    Male Sexual Assault: Issues of Arousal and Consent

    This Note argues that an erection under these circumstances does not indicate consent to engage in sexual activity. Part II of this Note explores the reality of male sexual assault and offers various medical, psychological, sociological, and cultural reasons to explain why a male victim may maintain an erection while being sexually assaulted and/or raped. Part II also explores the complex relationship between physical arousal and sexual desire. Part III provides a legal background to both the law\u27s treatment of male sexual assault generally and in specific instances where the male victim maintained an erection during his assault. This part concludes that the courts have been largely unavailing to male victims of sexual assault. Finally, part IV argues that treating an erection as a signifier for consent serves only to isolate male victims and perpetuates a stereotypical and violent form of masculinity that ultimately undermines sexual violence against all persons

    The Apache Point Observatory Galactic Evolution Experiment (APOGEE), one of the programs in the Sloan Digital Sky Survey III (SDSS-III), has now completed its systematic, homogeneous spectroscopic survey sampling all major populations of the Milky Way. After a three-year observing campaign on the Sloan 2.5 m Telescope, APOGEE has collected a half million high-resolution (R ~ 22,500), high signal-to-noise ratio (>100), infrared (1.51–1.70 μm) spectra for 146,000 stars, with time series information via repeat visits to most of these stars. This paper describes the motivations for the survey and its overall design—hardware, field placement, target selection, operations—and gives an overview of these aspects as well as the data reduction, analysis, and products. An index is also given to the complement of technical papers that describe various critical survey components in detail. Finally, we discuss the achieved survey performance and illustrate the variety of potential uses of the data products by way of a number of science demonstrations, which span from time series analysis of stellar spectral variations and radial velocity variations from stellar companions, to spatial maps of kinematics, metallicity, and abundance patterns across the Galaxy and as a function of age, to new views of the interstellar medium, the chemistry of star clusters, and the discovery of rare stellar species.     Sloan Digital Sky Survey IV: Mapping the Milky Way, Nearby Galaxies, and the Distant Universe

    We describe the Sloan Digital Sky Survey IV (SDSS-IV), a project encompassing three major spectroscopic programs. The Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) is observing hundreds of thousands of Milky Way stars at high resolution and high signal-to-noise ratios in the near-infrared. The Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey is obtaining spatially resolved spectroscopy for thousands of nearby galaxies (median z0.03z\sim 0.03). The extended Baryon Oscillation Spectroscopic Survey (eBOSS) is mapping the galaxy, quasar, and neutral gas distributions between z0.6z\sim 0.6 and 3.5 to constrain cosmology using baryon acoustic oscillations, redshift space distortions, and the shape of the power spectrum. Within eBOSS, we are conducting two major subprograms: the SPectroscopic IDentification of eROSITA Sources (SPIDERS), investigating X-ray AGNs and galaxies in X-ray clusters, and the Time Domain Spectroscopic Survey (TDSS), obtaining spectra of variable sources. All programs use the 2.5 m Sloan Foundation Telescope at the Apache Point Observatory; observations there began in Summer 2014. APOGEE-2 also operates a second near-infrared spectrograph at the 2.5 m du Pont Telescope at Las Campanas Observatory, with observations beginning in early 2017. Observations at both facilities are scheduled to continue through 2020.     COMPETITION AND PERFORMANCE IN THE AIRLINE INDUSTRY

    The paper examines the airline industry ten years after the Airline Deregulation Act of 1978. A brief review of the historical background of regulation and the changes leading to the Airline Deregulation Act is presented. A number of studies are cited that conclude that airline perfor- mance has improved since the Civil Aeronautics Board days. The author agrees with these conclusions but goes on to suggest that it is time to begin comparing the airline industry today with the standards of performance associated with perfect competition instead of the previous regulatory period. A standard of competitive performance is suggested. The traditional p=mc=ac performance is complicated because mc and ac decline for any airline flight until the plane is full or has a 100% load factor. The author suggests p=acat load factors are not yet reaching loo%, it is suggested that some policy modifications might help improve performance further.     Reservoir operation and environmental water demand : Scenarios for the Sub-Middle and Lower São Francisco River basin, Brazil

    Water management is important for delivering water for different users and uses. Reservoirs are built to overcome the stochastic nature of river flows and to increase the reliability of water supply. Reservoir operation affects the ecology of downstream river sections, and there has been a discussion of a more ecologically oriented flow regime, although ecosystems of reservoirs themselves are rarely taken into account. For reservoirs, it is important to identify multiple impacts and trade-offs of different management options. This information can be used in a multidisciplinary and multiparticipatory decision-making process to assess the management options. This study develops, applies, and discusses reservoir operation options for the São Francisco River basin (Brazil): (a) Reference; (b) Environmental discharge; (c) Reduced daily water-level variation; and (d) Reduced annual water-level variation. In the simulation study, the operation option with reduced daily water-level variation in reservoirs turned out to be the most flexible, guaranteeing hydropower generation and water supply in the dry season, while considering the ecology of the reservoirs and rivers. The simulations are exemplary for decision makers, requiring further assessment after agreeing on priority setting
