    The Impact of Place-Based Services on Child Maltreatment: Evaluation Through Big Data Linkage and Analytics

    There is a clear evidence that place is one factor associated with rates of child maltreatment and that rates of child abuse differ between different neighbourhoods and communities. Although there are few place-based initiatives (PBIs) focused specifically on child maltreatment, there is an increasing policy and research interest on PBIs that address a range of problems for children and families in disadvantaged communities. Evaluating the effectiveness of these initiatives is extremely challenging, both methodologically and ethically, but one potential way forward is to use linked administrative data to track outcomes of children and families. This chapter discusses the opportunities and challenges for the use of administrative data linkage in the evaluation of PBIs. The chapter is informed by interviews with 12 Australian experts on the use of ‘big data’ in public policy

    The Indo-U.S. Library of Coude Feed Stellar Spectra

    We have obtained spectra for 1273 stars using the 0.9m Coud\'e Feed telescope at Kitt Peak National Observatory. This telescope feeds the coud\'e spectrograph of the 2.1m telescope. The spectra have been obtained with the #5 camera of the coud\'e spectrograph and a Loral 3K X 1K CCD. Two gratings have been used to provide spectral coverage from 3460 \AA to 9464 \AA, at a resolution of \sim1\AA FWHM and at an original dispersion of 0.44 \AA/pixel. For 885 stars we have complete spectra over the entire 3460 \AA to 9464 \AA wavelength region (neglecting small gaps of << 50 \AA), and partial spectral coverage for the remaining stars. The 1273 stars have been selected to provide broad coverage of the atmospheric parameters Teff_{eff}, log g, and [Fe/H], as well as spectral type. The goal of the project is to provide a comprehensive library of stellar spectra for use in the automated classification of stellar and galaxy spectra and in galaxy population synthesis. In this paper we discuss the characteristics of the spectral library, viz., details of the observations, data reduction procedures, and selection of stars. We also present a few illustrations of the quality and information available in the spectra.     (Un)caring communities: processes of marginalisation and access to formal and informal care and assistance in rural Russia

    The marginality of rural life, understood in structural, economic, political and geographic terms, has been an underlying theme in both historical and contemporary studies of the Russian countryside. Much less attention has been paid to marginality as relational and the moral discourses of (un)belonging and (un)deservingness through which moral centres and peripheries are constructed within rural Russian contexts. This paper explores the ways in which both fixed, structural and constructed, personalised explanations of hardship are employed by rural people and how these relate to processes of integration into or exclusion from ‘caring’ and ‘moral’ communities. Drawing on ethnographic fieldwork conducted in Burla village, western Siberia, in 2008-10, and focusing primarily on the activities of the Centre for Social Assistance to Families and Children located there, the paper discusses the ways in which affiliation with the ‘moral centre’ facilitates access to both formal and informal forms of care and assistance from which those at the ‘moral periphery’ are more often excluded

    Reconstruction of metabolic networks from high-throughput metabolite profiling data: in silico analysis of red blood cell metabolism

    We investigate the ability of algorithms developed for reverse engineering of transcriptional regulatory networks to reconstruct metabolic networks from high-throughput metabolite profiling data. For this, we generate synthetic metabolic profiles for benchmarking purposes based on a well-established model for red blood cell metabolism. A variety of data sets is generated, accounting for different properties of real metabolic networks, such as experimental noise, metabolite correlations, and temporal dynamics. These data sets are made available online. We apply ARACNE, a mainstream transcriptional networks reverse engineering algorithm, to these data sets and observe performance comparable to that obtained in the transcriptional domain, for which the algorithm was originally designed.Comment: 14 pages, 3 figures.     Electronic nicotine delivery devices, and their impact on health and patterns of tobacco use: a systematic review protocol

    Introduction E-cigarettes or electronic nicotine delivery systems (ENDS) have recently attracted considerable attention. Among some individuals there is strong debate and a polarisation of views about the public health benefits versus harms of ENDS. With little regulation, the ENDS market is evolving, and new products are introduced and marketed constantly. Rapid developments in manufacturing, marketing and consumer domains related to ENDS will warrant frequent re-evaluation, based on the state of the evolving science. The purpose of this article is to describe a protocol for an ongoing comprehensive review of the published scientific literature on ENDS. Methods and analysis We will undertake a systematic review of published empirical research literature on ENDS using the National Library of Medicine\u27s PubMed electronic database to search for relevant articles. Data from included studies will be extracted into a standardised form, tables with study details and key outcomes for each article will be created, and studies will be synthesised qualitatively. Ethics and dissemination This review synthesises published literature and presents no primary data. Therefore, no ethical approval is required for this study. Subsequent papers will provide greater detail on results, within select categories, that represent gaps in the literature base

    Detection and diversity of a putative novel heterogeneous polymorphic proline-glycine repeat (Pgr) protein in the footrot pathogen Dichelobacter nodosus

