    Higher education reform and the landscape diversity of higher education institutions in the Kyrgyz Republic, 1991–2015

    Following its independence from the Soviet Union in 1991, Kyrgyzstan experienced processes of change across all areas of social, political and economic life. Higher education reform has been central to this agenda, and between 1991 and today the Soviet-era system of state-funded and Communist Party controlled higher education institutions (HEIs) in Kyrgyzstan has been transformed into an expansive, diverse, unequal, semi-privatized and marketized higher education (HE) landscape. Mindful of arguments that the marketization of higher education does not necessarily generate institutional diversification, that government regulation does not necessarily lead to homogenization among institutions, and that universities’ own institutional strategies and responses to environmental changes shape processes of structural reform in complex ways, this paper assesses the specific character of these changes to the higher education landscape in post-Soviet Kyrgyzstan. After briefly describing the structure and financing of higher education in the Kirgiz Soviet Socialist Republic from 1917–1991, we consider some key factors which have shaped patterns of the differentiation and diversification of HE in the post-Soviet period. These include the historical legacies of Soviet HE infrastructures, new legal and political frameworks for HE governance and finance, changes to regulations for the licensing of institutions and academic credentials, the introduction of new multinational policy agendas for higher education in the Central Asian region, changes in the relationship between higher education and labor, the introduction of a national university admissions examination, and the adoption of certain principles of the European Bologna Process. The picture of HE reform that emerges from this analysis is one in which concurrent processes of diversification and homogenization are not driven wholly by either state regulation or forces of market competition, but mediated by universities’ strategic negotiations of these forces in the context of historical institutional formations in Kyrgyzstan

    New limit on the mass of 9.4-keV solar axions emitted in an M1 transition in 83^{83}Kr nuclei

    A search for resonant absorption of the solar axion by 83Kr^{83}\rm{Kr} nuclei was performed using the proportional counter installed inside the low-background setup at the Baksan Neutrino Observatory. The obtained model independent upper limit on the combination of isoscalar and isovector axion-nucleon couplings g3g01.69×106|g_3-g_0|\leq 1.69\times 10^{-6} allowed us to set the new upper limit on the hadronic axion mass of mA130m_{A}\leq 130 eV (95\% C.L.) with the generally accepted values SS=0.5 and zz=0.56.Comment: 5 pages, 2 figures, Proceedings of the 10th Patras Workshop on Axions, WIMPs and WISP 29 June - 4 July 2014, CERN, Geneva, Switzerlan

    Recent data from the DAMA/LIBRA phase-2 confirmed detection of a signal with independent Dark Matter (DM) annual modulation signature at a 12.9 σ CL. Our attempts to verify the DAMA/LIBRA DM observation claim led to construction of underground clean rooms at the KamLAND site and specialized laboratory for production of NaI(Tl) detectors. Current status of these facilities, methods used to grow ultra-low background NaI(Tl) crystals, and radio-purity of the latest NaI(Tl) DM detector prototype are discussed

    First Results from the AMoRE-Pilot neutrinoless double beta decay experiment

    The Advanced Molybdenum-based Rare process Experiment (AMoRE) aims to search for neutrinoless double beta decay (0νββ\nu\beta\beta) of 100^{100}Mo with \sim100 kg of 100^{100}Mo-enriched molybdenum embedded in cryogenic detectors with a dual heat and light readout. At the current, pilot stage of the AMoRE project we employ six calcium molybdate crystals with a total mass of 1.9 kg, produced from 48^{48}Ca-depleted calcium and 100^{100}Mo-enriched molybdenum (48depl^{48\textrm{depl}}Ca100^{100}MoO4_4). The simultaneous detection of heat(phonon) and scintillation (photon) signals is realized with high resolution metallic magnetic calorimeter sensors that operate at milli-Kelvin temperatures. This stage of the project is carried out in the Yangyang underground laboratory at a depth of 700 m. We report first results from the AMoRE-Pilot 0νββ0\nu\beta\beta search with a 111 kg\cdotd live exposure of 48depl^{48\textrm{depl}}Ca100^{100}MoO4_4 crystals. No evidence for 0νββ0\nu\beta\beta decay of 100^{100}Mo is found, and a upper limit is set for the half-life of 0νββ\nu\beta\beta of 100^{100}Mo of T1/20ν>9.5×1022T^{0\nu}_{1/2} > 9.5\times10^{22} y at 90% C.L.. This limit corresponds to an effective Majorana neutrino mass limit in the range mββ(1.22.1)\langle m_{\beta\beta}\rangle\le(1.2-2.1) eV

