The role of the Federal Relighting Initiative in emission controls
The Department of Energy's (DOE) Federal Relighting Initiative (FRI), under the Federal Energy Management Program (FEMP), has developed a comprehensive process to assist federal agencies in meeting the nation's energy mandate. This mandate states that federal facilities must use 20% less energy by the year 2000, based on 1985 consumption levels. Because lighting accounts for about 40% of total federal electricity consumption, the FRI was conceived to help reduce energy use in this important area while improving lighting quality and increasing productivity through relighting. Selected federal rules and regulations provide guidance on the types of energy efficiency techniques required, life-cycle costing methods and lighting levels that should be employed to achieve the federal mandate. Although the central focus of this paper is on the environment, this paper takes the perspective that the energy efficiency gains achieved through the FRI would produce both environmental and economic benefits for the United States. For example, improvements in energy efficiency would reduce electricity demand, and would consequently reduce the emissions associated with fossil fuel combustion for power production. These reduced emissions include carbon dioxide, which is associated with the potential for global climate change, and heavy metals, which pose a potential health threat to humans and aquatic ecosystems. Economic benefits of the FRI would include reduced federal expenditures on energy or, possibly, avoiding new power plant construction.This paper begins with a brief overview of the FRI process. Next, current lighting energy use in federal buildings is evaluated and the potential future energy savings achievable through full implementation of the FRI are estimated. The paper then translates these energy savings into avoided emissions of carbon dioxide and heavy metals and into avoided fuel expenditures
Genotype Distribution and Sequence Variation of Hepatitis E Virus, Hong Kong
Most acute cases of infection with hepatitis E virus (HEV) in Hong Kong were autochthonous, sporadic, and occurred in older adults. All except 1 isolate belonged to genotype 4; most were phylogenetically related to swine isolates. The epidemiology is similar to that in industrialized countries, where zoonosis is the major source of HEV infection in humans
The Dark Matter Density in the Solar Neighborhood reconsidered
Both the gas flaring and the dip in the rotation curve, which was recently
reconfirmed with precise measurements using the VERA VLBI array in Japan,
suggest doughnut-like substructure in the dark matter (DM) halo. A global fit
to all available data shows that the data are indeed best described by an NFW
DM profile complemented by two doughnut-like DM substructures with radii of 4.2
and 12.4 kpc, which coincide with the local dust ring and the Monocerus ring of
stars, respectively. Both regions have been suggested as regions with tidal
streams from "shredded" satellites. If real, the radial extensions of these
nearby ringlike structures enhance the local dark matter density by a factor of
four to about 1.3 GeV/cm.
It is shown that i) this higher DM density is perfectly consistent with the
local gravitational potential determining the surface density and the local
matter density (Oort limit), ii) previous determinations of the surface density
were biased by the assumption of a smoothly varying DM halo and iii) the
s-shaped gas flaring is explained. Such a possible enhancement of the local DM
density is of great interest for direct DM searches and would change the

Robust implications on Dark Matter from the first FERMI sky gamma map
We derive robust model-independent bounds on DM annihilations and decays from
the first year of FERMI gamma-ray observations of the whole sky. These bounds
only have a mild dependence on the DM density profile and allow the following
DM interpretations of the PAMELA and FERMI electron/positron excesses: primary
channels mu+ mu-, mu+ mu-mu+mu- or e+ e- e+ e-. An isothermal-like density
profile is needed for annihilating DM. In all such cases, FERMI gamma spectra
must contain a significant DM component, that may be probed in the future.Comment: 16 pages, 8 figures. Final versio
Dependence of direct detection signals on the WIMP velocity distribution
The signals expected in WIMP direct detection experiments depend on the
ultra-local dark matter distribution. Observations probe the local density,
circular speed and escape speed, while simulations find velocity distributions
that deviate significantly from the standard Maxwellian distribution. We
calculate the energy, time and direction dependence of the event rate for a
range of velocity distributions motivated by recent observations and
simulations, and also investigate the uncertainty in the determination of WIMP
parameters. The dominant uncertainties are the systematic error in the local
circular speed and whether or not the MW has a high density dark disc. In both
cases there are substantial changes in the mean differential event rate and the
annual modulation signal, and hence exclusion limits and determinations of the
WIMP mass. The uncertainty in the shape of the halo velocity distribution is
less important, however it leads to a 5% systematic error in the WIMP mass. The
detailed direction dependence of the event rate is sensitive to the velocity
distribution. However the numbers of events required to detect anisotropy and

Probing the Local Velocity Distribution of WIMP Dark Matter with Directional Detectors
We explore the ability of directional nuclear-recoil detectors to constrain
the local velocity distribution of weakly interacting massive particle (WIMP)
dark matter by performing Bayesian parameter estimation on simulated
recoil-event data sets. We discuss in detail how directional information, when
combined with measurements of the recoil-energy spectrum, helps break
degeneracies in the velocity-distribution parameters. We also consider the
possibility that velocity structures such as cold tidal streams or a dark disk
may also be present in addition to the Galactic halo. Assuming a
carbon-tetrafluoride detector with a 30-kg-yr exposure, a 50-GeV WIMP mass, and
a WIMP-nucleon spin-dependent cross-section of 0.001 pb, we show that the
properties of a cold tidal stream may be well constrained. However, measurement
of the parameters of a dark-disk component with a low lag speed of ~50 km/s may
be challenging unless energy thresholds are improved.Comment: 38 pages, 15 figure
Dark Matter Direct Detection Signals inferred from a Cosmological N-body Simulation with Baryons
We extract at redshift z=0 a Milky Way sized object including gas, stars and
dark matter (DM) from a recent, high-resolution cosmological N-body simulation
with baryons. Its resolution is sufficient to witness the formation of a
rotating disk and bulge at the center of the halo potential. The phase-space
structure of the central galactic halo reveals the presence of a dark disk
component, that is co-rotating with the stellar disk. At the Earth's location,
it contributes to around 25% of the total DM local density, whose value is
rho_DM ~ 0.37 GeV/cm^3. The velocity distributions also show strong deviations
from pure Gaussian and Maxwellian distributions, with a sharper drop of the
high velocity tail.