    Dichelobacter nodosus, a Gram-negative anaerobic bacterium, is the essential causative agent of footrot in sheep. Currently, depending on the clinical presentation in the field, footrot is described as benign or virulent; D. nodosus strains have also been classified as benign or virulent, but this designation is not always consistent with clinical disease. The aim of this study was to determine the diversity of the pgr gene, which encodes a putative proline-glycine repeat protein (Pgr). The pgr gene was present in all 100 isolates of D. nodosus that were examined and, based on sequence analysis had two variants, pgrA and pgrB. In pgrA, there were two coding tandem repeat regions, R1 and R2: different strains had variable numbers of repeats within these regions. The R1 and R2 were absent from pgrB. Both variants were present in strains from Australia, Sweden and the UK, however, only pgrB was detected in isolates from Western Australia. The pgrA gene was detected in D. nodosus from tissue samples from two flocks in the UK with virulent footrot and only pgrB from a flock with no virulent or benign footrot for >10 years. Bioinformatic analysis of the putative PgrA protein indicated that it contained a collagen-like cell surface anchor motif. These results suggest that the pgr gene may be a useful molecular marker for epidemiological studies

    Fast Domain Growth through Density-Dependent Diffusion in a Driven Lattice Gas

    We study electromigration in a driven diffusive lattice gas (DDLG) whose continuous Monte Carlo dynamics generate higher particle mobility in areas with lower particle density. At low vacancy concentrations and low temperatures, vacancy domains tend to be faceted: the external driving force causes large domains to move much more quickly than small ones, producing exponential domain growth. At higher vacancy concentrations and temperatures, even small domains have rough boundaries: velocity differences between domains are smaller, and modest simulation times produce an average domain length scale which roughly follows LtζL \sim t^{\zeta}, where ζ\zeta varies from near .55 at 50% filling to near .75 at 70% filling. This growth is faster than the t1/3t^{1/3} behavior of a standard conserved order parameter Ising model. Some runs may be approaching a scaling regime. At low fields and early times, fast growth is delayed until the characteristic domain size reaches a crossover length which follows LcrossEβL_{cross} \propto E^{-\beta}. Rough numerical estimates give β=>.37\beta= >.37 and simple theoretical arguments give β=1/3\beta= 1/3. Our conclusion that small driving forces can significantly enhance coarsening may be relevant to the YB2_2Cu3_3O7δ_{7- \delta} electromigration experiments of Moeckly {\it et al.}(Appl. Phys.     Surfactant protein a impairs genital HPV16 pseudovirus infection by innate immune cell activation in a murine model

    Infection by oncogenic human papillomavirus (HPV) is the principle cause of cervical cancer and other anogenital cancers. The majority of cervical cancer cases occur in low- and middle-income countries (LMIC). Prophylactic vaccines exist to combat HPV infection but accessibility to these in LMIC is limited. Alternative preventative measures against HPV infection are therefore also needed to control cervical cancer risk. HPV employs multiple mechanisms to evade the host immune response. Therefore, an approach to promote HPV recognition by the immune system can reduce infection. Surfactant proteins A and D (SP-A and SP-D) are highly effective innate opsonins of pathogens. Their function is primarily understood in the lung, but they are also expressed at other sites of the body, including the female reproductive tract (FRT). We hypothesized that raised levels of SP-A and/or SP-D may enhance immune recognition of HPV and reduce infection. Co-immunoprecipitation and flow cytometry experiments showed that purified human SP-A protein directly bound HPV16 pseudovirions (HPV16-PsVs), and the resulting HPV16-PsVs/SP-A complex enhanced uptake of HPV16-PsVs by RAW264.7 murine macrophages. In contrast, a recombinant fragment of human SP-D bound HPV16-PsVs weakly and had no effect on viral uptake. To assess if SP-A modulates HPV16-PsVs infection in vivo, a murine cervicovaginal challenge model was applied. Surprisingly, neither naïve nor C57BL/6 mice challenged with HPV16-PsVs expressed SP-A in the FRT. However, pre-incubation of HPV16-PsVs with purified human SP-A at a 1:10 (w/w) ratio significantly reduced the level of HPV16-PsV infection. When isolated cells from FRTs of naïve C57BL/6 mice were incubated with HPV16-PsVs and stained for selected innate immune cell populations by flow cytometry, significant increases in HPV16-PsVs uptake by eosinophils, neutrophils, monocytes, and macrophages were observed over time using SP-A-pre-adsorbed virions compared to control particles. This study is the first to describe a biochemical and functional association of HPV16 virions with the innate immune molecule SP-A. We show that SP-A impairs HPV16-PsVs infection and propose that SP-A is a potential candidate for use in topical microbicides which provide protection against new HPV infections

