    IN ADDRESSING ITSELF to the constitutionality of Section 3316.66 of the Ohio Revised Code,\u27 the United States Supreme Court in Goss v. Lopez has ruled for the first time upon the extent to which the rights of students are to be protected under the due process clause of the fourteenth amendment in conjunction with any disciplinary removal from a public school. By its action the Court has tacitly undertaken to lift the cloud on student rights which has existed under the common law doctrine of in loco parentis, and interpose procedural safeguards upon any decision of school officials to deprive a student of educational benefits

    Ocean water vapor and cloud liquid water trends from 1992 to 2005 TOPEX Microwave Radiometer data

    The continuous 1992–2005 data set of the TOPEX Microwave Radiometer (TMR) has been reprocessed to provide global, zonal, and regional scale histories of overocean integrated water vapor (IWV) and cloud liquid water (CLW). Results indicate well-defined trends in IWV on global and hemisphere scales, with values of 1.8 ± 0.4%/decade (60°S–60°N), 2.4 ± 0.4%/decade (0–60°N), and 1.0 ± 0.5%/decade (0–60°S). The uncertainties represent 1 standard deviation of the regressed slope parameter adjusted for lag 1 autocorrelation. These results are comparable to earlier results based on analyses of the multiinstrument SSM/I ocean measurements beginning in 1988. For the 1992–2005 interval, comparisons between SSM/I- and TMR-derived IWV trends show remarkable agreement, with global trends differing by less than 0.3%/decade, comparable to the statistical uncertainty level and about one-sixth of the global TMR-derived trend. Latitudinal and regional analyses of IWV trends show large variability about the global mean, with synoptic scale variations of IWV trends ranging from ∼−8 to +8%/decade. Averaged over 5° latitude bands the IWV trends reveal a near zero minimum in the Southern Tropical Pacific and maximum values of ∼4%/decade over the 30–40N latitude band. Comparisons with band latitude averaged SST data over the same 1992–2005 interval roughly match a delta_IWV/delta_SST trend scaling of ∼11%/K, consistent with previously observed tropical and midlatitude seasonal variability. TMR-derived CLW trends are fractionally comparable to the IWV trends. The CLW values are 1.5 ± 0.6%/decade (60°S–60°N), 2.0 ± 0.8%/decade (0–60°N), and 1.1 ± 0.8%/decade (0–60°S). When scaled to global mean CLW derived from SSM/I and compared seasonally, the TMR CLW variations exhibit excellent tracking with the SSM/I results. Unlike IWV, however, the CLW statistical uncertainties do not likely reflect the dominant error component in the retrieved trends. The 1992–2005 CLW trend estimates were particularly sensitive to short-term trends in the first and last 2 years of the TMR archive. Additional errors difficult to quantify include strong aliasing effects from precipitation cells and uncertainties in the radiative transfer models utilized in the generation of the TMR CLW algorithm

    Clear sky fraction above Indonesia: an analysis for astronomical site selection

    We report a study of cloud cover over Indonesia based on meteorological satellite data, spanning over the past 15 years (from 1996 to 2010) in order to be able to select a new astronomical site capable to host a multi-wavelength astronomical observatory. High spatial resolution of meteorological satellite data acquired from {\it Geostationary Meteorological Satellite 5} ({\it GMS 5}), {\it Geostationary Operational Environmental Satellite 9} ({\it GOES 9}), and {\it Multi-functional Transport Satellite-1R} ({\it MTSAT-1R}) are used to derive yearly average clear fractions over the regions of Indonesia. This parameter is determined from temperature measurement of the IR3 channel (water vapor, 6.7 μ\mum) for high altitude clouds (cirrus) and from the IR1 channel (10.7 μ\mum) for lower altitude clouds. Accordingly, an algorithm is developed to detect the corresponding clouds. The results of this study are then adopted to select the best possible sites in Indonesia to be analysed further by performing in situ measurements planned for the coming years. The results suggest that regions of East Nusa Tenggara, located in south-eastern part of Indonesia, are the most promising candidates for such an astronomical site. Yearly clear sky fraction of this regions may reach better than 70 per cent with an uncertainty of 10 per cent.Comment: 15 pages, 13 figures, and 4 table

    Helping education undergraduates to use appropriate criteria for evaluating accounts of motivation

    The aim of the study was to compare students in a control group with those in a treatment group with respect to evaluative comments on psychological accounts of motivation. The treatment group systematically scrutinized the nature and interpretation of evidence that supported different accounts, and the assumptions, logic, coherence and clarity of accounts. Content analysis of 74 scripts (using three categories) showed that the control group students made more assertions than either evidential or evaluative points, whereas the treatment group used evaluative statements as often as they used assertion. The findings provide support for privileging activities that develop understanding of how knowledge might be contested, and suggest a need for further research on pedagogies to serve this end. The idea is considered that such understanding has a pivotal role in the development of critical thinking

    Enhancement of electroporation facilitated immunogene therapy via T-reg depletion

    Regulatory T cells (T-regs) can negatively impact tumor antigen-specific immune responses after infiltration into tumor tissue. However, depletion of T-regs can facilitate enhanced anti-tumor responses, thus augmenting the potential for immunotherapies. Here we focus on treating a highly aggressive form of cancer using a murine melanoma model with a poor prognosis. We utilize a combination of T-reg depletion and immunotherapy plasmid DNA delivered into the B16F10 melanoma tumor model via electroporation. Plasmids encoding murine granulocyte macrophage colony-stimulating factor and human B71 were transfected with electroporation into the tumor and transient elimination of T-regs was achieved with CD25-depleting antibodies (PC61). The combinational treatment effectively depleted T-regs compared to the untreated tumor and significantly reduced lung metastases. The combination treatment was not effective in increasing the survival, but only effective in suppression of metastases. These results indicate the potential for combining T-reg depletion with immunotherapy-based gene electrotransfer to decrease systemic metastasis and potentially enhance survival

    The response of the ITCZ to extratropical thermal forcing: Idealized slab-ocean experiments with a GCM

    Using a comprehensive atmospheric GCM coupled to a slab mixed layer ocean, experiments are performed to study the mechanism by which displacements of the intertropical convergence zone (ITCZ) are forced from the extratropics. The northern extratropics are cooled and the southern extratropics are warmed by an imposed cross-equatorial flux beneath the mixed layer, forcing a southward shift in the ITCZ. The ITCZ displacement can be understood in terms of the degree of compensation between the imposed oceanic flux and the resulting response in the atmospheric energy transport in the tropics. The magnitude of the ITCZ displacement is very sensitive to a parameter in the convection scheme that limits the entrainment into convective plumes. The change in the convection scheme affects the extratropical-tropical interactions in the model primarily by modifying the cloud response. The results raise the possibility that the response of tropical precipitation to extratropical thermal forcing, important for a variety of problems in climate dynamics (such as the response of the tropics to the Northern Hemisphere ice sheets during glacial maxima or to variations in the Atlantic meridional overturning circulation), may be strongly dependent on cloud feedback. The model configuration described here is suggested as a useful benchmark helping to quantify extratropical-tropical interactions in atmospheric models.open988
