    The study is particularly mining companies located in the Russian Arctic. The main results of the study include the rationale for the demand for products Arctic mineral corporations and retain their capitalization, even in conditions of «sanctions» policy of the West. The main fi eld of application of the obtained results is the formation of industrial policy resource corporations, including at the regional level. At the heart of the industrial policy of the Russian Arctic are the principles of strategic import substitution. While Arctic mineral corporations may be, including in the implementation of the Arctic mega-projects on the principles of state-private partnership, «the locomotive» the dynamics of innovation in the economy.Предметом исследования являются особенности ресурсных компаний, расположенных в Арктической зоне Российской Федерации (АЗРФ). К основным результатам исследования можно отнести обоснование востребованности продукции арктических минерально-сырьевых корпораций и сохранение уровня их капитализации даже в условиях «санкционной» политики Запада. Основной областью применения полученных результатов выступает формирование промышленной политики ресурсных корпораций, в том числе на региональном уровне. В основе промышленной политики АЗРФ должны лежать принципы стратегического импортозамещения. При этом арктические ресурсные корпорации могут оказаться, в том числе в ходе реализации арктических мегапроектов на принципах государственно-частного партнерства, «локомотивом» инновационной динамики экономики

    A research purpose is the analysis of the European natural gas market environment and the modernization opportunities of the delivery system from Russia in connection with the current geo-economic changes. The main methods are the factorial approaches and the content analysis, which allows allocate and structure this sector’s driving forces.Export of the Russian natural gas on the European market still remains the dominating activity, in terms of the total amounts of deliveries, though over the last ten years its specific weight has been considerably reduced. The situation has sharply become aggravated both in connection with the "Ukrainian" crisis, and that of the European Union policy, which is taking the active measures for the gas supply system diversification. As a result of the conducted research it is proved that the Russian gas transportation system in the Arctic regions requires the strategic upgrade which shall go in two main directions.The first direction is the forming of the new pipeline schemes replacing the unreliable transit routes. The second direction is a rather innovative development of exploration and transportation of the liquefied natural gas which amount exceeds thirty percent in world export and in Russian has not yet reached ten percent.Scientific novelty of the received results consists in system approval of the opportunities of adaptation of Russian export deliveries to the market demand changes. The proposals of increase of the liquefied natural gas exploration in the Arctic regions and formation of the basic centers (special zones) have also a practical importance.Целью исследования является анализ конъюнктуры европейского рынка природного газа и возможности модернизации системы российских поставок в связи с происходящими геоэкономическими изменениями.Основными методами при этом выступают факторный подход и контент-анализ, позволяющие выделить и структурировать движущие силы этого сектора. Экспорт российского природного газа на европейский рынок все еще остается доминирующим в общих объемах поставок, хотя за последние десять лет его удельный вес значительно сократился. Cитуация резко обострилась как в связи с «украинским» кризисом, так и вследствие политики Европейского Союза, принимающего активные меры по диверсификации системы газоснабжения.В результате проведенного исследования обосновано, что российская система транспортировки газа, добываемого в основном в арктических регионах, требует стратегической модернизации, которая должна идти по двум основным направлениям. Первое – формирование новых трубопроводных схем, заменяющих ненадежные транзитные маршруты. Второе – сравнительно инновационное развитие выпуска и транспортировки сжиженного природного газа, которое в мировом экспорте превышает тридцать процентов, а у нас не достигло и десяти. Научная новизна полученных результатов состоит в системном обосновании возможностей адаптации экспортных поставок российского природного к изменению рыночного спроса. Предложения по увеличению выпуска сжиженного природного газа в арктических регионах с формированием опорных центров (особых зон) имеют также практическую значимость

Выполнен анализ динамики численности студентов, аспирантов и профессорско-преподавательского состава образовательных организаций высшего образования. Анализ показал дефицит управленческих кадров и его несоответствие задачам инновационного развития экономики и социальной сферы АЗРФ. Необходимо междисциплинарное взаимодействие, в том числе детальное изучение североведения. Рассмотрен опыт функционирования университетов в малых городах приарктических стран.     Measurement of the production cross-section of positive pions in the collision of 8.9 GeV/c protons on beryllium

