    Gifted and talented education: The English policy highway at a crossroads?

The final published article is available from the link below.In 1999, the British government launched an education program for gifted and talented pupils as part of its Excellence in Cities initiative (EiC) that was initially designed to raise the educational achievement of very able pupils in state-maintained secondary schools in inner-city areas. Although some activities targeting gifted children had already been initiated by various voluntary organizations over several previous decades, this was the first time that the topic of improved provision for these pupils had been placed firmly within the national agenda. This article provides the background to the English gifted and talented policy “highway” and an overview of what was expected of schools. How practitioners responded to the policy, their beliefs and attitudes toward identifying gifted and talented pupils, and the opportunities and challenges that arose along the way to the current crossroads are explored. The need to empower teachers to feel more confident in classroom provisions for gifted and talented pupils is identified along with the potentially pivotal role of action research and “pupil voice” in the process of continued professional development and support

    This document presents a draft strategy and makes the scientific case for the African Open Science Platform (AOSP). It is based on an expert group meeting held in Pretoria on 27-28 March 2018. Its purpose is to act as a framework for detailed, work on the creation of the Platform and as a basis for discussion at a stakeholder meeting to be held on 3-4 September 2018, which will lead to a definitive strategy for implementation from 2019. Expert group members at the March meeting were drawn from the following organisations: African Academy of Sciences (AAS), Academy of Science of South Africa (ASSAf), Committee on Data for Science and Technology (CODATA), International Council for Science (ICSU), National Research and Education Networks (NRENS), Research Data Alliance (RDA), South African Department of Science & Technology (DST) and National Research Foundation (NRF), Square Kilometre Array (SKA), UNESCO. The Platform’s mission is to put African scientists at the cutting edge of contemporary, data-intensive science as a fundamental resource for a modern society. Its building blocks are: • a federated hardware, communications and software infrastructure, including policies and enabling practices, to support Open Science in the digital era; • a network of excellence in Open Science that supports scientists & other societal actors in accumulating and using modern data resources to maximise scientific, social and economic benefit. These objectives will be realised through seven related strands of activity: Strand 0: Register & portal for African & related international data collections & services. Strand 1: A federated network of computational facilities and services. Strand 2: Software tools & advice on policies & practices of research data management. Strand 3: A Data Science Institute at the cutting edge of data analytics and AI. Strand 4: Priority application programmes: e.g. cities, disease, biosphere, agriculture. Strand 5: A Network for Education & Skills in data & information. Strand 6: A Network for Open Science Access and Dialogue. The document also outlines the proposed governance, membership and management structure of the Platform, the approach to initial funding and the milestones in building up to the launch. The case for Open Science is based on the profound implications for society and for science, of the digital revolution and of the storm of data that it has unleashed and of the pervasive and novel means of communication that it has enabled. No state should fail to recognise this potential or to adapt their national intellectual infrastructure in exploiting benefits and minimising risks. Open Science is a vital enabler in maintaining the rigour and reliability of science; in creatively integrating diverse data resources to address complex modern challenges; in open innovation and in engaging with other societal actors as knowledge partners in tackling shared problems. It is fundamental to realisation of the Sustainable Development Goals. National science systems worldwide are struggling to adapt to this new paradigm. The alternatives are to do so or risk stagnating in a scientific backwater, isolated from creative streams of social, cultural and economic opportunity. Africa should adapt and capitalise on the opportunities, but in its own way, and as a leader not a follower, with broader, more societally-engaged priorities. It should seize the challenge with boldness and resolution

    Shifting landscapes: from coalface to quick sand? Teaching geography, earth and environmental sciences in UK higher education

    In this paper we examine contemporary academic working lives, with particular reference to teaching-only and teaching-focused academics. We argue that intensification in the neoliberal university has significantly shifted the structure of academic careers, while cultural stories about those careers have not changed. We call for academics to re-examine our collective stories about standard academic career paths. Challenging the stories and making visible the ways that they create and multiply disadvantage is a crucial step in expanding the possibilities for academic identities and careers. The paper begins by describing teaching-focused academics within the context of the wider workforce. We then draw on narratives of those in these roles to illustrate the processes that (re)inscribe their marginalisation. We uncover the gendering of the teaching-focused academic labour market. We end the paper by suggesting interventions that all academics can take and support to address the issues we highlight

    Plans that work: improving employment outcomes for young people with learning disabilities

    This article offers a critical reflection on the function of education, health and care plans (EHCPs) in pathways to employment for disabled young people. We consider ‘the education plan’ as an artefact of special educational needs systems. We problematise the often taken‐for‐granted assumption that such plans are always and only a ‘good’ thing in the lives of disabled young people seeking pathways to employment. At the same time, we consider the rise in demand for plans that are understood by many as a crucial mechanism for achieving support. Following the recent policy reforms in England, we describe a context in which the funding of education is shrinking and in which the promise of employment for disabled young people has yet to be delivered. We conclude by proposing some changes to policy and practice to enhance employment opportunities for disabled young people

    An iterative consensus-building approach to revising a genetics/genomics competency framework for nurse education in the UK.

    AIM: To report a review of a genetics education framework using a consensus approach to agree on a contemporary and comprehensive revised framework. BACKGROUND: Advances in genomic health care have been significant since the first genetics education framework for nurses was developed in 2003. These, coupled with developments in policy and international efforts to promote nursing competence in genetics, indicated that review was timely. DESIGN: A structured, iterative, primarily qualitative approach, based on a nominal group technique. METHOD: A meeting convened in 2010 involved stakeholders in UK nursing education, practice and management, including patient representatives (n = 30). A consensus approach was used to solicit participants' views on the individual/family needs identified from real-life stories of people affected by genetic conditions and the nurses' knowledge, skills and attitudes needed to meet those needs. Five groups considered the stories in iterative rounds, reviewing comments from previous groups. Omissions and deficiencies were identified by mapping resulting themes to the original framework. Anonymous voting captured views. Educators at a second meeting developed learning outcomes for the final framework. FINDINGS: Deficiencies in relation to Advocacy, Information management and Ongoing care were identified. All competencies of the original framework were revised, adding an eighth competency to make explicit the need for ongoing care of the individual/family. CONCLUSION: Modifications to the framework reflect individual/family needs and are relevant to the nursing role. The approach promoted engagement in a complex issue and provides a framework to guide nurse education in genetics/genomics; however, nursing leadership is crucial to successful implementation

    Freedom and need: The evolution of public strategy for biomedical and health research in England

    The optimal support of health-related research and development with public money is a complex challenge. Over the last century, policy makers in England have conceived and implemented a variety of models, ranging from independent, curiosity driven research to needs-based state commissions, and promoting different bodies to oversee scientific work. This paper traces these approaches, identifies the principles that drove them, and discusses their role in shaping policy for publicly funded health research, up to the recent launch of a new research strategy by the Department of Health

    Biomedical Ethics Policy in Korea: Characteristics and Historical Development

    Ethical consideration is an inseparable part of policy-making in modern society. Biomedical ethics is an interdisciplinary study of ethical issues that result from advances in medical practices and research. Because these issues often arise at the bedside, society must provide solutions or judgments that are effective and applicable. Thus, the development and progress of biomedical ethics has been made possible via the cooperation of experts from diverse backgrounds. The biomedical ethics discourse should not be seen as a conflict between values but as a collective activity for problem-solving. To support this perspective on ethics discourse, a historical perspective on biomedical ethics in Korea was given emphasis on the participants and their perspectives. Major cases and the changes resulting therefrom were discussed with the agenda proposed. The Korean situation with respect to ethics development shows the interactions between groups participating in policy development and its collaborative nature
