    Electronic Warfare Receiver Resource Management and Optimization

    Optimization of electronic warfare (EW) receiver scan strategies is critical to improving the probability of surviving military missions in hostile environments. The problem is that the limited understanding of how dynamic variations in radar and EW receiver characteristics has influenced the response time to detect enemy threats. The dependent variable was the EW receiver response time and the 4 independent variables were EW receiver revisit interval, EW receiver dwell time, radar scan time, and radar illumination time. Previous researchers have not explained how dynamic variations of independent variables affected response time. The purpose of this experimental study was to develop a model to understand how dynamic variations of the independent variables influenced response time. Queuing theory provided the theoretical foundation for the study using Little\u27s formula to determine the ideal EW receiver revisit interval as it states the mathematical relationship among the variables. Findings from a simulation that produced 17,000 data points indicated that Little\u27s formula was valid for use in EW receivers. Findings also demonstrated that variation of the independent variables had a small but statistically significant effect on the average response time. The most significant finding was the sensitivity in the variance of response time given minor differences of the test conditions, which can lead to unexpectedly long response times. Military users and designers of EW systems benefit most from this study by optimizing system response time, thus improving survivability. Additionally, this research demonstrated a method that may improve EW product development times and reduce the cost to taxpayers through more efficient test and evaluation techniques

    Autonomous agents for multi-function radar resource management

    The multifunction radar, aided by advances in electronically steered phased array technology, is capable of supporting numerous, differing and potentially conflicting tasks. However, the full potential of the radar system is only realised through its ability to automatically manage and configure the finite resource it has available. This thesis details the novel application of agent systems to this multifunction radar resource management problem. Agent systems are computational societies where the synergy of local interactions between agents produces emergent, global desirable behaviour. In this thesis the measures and models which can be used to allocate radar resource is explored; this choice of objective function is crucial as it determines which attribute is allocated resource and consequently constitutes a description of the problem to be solved. A variety of task specific and information theoretic measures are derived and compared. It is shown that by utilising as wide a variety of measures and models as possible the radar’s multifunction capability is enhanced. An agent based radar resource manager is developed using the JADE Framework which is used to apply the sequential first price auction and continuous double auctions to the multifunction radar resource management problem. The application of the sequential first price auction leads to the development of the Sequential First Price Auction Resource Management algorithm from which numerous novel conclusions on radar resource management algorithm design are drawn. The application of the continuous double auction leads to the development of the Continuous Double Auction Parameter Selection (CDAPS) algorithm. The CDAPS algorithm improves the current state of the art by producing an improved allocation with low computational burden. The algorithm is shown to give worthwhile improvements in task performance over a conventional rule based approach for the tracking and surveillance functions as well as exhibiting graceful degradation and adaptation to a dynamic environment

    On Small Satellites for Oceanography: A Survey

    The recent explosive growth of small satellite operations driven primarily from an academic or pedagogical need, has demonstrated the viability of commercial-off-the-shelf technologies in space. They have also leveraged and shown the need for development of compatible sensors primarily aimed for Earth observation tasks including monitoring terrestrial domains, communications and engineering tests. However, one domain that these platforms have not yet made substantial inroads into, is in the ocean sciences. Remote sensing has long been within the repertoire of tools for oceanographers to study dynamic large scale physical phenomena, such as gyres and fronts, bio-geochemical process transport, primary productivity and process studies in the coastal ocean. We argue that the time has come for micro and nano satellites (with mass smaller than 100 kg and 2 to 3 year development times) designed, built, tested and flown by academic departments, for coordinated observations with robotic assets in situ. We do so primarily by surveying SmallSat missions oriented towards ocean observations in the recent past, and in doing so, we update the current knowledge about what is feasible in the rapidly evolving field of platforms and sensors for this domain. We conclude by proposing a set of candidate ocean observing missions with an emphasis on radar-based observations, with a focus on Synthetic Aperture Radar.Comment: 63 pages, 4 figures, 8 table

    Adaptive Sensing Techniques for Dynamic Target Tracking and Detection with Applications to Synthetic Aperture Radars.