    The Galaxy Population of Abell 1367: The Stellar Mass-Metallicity Relation

    Using wide baseline broad-band photometry, we analyse the stellar population properties of a sample of 72 galaxies, spanning a wide range of stellar masses and morphological types, in the nearby spiral-rich and dynamically young galaxy cluster Abell 1367. The sample galaxies are distributed from the cluster centre out to approximately half the cluster Abell radius. The optical/near-infrared colours are compared with simple stellar population synthesis models from which the luminosity-weighted stellar population ages and metallicities are determined. The locus of the colours of elliptical galaxies traces a sequence of varying metallicity at a narrow range of luminosity-weighted stellar ages. Lenticular galaxies in the red sequence, however, exhibit a substantial spread of luminosity-weighted stellar metallicities and ages. For red sequence lenticular galaxies and blue cloud galaxies, low mass galaxies tend to be on average dominated by stellar populations of younger luminosity-weighted ages. Sample galaxies exhibit a strong correlation between integrated stellar mass and luminosity-weighted stellar metallicity. Galaxies with signs of morphological disturbance and ongoing star formation activity, tend to be underabundant with respect to passive galaxies in the red sequence of comparable stellar masses. We argue that this could be due to tidally-driven gas flows toward the star-forming regions, carrying less enriched gas and diluting the pre-existing gas to produce younger stellar populations with lower metallicities than would be obtained prior to the interaction. Finally, we find no statistically significant evidence for changes in the luminosity-weighted ages and metallicities for either red sequence or blue cloud galaxies, at fixed stellar mass, with location within the cluster.Comment: 15 pages, 10 figures, MNRAS in pres

    The dynamics of quality: a national panel study of evidence-based standards

Available from NIHR Health Technology Assessment Programme via the DOI in this record.Background Shortfalls in the receipt of recommended health care have been previously reported in England, leading to preventable poor health. Objectives To assess changes over 6 years in the receipt of effective health-care interventions for people aged 50 years or over in England with cardiovascular disease, depression, diabetes or osteoarthritis; to identify how quality varied with participant characteristics; and to compare the distribution of illness burden in the population with the distributions of diagnosis and treatment. Setting and participants Information on health-care quality indicators and participant characteristics was collected using face-to-face structured interviews and nurse visits in participants’ homes by the English Longitudinal Study of Ageing in 2004–5, 2006–7, 2008–9 and 2010–11. A total of 16,773 participants aged 50 years or older were interviewed at least once and 5114 were interviewed in all four waves; 5404 reported diagnosis of one or more of four conditions in 2010–11. Main outcome measures Percentage of indicated health care received by eligible participants for 19 quality indicators: seven for cardiovascular disease, three for depression, five for diabetes and four for osteoarthritis, and condition-level quality indicator achievement, including achievement of a bundle of three diabetes indicators. Analysis Changes in quality indicator achievement over time and variations in quality with participant characteristics were tested with Pearson’s chi-squared test and logistic regression models. The size of inequality between the hypothetically wealthiest and poorest participants, for illness burden, diagnosis and treatment, was estimated using slope indices of wealth inequality. Results Achievement of indicators for cardiovascular disease was 82.7% [95% confidence interval (CI) 79.9% to 85.5%] in 2004–5 and 84.2% (95% CI 82.1% to 86.2%) in 2010–11, for depression 63.3% (95% CI 57.6% to 69.0%) and 59.8% (95% CI 52.4% to 64.3%), for diabetes 76.0% (95% CI 74.1% to 77.8%) and 76.5% (95% CI 74.8% to 78.1%), and for osteoarthritis 31.2% (95% CI 28.5% to 33.8%) and 35.6% (95% CI 34.2% to 37.1%). Achievement of the diabetes care bundle was 67.8% (95% CI 64.5% to 70.9%) in 2010–11. Variations in quality by participant characteristics were generally small. Diabetes indicator achievement was worse in participants with cognitive impairment [odds ratio (OR) 0.5, 95% CI 0.4 to 0.7] and better in those living alone (OR 1.7, 95% CI 1.3 to 2.0). Hypertension care was better for those aged over 74 years (vs. 50–64 years) (OR 3.2, 95% CI 2.0 to 5.3). Osteoarthritis care was better for those with severe (vs. mild) pain (OR 1.8, 95% CI 1.4 to 2.2), limiting illness (OR 1.8, 95% CI 1.5 to 2.1), and obesity (OR 1.6, 95% CI 1.2 to 2.0). Previous non-achievement of the diabetes care bundle was the biggest predictor of non-achievement 2 years later (OR 3.3, 95% CI 2.2 to 4.7). Poorer participants were always more likely than wealthier participants to have illness burden (statistically significant OR 3.9 to 16.0), but not always more likely to be diagnosed or receive treatment (0.2 to 5.3). Conclusions Shortfalls in quality of care for these four conditions have persisted over 6 years, with only half of the level of indicated health care achieved for osteoarthritis, compared with the other three conditions. Quality for osteoarthritis improved slightly over time but remains poor. The relatively high prevalence of specific illness burden in poorer participants was not matched by an equally high prevalence of diagnosis or treatment, suggesting that barriers to equity may exist at the stage at diagnosis. Further research is needed into the association between quality and health system characteristics at the level of clinicians, general practices or hospitals, and regions. Linkage to routinely collected data could provide information on health service characteristics at the individual patient level.Funding for this study was provided by the Health Services and Delivery Research programme of the National Institute for Health Research