    ruvA Mutants that resolve Holliday junctions but do not reverse replication forks

    RuvAB and RuvABC complexes catalyze branch migration and resolution of Holliday junctions (HJs) respectively. In addition to their action in the last steps of homologous recombination, they process HJs made by replication fork reversal, a reaction which occurs at inactivated replication forks by the annealing of blocked leading and lagging strand ends. RuvAB was recently proposed to bind replication forks and directly catalyze their conversion into HJs. We report here the isolation and characterization of two separation-of-function ruvA mutants that resolve HJs, based on their capacity to promote conjugational recombination and recombinational repair of UV and mitomycin C lesions, but have lost the capacity to reverse forks. In vivo and in vitro evidence indicate that the ruvA mutations affect DNA binding and the stimulation of RuvB helicase activity. This work shows that RuvA's actions at forks and at HJs can be genetically separated, and that RuvA mutants compromised for fork reversal remain fully capable of homologous recombination

    Characterization of 30 76^{76}Ge enriched Broad Energy Ge detectors for GERDA Phase II

    The GERmanium Detector Array (GERDA) is a low background experiment located at the Laboratori Nazionali del Gran Sasso in Italy, which searches for neutrinoless double beta decay of 76^{76}Ge into 76^{76}Se+2e^-. GERDA has been conceived in two phases. Phase II, which started in December 2015, features several novelties including 30 new Ge detectors. These were manufactured according to the Broad Energy Germanium (BEGe) detector design that has a better background discrimination capability and energy resolution compared to formerly widely-used types. Prior to their installation, the new BEGe detectors were mounted in vacuum cryostats and characterized in detail in the HADES underground laboratory in Belgium. This paper describes the properties and the overall performance of these detectors during operation in vacuum. The characterization campaign provided not only direct input for GERDA Phase II data collection and analyses, but also allowed to study detector phenomena, detector correlations as well as to test the strength of pulse shape simulation codes.Comment: 29 pages, 18 figure

    2νββ2\nu\beta\beta decay of 76^{76}Ge into excited states with GERDA Phase I

    Two neutrino double beta decay of 76^{76}Ge to excited states of 76^{76}Se has been studied using data from Phase I of the GERDA experiment. An array composed of up to 14 germanium detectors including detectors that have been isotopically enriched in 76^{76}Ge was deployed in liquid argon. The analysis of various possible transitions to excited final states is based on coincidence events between pairs of detectors where a de-excitation γ\gamma ray is detected in one detector and the two electrons in the other. No signal has been observed and an event counting profile likelihood analysis has been used to determine Frequentist 90\,\% C.L. bounds for three transitions: 0g.s.+21+{0^+_{\rm g.s.}-2^+_1}: T1/22ν>T^{2\nu}_{1/2}>1.61023\cdot10^{23} yr, 0g.s.+01+{0^+_{\rm g.s.}-0^+_1}: T1/22ν>T^{2\nu}_{1/2}>3.71023\cdot10^{23} yr and 0g.s.+22+{0^+_{\rm g.s.}-2^+_2}: T1/22ν>T^{2\nu}_{1/2}>2.31023\cdot10^{23} yr. These bounds are more than two orders of magnitude larger than those reported previously. Bayesian 90\,\% credibility bounds were extracted and used to exclude several models for the 0g.s.+01+{0^+_{\rm g.s.}-0^+_1} transition