    This thesis studies adaptive allocation of a limited set of sensing or computational resources in order to maximize some criteria, such as detection probability, estimation accuracy, or throughput, with specific application to inference with synthetic aperture radars (SAR). Sparse scenarios are considered where the interesting element is embedded in a much larger signal space. Policies are examined that adaptively distribute the constrained resources by using observed measurements to inform the allocation at subsequent stages. This thesis studies adaptive allocation policies in three main directions. First, a framework for adaptive search for sparse targets is proposed to simultaneously detect and track moving targets. Previous work is extended to include a dynamic target model that incorporates target transitions, birth/death probabilities, and varying target amplitudes. Policies are proposed that are shown empirically to have excellent asymptotic performance in estimation error, detection probability, and robustness to model mismatch. Moreover, policies are provided with low computational complexity as compared to state-of-the-art dynamic programming solutions. Second, adaptive sensor management is studied for stable tracking of targets under different modalities. A sensor scheduling policy is proposed that guarantees that the target spatial uncertainty remains bounded. When stability conditions are met, fundamental performance limits are derived such as the maximum number of targets that can be tracked stably and the maximum spatial uncertainty of those targets. The theory is extended to the case where the system may be engaged in tasks other than tracking, such as wide area search or target classification. Lastly, these developed tools are applied to tracking targets using SAR imagery. A hierarchical Bayesian model is proposed for efficient estimation of the posterior distribution for the target and clutter states given observed SAR imagery. This model provides a unifying framework that models the physical, kinematic, and statistical properties of SAR imagery. It is shown that this method generally outperforms common algorithms for change detection. Moreover, the proposed method has the additional benefits of (a) easily incorporating additional information such as target motion models and/or correlated measurements, (b) having few tuning parameters, and (c) providing a characterization of the uncertainty in the state estimation process.PHDElectrical Engineering-SystemsUniversity of Michigan, Horace H.     The future of Earth observation in hydrology

    In just the past 5 years, the field of Earth observation has progressed beyond the offerings of conventional space-agency-based platforms to include a plethora of sensing opportunities afforded by CubeSats, unmanned aerial vehicles (UAVs), and smartphone technologies that are being embraced by both for-profit companies and individual researchers. Over the previous decades, space agency efforts have brought forth well-known and immensely useful satellites such as the Landsat series and the Gravity Research and Climate Experiment (GRACE) system, with costs typically of the order of 1 billion dollars per satellite and with concept-to-launch timelines of the order of 2 decades (for new missions). More recently, the proliferation of smart-phones has helped to miniaturize sensors and energy requirements, facilitating advances in the use of CubeSats that can be launched by the dozens, while providing ultra-high (3-5 m) resolution sensing of the Earth on a daily basis. Start-up companies that did not exist a decade ago now operate more satellites in orbit than any space agency, and at costs that are a mere fraction of traditional satellite missions. With these advances come new space-borne measurements, such as real-time high-definition video for tracking air pollution, storm-cell development, flood propagation, precipitation monitoring, or even for constructing digital surfaces using structure-from-motion techniques. Closer to the surface, measurements from small unmanned drones and tethered balloons have mapped snow depths, floods, and estimated evaporation at sub-metre resolutions, pushing back on spatio-temporal constraints and delivering new process insights. At ground level, precipitation has been measured using signal attenuation between antennae mounted on cell phone towers, while the proliferation of mobile devices has enabled citizen scientists to catalogue photos of environmental conditions, estimate daily average temperatures from battery state, and sense other hydrologically important variables such as channel depths using commercially available wireless devices. Global internet access is being pursued via high-altitude balloons, solar planes, and hundreds of planned satellite launches, providing a means to exploit the "internet of things" as an entirely new measurement domain. Such global access will enable real-time collection of data from billions of smartphones or from remote research platforms. This future will produce petabytes of data that can only be accessed via cloud storage and will require new analytical approaches to interpret. The extent to which today's hydrologic models can usefully ingest such massive data volumes is unclear. Nor is it clear whether this deluge of data will be usefully exploited, either because the measurements are superfluous, inconsistent, not accurate enough, or simply because we lack the capacity to process and analyse them. What is apparent is that the tools and techniques afforded by this array of novel and game-changing sensing platforms present our community with a unique opportunity to develop new insights that advance fundamental aspects of the hydrological sciences. To accomplish this will require more than just an application of the technology: in some cases, it will demand a radical rethink on how we utilize and exploit these new observing systems

