In collaboration between a UPC spinoff, Barcelogic, and the Dutch Football Federation (KNVB), we define, study, implement and evaluate different approaches for solving the so-called Referee Assignment Problem(RAP). In this NP-complete constraint solving problem, numerous conditions must be met, such as the balance in the number of matches each referee must officiate, the frequency of each referee being assigned to a given team, the distance each referee must travel over the course of a season, etc

FNT-based reed-solomon erasure codes

This paper presents a new construction of Maximum-Distance Separable (MDS) Reed-Solomon erasure codes based on Fermat Number Transform (FNT). Thanks to FNT, these codes support practical coding and decoding algorithms with complexity O(n log n), where n is the number of symbols of a codeword. An open-source implementation shows that the encoding speed can reach 150Mbps for codes of length up to several 10,000s of symbols. These codes can be used as the basic component of the Information Dispersal Algorithm (IDA) system used in a several P2P systems

Multivariate statistical analysis of groundwater mineralization in Daloa and Zoukougbeu, central west, Côte d'Ivoire

This study aims to determine the mechanisms of groundwater mineralization in the departments of Daloa and Zoukougbeu (Central West, Côte d’Ivoire). In order to achieve this, a hydrochemical study was carried out from seventeen (17) water samples (wells and sources) collected in March 2018. It was based on the multivariate statistical analysis techniques: The Principal Component Analysis (PCA) and the Hierarchical Cluster Analysis (HCA) were applied to physicochemical parameters. Thus, the average values of temperature, pH, electrical conductivity, Total Dissolved Solids (TDS) and Turbidity measured in situ in source waters are respectively 27.63°C; 4.81; 84.6 μS / cm; 38.45 mg. L-1 and 40.78 NTU and in well water 27.90°C; 4.78; 81.85μS/cm; 36.61 mg. L-1 and 27.22 NTU. The average concentrations of the major cations Ca2+, Mg2, Na+ and K+ of well water are respectively 2.26; 1.01; 4.58; 1.41 mg. L-1 and those of spring waters 2.18; 1.03; 5.50 and 2.07 mg.L-1. The major anions HCO3-, Cl-, SO42- and NO3- respectively amount to 8.81; 8.28; 5.33 and 7.67 mg.L-1 for well water and 11.77; 8.5; 5.27 and 8.25 mg.L-1 for spring waters. The PCA results show that three phenomena govern the mineralization of these waters. These are the phenomena of mineralization-residence time of water which is acquired by acid hydrolysis of the host rocks, spatial origin of lower quality of water and the grounds throughfall. These phenomena are confirmed by the Hierarchical Cluster Analysis (HCA). Erasure Codes with a Banded Structure for Hybrid Iterative-ML Decoding

This paper presents new FEC codes for the erasure channel, LDPC-Band, that have been designed so as to optimize a hybrid iterative-Maximum Likelihood (ML) decoding. Indeed, these codes feature simultaneously a sparse parity check matrix, which allows an efficient use of iterative LDPC decoding, and a generator matrix with a band structure, which allows fast ML decoding on the erasure channel. The combination of these two decoding algorithms leads to erasure codes achieving a very good trade-off between complexity and erasure correction capability.Comment: 5 page

El espacio mediterráneo. Fronteras y traducciones en la ciudad plural

[Resumen] En esta comunicación nos proponemos abarcar la complejidad de la ciudad mediterránea que por definición es una ciudad multicultural. El mensaje que la ciudad crea, y del que somos tanto destinadores, como destinatarios, es plural y entretejido. La ciudad que queremos narrar es compleja y plural, al igual que lo son los deseos de los ciudadanos que la viven y que quieren dar y darse una coherencia. En nuestra opinión es imposible encontrar en la ciudad mediterránea una única isotopía de lectura porque la entendemos como mecanismo que superpone espacios de significado plural. Las múltiples lecturas posibles, que tomadas de manera aislada son insuficientes, cobran sentido si se recomponen en un conjunto de orden superior. La semiosfera lotmaniana permite abarcar esta complejidad dado que está formada por la superposición de lenguas, prácticas sociales, culturales y subjetividades que se encuentran en encrucijadas y necesitan traducirse para cobrar significación. A su vez, los medios de comunicación contribuyen, en este proceso constante de traducción y formación de nuevo sentido, a crear imaginarios simbólicos. Nuestra pregunta es si el espacio que resulta de la construcción discursiva de los mismos es un espacio de convivencia o de separación. Nuestro punto de partida es que los aspectos culturales juegan un papel determinante en la construcción de la identidad mediterránea. Queremos investigar si esta identidad es aglutinante o excluyente

En el marco teórico de la semiótica de la cultura, que reflexiona sobre las condiciones materiales de la significación tratamos el Mediterráneo como un espacio de sentido. Lo que es un espacio en semiótica prescinde de su ontología y se "reduce" a cuestión de método, una realidad que significa y que se presenta como una entidad multifuncional, un elemento activo que influye en la estructuración misma de la sociedad, formando parte del entramado simbólico en que los fenómenos sociales adquieren sentido y se desarrollan. Este enfoque permite considerar las múltiples atribuciones de sentido dadas al espacio Mediterráneo que lo configuran como un texto complejo, literalmente un tejido, una relación entre otros textos situados a un nivel jerárquico inferior que forman una realidad heteróclita de sentido que vale más de la suma de todas su partes

Hacia una nueva eficacia de las organizaciones: ¿Qué es la democracia?

No se trata de entender cómo se alimenta la confianza de las personas en las diversas organizaciones complejas (con y sin fines de lucro) fijándose objetivos abstractos, se trata de comprender la confianza, como mecanismo de eficacia interna de las distintas organizaciones. Confianza que parece tener una base democrática también sólo porque remite a nuestras raíces antropológicas. Se trata de buscarla en las implicancias organizativas donde aún subsiste. En este sentido creemos poder confiar aun en una democracia que nace del proceso de confianza, porque la encontramos en los orígenes de nuestra civilización, pero también porque la podemos encontrar todavía en las mejores formas organizativas que podemos constituir.We try to understand how feeds people's confidence in the complex organizations (for profit and not-for-profit) not fixated on abstract objectives, but through the confidence as a mechanism of internal efficiency of them. Confidence is based on the democracy that is at the basis of our anthropological ideas. It is important to find its implications in the organization. We believe that we can trust even in a democracy that is born from the trusted process, because it's in the origins of our civilization, but also because we can still find it in the best organizational forms.peerReviewe

Enhanced Recursive Reed-Muller Erasure Decoding

Recent work have shown that Reed-Muller (RM) codes achieve the erasure channel capacity. However, this performance is obtained with maximum-likelihood decoding which can be costly for practical applications. In this paper, we propose an encoding/decoding scheme for Reed-Muller codes on the packet erasure channel based on Plotkin construction. We present several improvements over the generic decoding. They allow, for a light cost, to compete with maximum-likelihood decoding performance, especially on high-rate codes, while significantly outperforming it in terms of speed
