    Nationalism, party political discourse and Scottish independence: comparing discursive visions of Scotland’s constitutional status

    This article critically examines the predominant narratives which emanated from party political discourse in relation to the 2014 Scottish independence referendum. Utilising a methodological approach centring on political discourse analysis (Fairclough and Fairclough 2012), this paper analyses party manifestos and constitutional policy documents produced by the three largest political parties represented in the Scottish Parliament, namely the pro-independence Scottish National Party and two pro-union parties, Scottish Labour and the Scottish Conservative and Unionist Party. The emergent discourse of each party is interrogated by drawing upon pertinent theoretical concepts from previous academic analyses of Scottish nationalism, with particular attention given to those which have deployed modernist and ethnosymbolist theoretical approaches when analysing the Scottish context. This facilitates a critical reflection on the contrasting and nuanced narratives of the Scottish nation’s past and future espoused by each political party vis-à-vis modernist and ethnosymbolist theory, illustrating the ways in which contrasting theorisations of nationalism are empirically tangible within political discourse, and are thus not simply theoretical abstractions

    Constitutional Reform in the UK: A Note on the Legacy of the Kilbrandon Commission

    The past two decades have seen large shifts in the constitutional landscape of the United Kingdom. This began with the devolution of powers from Westminster to Scotland, Wales and Northern Ireland under the first Blair government. More recently, the localism agenda advanced by the Coalition and subsequent Conservative governments has sought to further devolve powers to areas within England, and the constitutional integrity of the UK itself was threatened by 2014s Scottish independence referendum and the 2016 referendum vote for the UK to leave the European Union. It is convenient to regard constitutional reform concerned with the dispersal of power through the creation of new executive and legislative bodies as a modern phenomenon. However, the roots of devolution go back much further. Largely forgotten is the work of the Kilbrandon Commission, established to consider the allocation of executive and legislative power within the UK, which reported in 1973 and effectively produced the first substantial proposals for the devolution of power from Westminster. Almost two decades on from the creation of the devolved institutions for Scotland, Wales and Northern Ireland, the present moment is as opportune as any to consider the longer-term legacy of the Kilbrandon Commission. This note revisits the major findings and recommendations of Kilbrandon and attempts to consider the extent to which these have been realised in subsequent constitutional reform initiatives. While difficult to quantify its significance, it is nonetheless important to recognise the relevance of the commission’s work for subsequent and unfinished developments within the area of constitutional reform. © 2017, The Author(s)

    The transformation of transport policy in Great Britain? 'New Realism' and New Labour's decade of displacement activity

    In a 1999 paper, Goodwin announced ‘the transformation of transport policy in Great Britain’. His central point was that consensus was emerging among policy makers and academics based on earlier work including Transport: The New Realism, which rejected previous orthodoxy that the supply of road space could and should be continually expanded to match demand. Instead a combination of investment in public transport, walking and cycling opportunities and – crucially – demand management should form the basis of transport policy to address rising vehicle use and associated increases in congestion and pollution / carbon emissions. This thinking formed the basis of the 1997 Labour government’s ‘sustainable transport’ policy, but after 13 years in power ministers neither transformed policy nor tackled longstanding transport trends. Our main aim in this paper is to revisit the concept of New Realism and re-examine its potential utility as an agent of change in British transport policy. Notwithstanding the outcome of Labour’s approach to transport policy, we find that the central tenets of the New Realism remain robust and that the main barriers to change are related to broader political and governance issues which suppress radical policy innovation

    Aquatic food security:insights into challenges and solutions from an analysis of interactions between fisheries, aquaculture, food safety, human health, fish and human welfare, economy and environment