    Electronic warfare self-protection of battlefield helicopters : a holistic view

    The dissertation seeks to increase understanding of electronic warfare (EW) self-protection (EWSP) of battlefield helicopters by taking a holistic (systems) view on EWSP. It also evaluates the methodologies used in the research and their suitability as descriptive tools in communication between various EWSP stakeholders. The interpretation of the term "holistic view" is a central theme to the dissertation. The research methodology is bottom-up – which is necessary since no previous work exists that could guide the study – and progresses from analysis to synthesis. Initially several methods are evaluated for presenting findings on EWSP, including high-level system simulation such as Forrester system dynamics (FSD). The analysis is conducted by a comprehensive literature review on EW and other areas that are believed to be of importance to the holistic view. Combat scenarios, intelligence, EW support, validation, training, and delays have major influence on the effectiveness of the EWSP suite; while the initial procurement decision on the EWSP suite sets limits to what can be achieved later. The need for a vast support structure for EWSP means that countries with limited intelligence and other resources become dependent on allies for support; that is, the question of EWSP effectiveness becomes political. The synthesis shows that a holistic view on EWSP of battlefield helicopters cannot be bounded in the temporal or hierarchical (organizational) senses. FSD is found to be helpful as a quality assurance tool, but refinements are needed if FSD is to be useful as a general discussion tool. The area of survivability is found to be the best match for the holistic view – for an EWSP suprasystem. A global survivability paradigm is defined as the ultimate holistic view on EWSP. It is suggested that future research should be top-down and aiming at promoting the global survivability paradigm. The survivability paradigm would give EWSP a natural framework in which its merits can be assessed objectively.reviewe

    The results are presented of a study which identifies over 100 new and highly capable space systems for the 1980-2000 time period: civilian systems which could bring benefits to large numbers of average citizens in everyday life, much enhance the kinds and levels of public services, increase the economic motivation for industrial investment in space, expand scientific horizons; and, in the military area, systems which could materially alter current concepts of tactical and strategic engagements. The requirements for space transportation, orbital support, and technology for these systems are derived, and those requirements likely to be shared between NASA and the DoD in the time period identified. The high leverage technologies for the time period are identified as very large microwave antennas and optics, high energy power subsystems, high precision and high power lasers, microelectronic circuit complexes and data processors, mosaic solid state sensing devices, and long-life cryogenic refrigerators

    Artificial intelligence methods for security and cyber security systems

    This research is in threat analysis and countermeasures employing Artificial Intelligence (AI) methods within the civilian domain, where safety and mission-critical aspects are essential. AI has challenges of repeatable determinism and decision explanation. This research proposed methods for dense and convolutional networks that provided repeatable determinism. In dense networks, the proposed alternative method had an equal performance with more structured learnt weights. The proposed method also had earlier learning and higher accuracy in the Convolutional networks. When demonstrated in colour image classification, the accuracy improved in the first epoch to 67%, from 29% in the existing scheme. Examined in transferred learning with the Fast Sign Gradient Method (FSGM) as an analytical method to control distortion of dissimilarity, a finding was that the proposed method had more significant retention of the learnt model, with 31% accuracy instead of 9%. The research also proposed a threat analysis method with set-mappings and first principle analytical steps applied to a Symbolic AI method using an algebraic expert system with virtualized neurons. The neural expert system method demonstrated the infilling of parameters by calculating beamwidths with variations in the uncertainty of the antenna type. When combined with a proposed formula extraction method, it provides the potential for machine learning of new rules as a Neuro-Symbolic AI method. The proposed method uses extra weights allocated to neuron input value ranges as activation strengths. The method simplifies the learnt representation reducing model depth, thus with less significant dropout potential. Finally, an image classification method for emitter identification is proposed with a synthetic dataset generation method and shows the accurate identification between fourteen radar emission modes with high ambiguity between them (and achieved 99.8% accuracy). That method would be a mechanism to recognize non-threat civil radars aimed at threat alert when deviations from those civilian emitters are detected