    The double-differential production cross-section of positive pions, d2σπ+/dpdΩd^2\sigma^{\pi^{+}}/dpd\Omega, measured in the HARP experiment is presented. The incident particles are 8.9 GeV/c protons directed onto a beryllium target with a nominal thickness of 5% of a nuclear interaction length. The measured cross-section has a direct impact on the prediction of neutrino fluxes for the MiniBooNE and SciBooNE experiments at Fermilab. After cuts, 13 million protons on target produced about 96,000 reconstructed secondary tracks which were used in this analysis. Cross-section results are presented in the kinematic range 0.75 GeV/c < pπp_{\pi} < 6.5 GeV/c and 30 mrad < θπ\theta_{\pi} < 210 mrad in the laboratory frame.Comment: 39 pages, 21 figures.     Absolute Momentum Calibration of the HARP TPC

    In the HARP experiment the large-angle spectrometer is using a cylindrical TPC as main tracking and particle identification detector. The momentum scale of reconstructed tracks in the TPC is the most important systematic error for the majority of kinematic bins used for the HARP measurements of the double-differential production cross-section of charged pions in proton interactions on nuclear targets at large angle. The HARP TPC operated with a number of hardware shortfalls and operational mistakes. Thus it was important to control and characterize its momentum calibration. While it was not possible to enter a direct particle beam into the sensitive volume of the TPC to calibrate the detector, a set of physical processes and detector properties were exploited to achieve a precise calibration of the apparatus. In the following we recall the main issues concerning the momentum measurement in the HARP TPC, and describe the cross-checks made to validate the momentum scale. As a conclusion, this analysis demonstrates that the measurement of momentum is correct within the published precision of 3%.Comment: To be published by JINS

    Comparison of large-angle production of charged pions with incident protons on cylindrical long and short targets

    The HARP collaboration has presented measurements of the double-differential pi+/pi- production cross-section in the range of momentum 100 MeV/c <= p 800 MeV/c and angle 0.35 rad <= theta <= 2.15 rad with proton beams hitting thin nuclear targets. In many applications the extrapolation to long targets is necessary. In this paper the analysis of data taken with long (one interaction length) solid cylindrical targets made of carbon, tantalum and lead is presented. The data were taken with the large acceptance HARP detector in the T9 beam line of the CERN PS. The secondary pions were produced by beams of protons with momenta 5 GeV/c, 8 GeV/c and 12 GeV/c. The tracking and identification of the produced particles were performed using a small-radius cylindrical time projection chamber (TPC) placed inside a solenoidal magnet. Incident protons were identified by an elaborate system of beam detectors. Results are obtained for the double-differential yields per target nucleon d2 sigma / dp dtheta. The measurements are compared with predictions of the MARS and GEANT4 Monte Carlo simulations.Comment: 43 pages, 20 figure

    Large-angle production of charged pions by 3 GeV/c - 12 GeV/c protons on carbon, copper and tin targets

    A measurement of the double-differential π±\pi^{\pm} production cross-section in proton--carbon, proton--copper and proton--tin collisions in the range of pion momentum 100 \MeVc \leq p < 800 \MeVc and angle 0.35 \rad \le \theta <2.15 \rad is presented. The data were taken with the HARP detector in the T9 beam line of the CERN PS. The pions were produced by proton beams in a momentum range from 3 \GeVc to 12 \GeVc hitting a target with a thickness of 5% of a nuclear interaction length. The tracking and identification of the produced particles was done using a small-radius cylindrical time projection chamber (TPC) placed in a solenoidal magnet. An elaborate system of detectors in the beam line ensured the identification of the incident particles. Results are shown for the double-differential cross-sections at four incident proton beam momenta (3 \GeVc, 5 \GeVc, 8 \GeVc and 12 \GeVc)