    Fisheries and aquaculture production, imports, exports and equitability of distribution determine the supply of aquatic food to people. Aquatic food security is achieved when a food supply is sufficient, safe, sustainable, shockproof and sound: sufficient, to meet needs and preferences of people; safe, to provide nutritional benefit while posing minimal health risks; sustainable, to provide food now and for future generations; shock-proof, to provide resilience to shocks in production systems and supply chains; and sound, to meet legal and ethical standards for welfare of animals, people and environment. Here, we present an integrated assessment of these elements of the aquatic food system in the United Kingdom, a system linked to dynamic global networks of producers, processors and markets. Our assessment addresses sufficiency of supply from aquaculture, fisheries and trade; safety of supply given biological, chemical and radiation hazards; social, economic and environmental sustainability of production systems and supply chains; system resilience to social, economic and environmental shocks; welfare of fish, people and environment; and the authenticity of food. Conventionally, these aspects of the food system are not assessed collectively, so information supporting our assessment is widely dispersed. Our assessment reveals trade-offs and challenges in the food system that are easily overlooked in sectoral analyses of fisheries, aquaculture, health, medicine, human and fish welfare, safety and environment. We highlight potential benefits of an integrated, systematic and ongoing process to assess security of the aquatic food system and to predict impacts of social, economic and environmental change on food supply and demand

    The higher education impact agenda, scientific realism and policy change: the case of electoral integrity in Britain

    Pressures have increasingly been put upon social scientists to prove their economic, cultural and social value through ‘impact agendas’ in higher education. There has been little conceptual and empirical discussion of the challenges involved in achieving impact and the dangers of evaluating it, however. This article argues that a critical realist approach to social science can help to identify some of these key challenges and the institutional incompatibilities between impact regimes and university research in free societies. These incompatibilities are brought out through an autobiographical ‘insider-account’ of trying to achieve impact in the field of electoral integrity in Britain. The article argues that there is a more complex relationship between research and the real world which means that the nature of knowledge might change as it becomes known by reflexive agents. Secondly, the researchers are joined into social relations with a variety of actors, including those who might be the object of study in their research. Researchers are often weakly positioned in these relations. Some forms of impact, such as achieving policy change, are therefore exceptionally difficult as they are dependent on other actors. Strategies for trying to achieve impact are drawn out such as collaborating with civil society groups and parliamentarians to lobby for policy change

    Maternal psychosocial consequences of twins and multiple births following assisted and natural conception: a meta-analysis

    The aim of this meta-analysis is to provide new evidence on the effects on maternal health of multiple births due to assisted reproductive technology (ART). A bibliographic search was undertaken using PubMed, PsycINFO, CINAHL and Science Direct. Data extraction was completed using Cochrane Review recommendations, and the review was performed following PRISMA and MOOSE guidelines. Meta-analytic data were analysed using random effects models. Eight papers (2993 mothers) were included. Mothers of ART multiple births were significantly more likely to experience depression (standardized mean difference [SMD] d = 0.198, 95% CI 0.050 − 0.345, z = 2.623, P = 0.009; heterogeneity I2 = 36.47%), and stress (SMD d = 0.177, 95% CI 0.049 − 0.305, P = 0.007; heterogeneity I2 = 0.01%) than mothers of ART singletons. No difference in psychosocial distress (combined stress and depression) (SMD d = 0.371, 95% CI −0.153 − 0.895; I2 = 86.962%, P = 0.001) or depression (d = 0.152, 95% CI −0.179 − 0.483: z = 0.901; I2 = 36.918%) were found between mothers of ART and naturally conceived multiple births. In conclusion, mothers of ART multiple births were significantly more likely to have depression and stress than mothers of ART singletons, but were no different from mothers of naturally conceived multiples

    Electoral discourse and the party politicization of sport in multi-level systems: analysis of UK elections 1945–2011

    Mandate and accountability theory state that governments should implement the policies that they promised voters. Accordingly, this study addresses a key lacuna by exploring the role of electoral politics in shaping public policy on sport. Attention centres on issue-salience and policy framing in party manifestos in post-war UK elections. In an era of multi-level governance, the analysis also explores the impact of devolution in the UK where, since 1998, sport policy is mandated in four electoral systems in place of earlier, single state-wide ballots. The findings reveal that there has been a sharp increase in issue-salience over recent decades – thereby confirming the party politicization of sport as part of the wider rise of ‘valence politics’. They also show how parties increasingly frame sport proposals to achieve non-sport aims such as promoting social welfare and boosting international standing. Notably, the data underline the territorialization of sport policy following the UK’s move to quasi-federalism – as policy framing is now contingent on ‘regional’ socio-historical factors and party politics, including nation – building by civic nationalist parties
