    The challenge of embedding an ecosystems approach:patterns of knowledge utilisation in public policy appraisal

    The ‘ecosystem services approach’ (ESA) to policy making has refocused attention on how knowledge is embedded in policy. Appraisal has long been identified as an important venue for embedding, but suffers from well-known difficulties. This paper examines the extent to which an ESA appears in UK policy appraisal documents, and how far implementing an ESA via appraisal may encounter the same difficulties. A clear understanding of this is vital for interrogating claims that improving knowledge necessarily leads to more sustainable ecosystem management. The paper reports on the content of seventy-five national-level policy appraisals undertaken in the United Kingdom between 2008 and 2012. Only some elements of an ESA appear, with even the environment ministry failing to systematically pick up the concept, which is indeed subject to many of the familiar barriers to embedding environmental knowledge in appraisals. Policy initiatives attempting to institutionalise ecosystem values need to be conversant with these barriers

    The taxation of UK oil and gas production: why the windfalls got away

    Starting with evidence that United Kingdom Continental Shelf oil and gas companies have benefitted very disproportionately from the recent period of extraordinarily high oil prices, this paper traces the history of this weakness in the UK's petroleum fiscal regime. Evidence is provided that the progressive relaxations in the UK's petroleum fiscal regime in 1983, 1987–1988 and 1993 were: largely unnecessary to stimulate the development of new, smaller, 'marginal' fields; misguided in their assumption that such fields were more costly to develop than earlier counterparts or larger contemporary fields; and impotent compared with the effects of oil price movements. The paper concludes with a conceptualisation which illuminates why these failures of policy were not just random: they emerged from the UK's 'non-proprietorial' stance with respect to the country’s oil and gas resources, a stance which assumes responsibility for oil company profitability and vainly tries to counter market forces at the expense of government revenues

    Timebanking and the co‐production of preventive social care with adults; what can we learn from the challenges of implementing person‐to‐person timebanks in England?

    This paper explores the potential contribution of timebanking, an innovative volunteering scheme, to the co-production of preventive social care with adults in England. Interest in volunteering in social care has increased as one proposed solution to the international crisis of a rising demand for services in juxtaposition with decreased resources. Volunteering has been particularly promoted in preventive services that prevent or delay care needs arising. Despite sustained interest in volunteering and co-production in social care, little is known about how theory translates into practice. Reporting implementation data from a Realistic Evaluation of six case studies in England, this paper explores one volunteering scheme, timebanking. The research explores how timebanks were working, what contribution they can make to adult social care, and whether they are an example of co-production. Data collected included interviews, focus groups or open question responses on surveys from 84 timebank members, and semi-structured interviews with 13 timebank staff. Each timebank was visited at least twice, and all timebank activity was analysed for a period of 12 months. Data were triangulated to improve reliability. The research found that in practice, timebanks were not working as described in theory, there were small numbers of person-to-person exchanges and some timebanks had abandoned this exchange model. Timebanks faced significant implementation challenges including managing risk and safeguarding and the associated bureaucracy, a paternalistic professional culture and the complexity of the timebank mechanism which required adequate resources. Lessons for timebanks are identified, as well as transferable lessons about co-production and volunteering in social care if such schemes are to be successful in the future

    Assessing the economics of large Energy Storage Plants with an optimisation methodology

    Power plants, such as wind farms, that harvest renewable energy are increasing their share of the energy portfolio in several countries, including the United Kingdom. Their inability to match demand power profiles is stimulating an increasing need for large ESP (Energy Storage Plants), capable of balancing their instability and shifting power produced during low demand to peak periods. This paper presents and applies an innovative methodology to assess the economics of ESP utilising UK electricity price data, resulting in three key findings. Firstly the paper provides a methodology to assess the trade-off “reserve capacity vs. profitability” and the possibility of establishing the “optimum size capacity”. The optimal reserve size capacity maximizing the NPV (Net Present Value) is smaller than the optimum size capacity minimizing the subsidies. This is not an optimal result since it complicates the incentive scheme to align investors and policy makers' interests. Secondly, without subsidies, none of the existing ESP technologies are economically sustainable. However, subsidies are a relatively small percentage of the average price of electricity in UK. Thirdly, the possibility of operating ESP as both as a reserve and do price arbitrage was identified as a mean of decreasing subsidies for the ESP technologies

    The changing regulatory environment for speculative housebuilding and the construction of core competencies for brownfleld development

    Speculative housebuilding in the United Kingdom faces an ever tighter regulatory environment owing to the increasing impact of the sustainable development agenda. For example, 60% of all new homes in England are now expected to be constructed on previously developed land or provided through the conversion of existing buildings. As speculative housebuilders are responsible for about 80% of all new dwellings built in the United Kingdom, the achievement of this important government target is critically dependent on the ability and willingness of the private sector to respond to public policy. By exploring the main components of the residential development process, the author investigates how far speculative housebuilding will need to change to ensure the successful implementation of the government's brownfield housing target. He suggests that those speculative housebuilders that are enthusiastically building up core competencies in brownfield housing are likely to emerge as the market leaders of the future whereas those companies that continue to rely on past practices and technologies will face an uncertain future as greenfield development opportunities begin to reduce
