen \ion{Na}{1} absorption in HD 189733b at a level of (−5.26±1.69)×10−4(-5.26\pm1.69)\times10^{-4} (the average value over a 12 \AA{} integration band to be consistent with previous authors). Additionally, we tentatively confirm the \ion{Na}{1} absorption seen in HD 209458b (independently by multiple authors) at a level of (−2.63±0.81)×10−4(-2.63\pm0.81)\times10^{-4}, though the interpretation is less clear. Furthermore, we find \ion{Na}{1} absorption of (−3.16±2.06)×10−4(-3.16\pm2.06)\times10^{-4} at <3σ<3\sigma in HD 149026b; features apparent in the transmission spectrum are consistent with real absorption and indicate this may be a good target for future observations to confirm. No other results (\ion{Na}{1} in HD 147506b and \ion{Ca}{1} and \ion{K}{1} in all four targets) are significant to ≄3σ\geq 3\sigma, although we observe some features that we argue are primarily artifacts.Comment: 38 total pages (preprint format), 9 color figures, 4 tables, accepted for publication in Ap

    Extended Knowledge-How

    According to reductive intellectualists about knowledge-how :147–190, 2008; Philos Phenomenol Res 78:439–467, 2009) knowledge-how is a kind of knowledge-that. To the extent that this is right, then insofar as we might conceive of ways knowledge could be extended with reference to active externalist :7–19, 1998; Clark in Supersizing the mind: embodiment, action, and cognitive extension: embodiment, action, and cognitive extension. Oxford University Press, Oxford, 2008) approaches in the philosophy of mind, we should expect no interesting difference between the two. However, insofar as anti-intellectualist approaches to knowledge-how are a viable option, there is an overlooked issue of how knowledge-how might be extended, via active externalism, in ways very differently from knowledge-that. This paper explores this overlooked space, and in doing so, illustrates how a novel form of extended knowledge-how emerges from a pairing of active externalism in the philosophy of mind with anti-intellectualism in the theory of knowledge.     The SSTARS (STeroids and Stents Against Re-Stenosis) Trial : different stent alloys and the use of peri-procedural oral corticosteroids to prevent in-segment restenosis after percutaneous coronary intervention

    Background Stent design and technological modifications to allow for anti-proliferative drug elution influence restenosis rates following percutaneous coronary intervention (PCI). We aimed to investigate whether peri-procedural administration of corticosteroids or the use of thinner strut cobalt alloy stents would reduce rates of binary angiographic restenosis (BAR) after PCI. Methods This was a two centre, mixed single and double blinded, randomised controlled trial using a factorial design. We compared (a) the use of prednisolone to placebo, starting at least six hours pre-PCI and continued for 28 days post-PCI, and (b) cobalt chromium (CoCr) to stainless steel (SS) alloy stents, in patients admitted for PCI. The primary end-point was BAR at six months. Results 315 patients (359 lesions) were randomly assigned to either placebo (n = 145) or prednisolone (n = 170) and SS (n = 160) or CoCr (n = 160). The majority (58%) presented with an ACS, 11% had diabetes and 287 (91%) completed angiographic follow up. BAR occurred in 26 cases in the placebo group (19.7%) versus 31 cases in the prednisolone group (20.0%) respectively, p = 1.00. For the comparison between SS and CoCr stents, BAR occurred in 32 patients (21.6%) versus 25 patients (18.0%) respectively, p = 0.46. Conclusion Our study showed that treating patients with a moderately high dose of prednisolone for 28 days following PCI with BMS did not reduce the incidence of BAR. In addition, we showed no significant reduction in 6 month restenosis rates with stents composed of CoCr alloy compared to SS

    The NIKA2 large-field-of-view millimetre continuum camera for the 30 m IRAM telescope

    Context. Millimetre-wave continuum astronomy is today an indispensable tool for both general astrophysics studies (e.g. star formation, nearby galaxies) and cosmology (e.g. cosmic microwave background and high-redshift galaxies). General purpose, large-field-of-view instruments are needed to map the sky at intermediate angular scales not accessible by the high-resolution interferometers (e.g. ALMA in Chile, NOEMA in the French Alps) and by the coarse angular resolution space-borne or ground-based surveys (e.g. Planck, ACT, SPT). These instruments have to be installed at the focal plane of the largest single-dish telescopes, which are placed at high altitude on selected dry observing sites. In this context, we have constructed and deployed a three-thousand-pixel dual-band (150 GHz and 260 GHz, respectively 2 mm and 1.15 mm wavelengths) camera to image an instantaneous circular field-of-view of 6.5 arcmin in diameter, and configurable to map the linear polarisation at 260 GHz. Aims. First, we are providing a detailed description of this instrument, named NIKA2 (New IRAM KID Arrays 2), in particular focussing on the cryogenics, optics, focal plane arrays based on Kinetic Inductance Detectors, and the readout electronics. The focal planes and part of the optics are cooled down to the nominal 150 mK operating temperature by means of an adhoc dilution refrigerator. Secondly, we are presenting the performance measured on the sky during the commissioning runs that took place between October 2015 and April 2017 at the 30-m IRAM telescope at Pico Veleta, near Granada (Spain). Methods. We have targeted a number of astronomical sources. Starting from beam-maps on primary and secondary calibrators we have then gone to extended sources and faint objects. Both internal (electronic) and on-the-sky calibrations are applied. The general methods are described in the present paper. Results. NIKA2 has been successfully deployed and commissioned, performing in-line with expectations. In particular, NIKA2 exhibits full width at half maximum angular resolutions of around 11 and 17.5 arcsec at respectively 260 and 150 GHz. The noise equivalent flux densities are, at these two respective frequencies, 33±2 and 8±1 mJy s1/2. A first successful science verification run was achieved in April 2017. The instrument is currently offered to the astronomy community and will remain available for at least the following ten years

    A numerical approach to finding general stationary vacuum black holes

    The Harmonic Einstein equation is the vacuum Einstein equation supplemented by a gauge fixing term which we take to be that of DeTurck. For static black holes analytically continued to Riemannian manifolds without boundary at the horizon this equation has previously been shown to be elliptic, and Ricci flow and Newton's method provide good numerical algorithms to solve it. Here we extend these techniques to the arbitrary cohomogeneity stationary case which must be treated in Lorentzian signature. For stationary spacetimes with globally timelike Killing vector the Harmonic Einstein equation is elliptic. In the presence of horizons and ergo-regions it is less obviously so. Motivated by the Rigidity theorem we study a class of stationary black hole spacetimes, considered previously by Harmark, general enough to include the asymptotically flat case in higher dimensions. We argue the Harmonic Einstein equation consistently truncates to this class of spacetimes giving an elliptic problem. The Killing horizons and axes of rotational symmetry are boundaries for this problem and we determine boundary conditions there. As a simple example we numerically construct 4D rotating black holes in a cavity using Anderson's boundary conditions. We demonstrate both Newton's method and Ricci flow to find these Lorentzian solutions.Comment: 43 pages, 7 figure
