    International White Book on DER Protection : Review and Testing Procedures

    This white book provides an insight into the issues surrounding the impact of increasing levels of DER on the generator and network protection and the resulting necessary improvements in protection testing practices. Particular focus is placed on ever increasing inverter-interfaced DER installations and the challenges of utility network integration. This white book should also serve as a starting point for specifying DER protection testing requirements and procedures. A comprehensive review of international DER protection practices, standards and recommendations is presented. This is accompanied by the identiïŹ cation of the main performance challenges related to these protection schemes under varied network operational conditions and the nature of DER generator and interface technologies. Emphasis is placed on the importance of dynamic testing that can only be delivered through laboratory-based platforms such as real-time simulators, integrated substation automation infrastructure and ïŹ‚ exible, inverter-equipped testing microgrids. To this end, the combination of ïŹ‚ exible network operation and new DER technologies underlines the importance of utilising the laboratory testing facilities available within the DERlab Network of Excellence. This not only informs the shaping of new protection testing and network integration practices by end users but also enables the process of de-risking new DER protection technologies. In order to support the issues discussed in the white paper, a comparative case study between UK and German DER protection and scheme testing practices is presented. This also highlights the level of complexity associated with standardisation and approval mechanisms adopted by different countries

    Maximum risk reduction with a fixed budget in the railway industry

    Decision-makers in safety-critical industries such as the railways are frequently faced with the complexity of selecting technological, procedural and operational solutions to minimise staff, passengers and third parties’ safety risks. In reality, the options for maximising risk reduction are limited by time and budget constraints as well as performance objectives. Maximising risk reduction is particularly necessary in the times of economic recession where critical services such as those on the UK rail network are not immune to budget cuts. This dilemma is further complicated by statutory frameworks stipulating ‘suitable and sufficient’ risk assessments and constraints such as ‘as low as reasonably practicable’. These significantly influence risk reduction option selection and influence their effective implementation. This thesis provides extensive research in this area and highlights the limitations of widely applied practices. These practices have limited significance on fundamental engineering principles and become impracticable when a constraint such as a fixed budget is applied – this is the current reality of UK rail network operations and risk management. This thesis identifies three main areas of weaknesses to achieving the desired objectives with current risk reduction methods as: Inaccurate, and unclear problem definition; Option evaluation and selection removed from implementation subsequently resulting in misrepresentation of risks and costs; Use of concepts and methods that are not based on fundamental engineering principles, not verifiable and with resultant sub-optimal solutions. Although not solely intended for a single industrial sector, this thesis focuses on guiding the railway risk decision-maker by providing clear categorisation of measures used on railways for risk reduction. This thesis establishes a novel understanding of risk reduction measures’ application limitations and respective strengths. This is achieved by applying ‘key generic engineering principles’ to measures employed for risk reduction. A comprehensive study of their preventive and protective capability in different configurations is presented. Subsequently, the fundamental understanding of risk reduction measures and their railway applications, the ‘cost-of-failure’ (CoF), ‘risk reduction readiness’ (RRR), ‘design-operationalprocedural-technical’ (DOPT) concepts are developed for rational and cost-effective risk reduction. These concepts are shown to be particularly relevant to cases where blind applications of economic and mathematical theories are misleading and detrimental to engineering risk management. The case for successfully implementing this framework for maximum risk reduction within a fixed budget is further strengthened by applying, for the first time in railway risk reduction applications, the dynamic programming technique based on practical railway examples

    Review and analysis of fire and explosion accidents in maritime transportation

    The globally expanding shipping industry has several hazards such as collision, capsizing, foundering, grounding, stranding, fire, and explosion. Accidents are often caused by more than one contributing factor through complex interaction. It is crucial to identify root causes and their interactions to prevent and understand such accidents. This study presents a detailed review and analysis of fire and explosion accidents that occurred in the maritimetransportation industry during 1990–2015. The underlying causes of fire and explosion accidents are identified and analysed. This study also reviewed potential preventative measures to prevent such accidents. Additionally, this study compares properties of alternative fuels and analyses their effectiveness in mitigating fire and explosionhazards. It is observed that Cryogenic Natural Gas (CrNG), Liquefied Natural Gas (LNG) and methanol have properties more suitable than traditional fuels in mitigating fire risk and appropriate management of their hazards could make them a safer option to traditional fuels. However, for commercial use at this stage, there exist several uncertainties due to inadequate studies, and technological immaturity. This study provides an insight into fire and explosion accident causation and prevention, including the prospect of using alternative fuels for mitigating fire and explosion risks in maritime transportation

    The abstracts herein – collected for the 34th Course of the International School of Geophysics, held in Erice, Italy (“Ettore Majorana” Foundation and Centre for Scientific Culture, 25-30 September, 2010) – focus on geophysical, geological and geochemical methods applied to the planning of the soundest energy mix in densely populated countries, where the coexistence of different technologies requires unique underground facilities and resources. In the framework of IEA and EU programmes, where the concepts of “smart grids” and “smart cities” are prevailing, we rather propose the concept of “smart region” planning the use of both underground and surface areas in a new social-energetic paradigm of “zero kilometer” life. The coexistence of geological storage of CO2 and natural gas, geothermics and, possibly, nuclear waste temporary storage (near surface or geological) is today necessary owing to the progressive decrease of space and resources. In this context, the following technologies turn out to be very important: renewables (geothermal energy), nuclear power, clean coal technologies via CO2 Capture and Storage (CCS), Enhanced Oil Recovery (EOR), Enhanced Coal Bed Methane (ECBM), non-conventional gas exploitation, and seasonal storage of natural gas (also for strategic reserves). These technologies have been recently emphasized in Italy by the Ministry of Economic Development and by the Ministry of the Environment and Territory, as well as by research institutions such as INGV and CNR. Key topics addressed during the Course were: ‱ Geological storage and disposal: assessment of available volume and structures. ‱ Subsurface geological resources: management of potential conflicts among various technologies. ‱ Geological site characterization and risk assessment for policy makers and regulators: the role of the energy industry. ‱ New high tech frontiers for geothermal power production. ‱ New concepts in nuclear waste disposal. ‱ Numerical simulation software for geothermal exploration, geological storage and nuclear waste disposal. ‱ Sharing subsurface data coming from oil & gas and geothermal exploration. ‱ High resolution characterization of shallow aquifers and reservoirs: multi-strata exploitation by different energy technologies. ‱ Case histories and natural analogues: “learning by doing” and “acceptable risk” concepts. The 34th Course of the International School of Geophysics is dedicated to students and young contract researchers starting their carreers in a period of energetic-environmental global crisis. Although their scientific contribution is of high quality, they are usually underpaid in public research institutions with respect to volatile staff of some international organizations who, making use of the results of governmentfunded research, make final decisions on low-carbon energy technologies
