    Gibbs entropy and irreversible thermodynamics

    Recently a number of approaches has been developed to connect the microscopic dynamics of particle systems to the macroscopic properties of systems in nonequilibrium stationary states, via the theory of dynamical systems. This way a direct connection between dynamics and Irreversible Thermodynamics has been claimed to have been found. However, the main quantity used in these studies is a (coarse-grained) Gibbs entropy, which to us does not seem suitable, in its present form, to characterize nonequilibrium states. Various simplified models have also been devised to give explicit examples of how the coarse-grained approach may succeed in giving a full description of the Irreversible Thermodynamics. We analyze some of these models pointing out a number of difficulties which, in our opinion, need to be overcome in order to establish a physically relevant connection between these models and Irreversible Thermodynamics.Comment: 19 pages, 4 eps figures, LaTeX2

    Extreme and black metal is a music genre infused with ideologies of elitism, nationalism and exaggerated masculinity. In this paper, we explore the ways in which four bands from the north of England – Winterfylleth, Wodensthrone, Old Corpse Road and Oakenshield – construct mythologies, heritage narratives and identity through their own reflections on their music, metal and myths. These extreme metal bands in the North of England work inside the symbolic boundaries of their scene and exist within the imagined communities of their region. That is, the bands construct mythologies based around masculinity and around elitism, but also about “northernness.

    Monodromy-data parameterization of spaces of local solutions of integrable reductions of Einstein's field equations

    For the fields depending on two of the four space-time coordinates only, the spaces of local solutions of various integrable reductions of Einstein's field equations are shown to be the subspaces of the spaces of local solutions of the ``null-curvature'' equations constricted by a requirement of a universal (i.e. solution independent) structures of the canonical Jordan forms of the unknown matrix variables. These spaces of solutions of the ``null-curvature'' equations can be parametrized by a finite sets of free functional parameters -- arbitrary holomorphic (in some local domains) functions of the spectral parameter which can be interpreted as the monodromy data on the spectral plane of the fundamental solutions of associated linear systems. Direct and inverse problems of such mapping (``monodromy transform''), i.e. the problem of finding of the monodromy data for any local solution of the ``null-curvature'' equations with given canonical forms, as well as the existence and uniqueness of such solution for arbitrarily chosen monodromy data are shown to be solvable unambiguously. The linear singular integral equations solving the inverse problems and the explicit forms of the monodromy data corresponding to the spaces of solutions of the symmetry reduced Einstein's field equations are derived.Comment: LaTeX, 33 pages, 1 figure.     High Transmissibility During Early HIV Infection Among Men Who Have Sex With Men-San Francisco, California.

    We estimate the relative transmission rate in early versus later infection among men who have sex with men (MSM) in San Francisco, California, by studying the characteristics of a sample of transmitters, recruited through newly diagnosed, recently infected MSM between 1996 and 2009. Of 36 transmitters identified, 9 were determined on the basis of testing history and serologic testing to have been recently infected. The unadjusted odds ratio of transmitting during early infection was 15.2 (95% confidence interval [CI], 6.3–33.4; P < .001); the odds ratio was 8.9 (95% CI, 4.1–19.4) after adjustment for self-reported antiretroviral treatment. This high transmissibility could be due to both high infectiousness and high rates of sex partner change or concurrent partnerships

    In recent years, legislative bodies such as the U.S. Congress and the U.K. Parliament have struggled to maintain a role for themselves in government decisions to conduct military operations against foreign adversaries. Some of these challenges arise from constitutional structures, but they are also due to the changing nature of conflict: a shift away from large-scale kinetic operations and toward smaller-scale operations—including cyber operations—that are less visible and that do not require robust legislative support. These modern operations leave legislatures to engage in ex post and sometimes ineffective efforts to hold their executive branches accountable for international uses of force and related military operations. Because the use of increasingly autonomous cyber systems may draw States into hostilities without advance notice, these capabilities have the potential to further alter the existing relationships between executive branches and legislatures in making use of force decisions. Further, a State’s capacity to conduct autonomous cyber operations may alter the dynamics among different actors within executive branches themselves—by, for instance, diverting opportunities for deliberative input and oversight away from foreign, intelligence, and justice ministry officials and toward defense officials in the lead-up to conflict. This article explores how the use of increasingly autonomous cyber capabilities may alter the current state of legislative oversight and internal executive decision making about sensitive cyber operations; illustrates how these changes may impact international peace and security; and identifies ways in which States may prevent a further loss of democratic accountability for significant cyber-related operations

    Checks and Balances from Abroad

    Judicial and scholarly discussions about checks and balances almost always focus on actions and reactions by domestic actors. At least in the intelligence area, however, foreign actors can have direct and indirect influences on US checks and balances. New national-security challenges require increased cooperation with foreign intelligence partners. Leaks and voluntary transparency mean that far more information is publicly available about intelligence missions. And robust legal rules now bind the United States and other Western intelligence services. These changes create opportunities for foreign leaders, citizens, corporations, and peer intelligence services to affect the quantum of power within the executive or the allocation of power among the three branches of the US government. First, some of these foreign influences can trigger the traditional operation of checks and balances in the US system. Second, these foreign actions simulate some of the ef-fects produced by US checks and balances, even if they do not stimulate the US system to act endogenously. Whether one views these foreign constraints as positive or detrimental, understanding them is critical to an informed conversation about the extent to which the executive is truly unfettered in the national-security arena
