    COBRA framework to evaluate e-government services: A citizen-centric perspective

    E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.     Two ways to Grid: the contribution of Open Grid Services Architecture (OGSA) mechanisms to service-centric and resource-centric lifecycles

    Service Oriented Architectures (SOAs) support service lifecycle tasks, including Development, Deployment, Discovery and Use. We observe that there are two disparate ways to use Grid SOAs such as the Open Grid Services Architecture (OGSA) as exemplified in the Globus Toolkit (GT3/4). One is a traditional enterprise SOA use where end-user services are developed, deployed and resourced behind firewalls, for use by external consumers: a service-centric (or ‘first-order’) approach. The other supports end-user development, deployment, and resourcing of applications across organizations via the use of execution and resource management services: A Resource-centric (or ‘second-order’) approach. We analyze and compare the two approaches using a combination of empirical experiments and an architectural evaluation methodology (scenario, mechanism, and quality attributes) to reveal common and distinct strengths and weaknesses. The impact of potential improvements (which are likely to be manifested by GT4) is estimated, and opportunities for alternative architectures and technologies explored. We conclude by investigating if the two approaches can be converged or combined, and if they are compatible on shared resources

    Effectiveness of Corporate Social Media Activities to Increase Relational Outcomes

    This study applies social media analytics to investigate the impact of different corporate social media activities on user word of mouth and attitudinal loyalty. We conduct a multilevel analysis of approximately 5 million tweets regarding the main Twitter accounts of 28 large global companies. We empirically identify different social media activities in terms of social media management strategies (using social media management tools or the web-frontend client), account types (broadcasting or receiving information), and communicative approaches (conversational or disseminative). We find positive effects of social media management tools, broadcasting accounts, and conversational communication on public perception

    Incentives for the adoption of e-government by Greek municipalities

    Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe

    Data and Predictive Analytics Use for Logistics and Supply Chain Management

    Purpose The purpose of this paper is to explore the social process of Big Data and predictive analytics (BDPA) use for logistics and supply chain management (LSCM), focusing on interactions among technology, human behavior and organizational context that occur at the technology’s post-adoption phases in retail supply chain (RSC) organizations. Design/methodology/approach The authors follow a grounded theory approach for theory building based on interviews with senior managers of 15 organizations positioned across multiple echelons in the RSC. Findings Findings reveal how user involvement shapes BDPA to fit organizational structures and how changes made to the technology retroactively affect its design and institutional properties. Findings also reveal previously unreported aspects of BDPA use for LSCM. These include the presence of temporal and spatial discontinuities in the technology use across RSC organizations. Practical implications This study unveils that it is impossible to design a BDPA technology ready for immediate use. The emergent process framework shows that institutional and social factors require BDPA use specific to the organization, as the technology comes to reflect the properties of the organization and the wider social environment for which its designers originally intended. BDPA is, thus, not easily transferrable among collaborating RSC organizations and requires managerial attention to the institutional context within which its usage takes place. Originality/value The literature describes why organizations will use BDPA but fails to provide adequate insight into how BDPA use occurs.     Factors affecting e-government adoption in the state of Qatar

    Electronic government (e-government) initiatives are in their early stages in many developing countries and faced with various issues pertaining to their implementation, adoption and diffusion. Although e-government has increased transparency and improved communication and access to information for citizens, digital diffusion of information is often achieved at high cost to government agencies. Conversely, citizens’ adoption of e-government services has been less than satisfactory in most countries. While studies by researchers continue to outline the most salient adoption constructs, as well as various frameworks and models for understanding adoption, research by independent consultancy/research organisations has produced a host of statistics and league tables of good and bad practices of service delivery. Like many other developing countries, the e-government initiative in the state of Qatar has faced a number of challenges since its inception in 2000. This study utilises the Unified Theory of Acceptance and Use of Technology (UTAUT) to explore the adoption of e-government services in the state of Qatar. 1179 citizens were surveyed to collect primary data. A regression analysis was conducted to examine the influence of the factors adapted from the UTAUT on e-government adoption. Reliability test reported values of the various constructs vary between (0.74) and (0.91). The findings reveal that effort expectancy and social influences determine citizens’ behavioural intention towards e-government. Additionally, facilitating conditions and behavioural intention were found to determine citizens’ use of e-government services in Qatar. Implications for practice and research are discussed