We give a detailed study of the impact of these features on the predictions
for DM signals in direct detection experiments. In particular, the question of
whether the modulation signal observed by DAMA is or is not excluded by limits
set by other experiments (CDMS, XENON and CRESST...) is re-analyzed and
compared to the case of a standard Maxwellian halo, in both the elastic and the
inelastic scattering scenarios. We find that the compatibility between DAMA and
the other experiments is improved. In the elastic scenario, the DAMA modulation
signal is slightly enhanced in the so-called channeling region, as a result of
several effects. For the inelastic scenario, the improvement of the fit is
mainly attributable to the departure from a Maxwellian distribution at high
velocity.Comment: 39 page
Simulated Milky Way analogues: implications for dark matter direct searches
We study the implications of galaxy formation on dark matter direct detection using high resolution hydrodynamic simulations of Milky Way-like galaxies simulated within the eagle and apostle projects. We identify MilkyWay analogues that satisfy observational constraints on the Milky Way rotation curve and total stellar mass. We then extract the dark matter density and velocity distribution in the Solar neighbourhood for this set of Milky Way analogues, and use them to analyse the results of current direct detection experiments. For most Milky Way analogues, the event rates in direct detection experiments obtained from the best _t Maxwellian distribution (with peak speed of 223 { 289 km=s) are similar to those obtained directly from the simulations. As a consequence, the allowed regions and exclusion limits set by direct detection experiments in the dark matter mass and spin-independent cross section plane shift by a few GeV compared to the Standard Halo Model, at low dark matter masses. For each dark matter mass, the halo-to-halo variation of the local dark matter density results in an overall shift of the allowed regions and exclusion limits for the cross section. However, the compatibility of the possible hints for a dark matter signal from
DAMA and CDMS-Si and null results from LUX and SuperCDMS is not improved
Motor-Driven Bacterial Flagella and Buckling Instabilities
Many types of bacteria swim by rotating a bundle of helical filaments also
called flagella. Each filament is driven by a rotary motor and a very flexible
hook transmits the motor torque to the filament. We model it by discretizing
Kirchhoff's elastic-rod theory and develop a coarse-grained approach for
driving the helical filament by a motor torque. A rotating flagellum generates
a thrust force, which pushes the cell body forward and which increases with the
motor torque. We fix the rotating flagellum in space and show that it buckles
under the thrust force at a critical motor torque. Buckling becomes visible as
a supercritical Hopf bifurcation in the thrust force. A second buckling
transition occurs at an even higher motor torque. We attach the flagellum to a
spherical cell body and also observe the first buckling transition during
locomotion. By changing the size of the cell body, we vary the necessary thrust
force and thereby obtain a characteristic relation between the critical thrust
force and motor torque. We present a sophisticated analytical model for the
buckling transition based on a helical rod which quantitatively reproduces the
critical force-torque relation. Real values for motor torque, cell body size,
and the geometry of the helical filament suggest that buckling should occur in
single bacterial flagella. We also find that the orientation of pulling
flagella along the driving torque is not stable and comment on the biological
relevance for marine bacteria.Comment: 15 pages, 11 figure
Common variants near FRK/COL10A1 and VEGFA are associated with advanced age-related macular degeneration
Despite significant progress in the identification of genetic loci for age-related macular degeneration (AMD), not all of the heritability has been explained. To identify variants which contribute to the remaining genetic susceptibility, we performed the largest meta-analysis of genome-wide association studies to date for advanced AMD. We imputed 6 036 699 single-nucleotide polymorphisms with the 1000 Genomes Project reference genotypes on 2594 cases and 4134 controls with follow-up replication of top signals in 5640 cases and 52 174 controls. We identified two new common susceptibility alleles, rs1999930 on 6q21-q22.3 near FRK/COL10A1 [odds ratio (OR) 0.87; P = 1.1 × 10−8] and rs4711751 on 6p12 near VEGFA (OR 1.15; P = 8.7 × 10−9). In addition to the two novel loci, 10 previously reported loci in ARMS2/HTRA1 (rs10490924), CFH (rs1061170, and rs1410996), CFB (rs641153), C3 (rs2230199), C2 (rs9332739), CFI (rs10033900), LIPC (rs10468017), TIMP3 (rs9621532) and CETP (rs3764261) were confirmed with genome-wide significant signals in this large study. Loci in the recently reported genes ABCA1 and COL8A1 were also detected with suggestive evidence of association with advanced AMD. The novel variants identified in this study suggest that angiogenesis (VEGFA) and extracellular collagen matrix (FRK/COL10A1) pathways contribute to the development of advanced AMD
