    Energy policy in transition: evidence from energy supply and demand in the UK

    Whilst much of Europe is turning to supplier obligations in order to compel energy companies to deliver energy efficiency improvements, the UK, after 18 years of using such schemes, will from 2013 have a financing scheme as the central delivery mechanism, relying fully on the market rather than government intervention. The remaining supplier obligation will focus on the areas that financing is not expected to fully support: more expensive insulation and help for those with no access to finance. In addition, the publicly funded fuel poverty policy is to be terminated: for the first time since 1978, there will be no taxpayer funded energy efficiency programme for the most vulnerable. These changes represent the biggest shift in the history of energy efficiency policy in the UK since the first and second oil crisis. Yet, despite appeals from many stakeholders, no period of transition will exist between the end of the current and the start of the new policies. The impact is likely to be stark: the expectation is for a dramatic reduction in the delivery of cost-effective energy efficiency measures leading to a big fall in employment and carbon reduction.Plans for the supply-side are equally profound. In order to create a market with greater capacity and to encourage nuclear investment, the Government has unveiled plans for electricity market reform (EMR). For renewable generators, EMR will mark a change in policy support, from a quantity-based green certificate mechanism (the Renewables Obligation) to a price-based feed-in-tariff approach. In contrast to the approach on the demand-side, Government is allowing a three year transition between these schemes. The paper outlines the reasons for the different approaches to policy continuity across the demand and supply side. It highlights what we see as key considerations for policy makers when planning a transition from a supplier obligation to a finance mechanism. We assess the implications of this shift in terms of carbon reduction effort, the industry and fuel poverty

    Monitoring of the “Energiewende” – energy efficiency indicators for Germany

    The increasing number of energy and climate targets both at national and international level induces a rising demand for regular monitoring. In this paper, we analyse the possibilities and limits of using energy efficiency indicators as a tool for monitoring these targets. We refer to the energy efficiency targets of the German “Energiewende” and calculate and discuss several energy efficiency indicators for Germany both at the level of the overall economy and the main energy consumption sectors. We make use of the energy efficiency indicator toolbox that we have developed within the ODYSSEE database in recent years and find that there is still a considerable gap to close to achieve the overall energy efficiency targets in Germany by 2020. We also show that progress in energy efficiency slowed down between 2008 and 2012, i.e. compared to the base year of most of the German energy efficiency targets and find that energy efficiency progress in the industrial sector during the last decade has been especially slow. We conclude that improvements in energy efficiency have to speed up considerably in order to achieve the targets for 2020. Although the use of energy efficiency indicators is limited by data constraints and some methodological problems, these indicators give a deep insight into the factors determining energy consumption and can therefore complement the official monitoring process of the German “Energiewende” which only relies on highly aggregated indicators for energy efficiency

    International audienceBetter leverage of public funding is essential in order to trigger the invest-ment needed for energy efficiency. In times of austerity governments in-creasingly look at policy instruments not funded by public expenditure and Energy Savings Obligations represent one option. Because Energy Savings Obligations are paid for by all energy customers, the degree to which they are able to raise additional private capital for energy efficiency invest-ments is crucial with regard to the financial burden on consumers. In this paper, we systematically assess how successful Energy Savings Obliga-tions were in levering capital from parties other than the obligated entities including private investors and other public bodies. We analyse three countries with substantial experience with Energy Savings Obligations, identify the main design differences and the effect this has on the degree of leverage. We conclude that the design of Energy Savings Obligations largely determines the degree of leverage and that that there appears to be a trade-off between high leverage and additionality

    Exclusion of Mucorales Co-Infection in a Patient with Aspergillus flavus Sinusitis by Fluorescence In Situ Hybridization (FISH)

    Invasive fungal infections are associated with increased mortality in hematological patients. Despite considerable advances in antifungal therapy, the evaluation of suspected treatment failure is a common clinical challenge requiring extensive diagnostic testing to rule out potential causes, such as mixed infections. We present a 64-year-old patient with secondary AML, diabetes mellitus, febrile neutropenia, and sinusitis. While cultures from nasal tissue grew Aspergillus flavus, a microscopic examination of the tissue was suggestive of concomitant mucormycosis. However, fluorescence in situ hybridization (FISH) using specific probes targeting Aspergillus and Mucorales species ruled out mixed infection. This was confirmed by specific qPCR assays amplifying the DNA of Aspergillus, but not of Mucorales. These results provided a rational basis for step-down targeted therapy, i.e., the patient received posaconazole after seven days of calculated dual therapy with liposomal amphotericin B and posaconazole. Despite clinical response to the antifungal therapy, he died due to the progression of the underlying disease within two weeks after diagnosis of fungal infection. Molecular diagnostics applied to tissue blocks may reveal useful information on the etiology of invasive fungal infections, including challenging situations, such as with mixed infections. A thorough understanding of fungal etiology facilitates targeted therapy that may improve therapeutic success while limiting side effects.Peer Reviewe

    Automated long-term EEG analysis to localize the epileptogenic zone

    OBJECTIVE: We investigated the performance of automatic spike detection and subsequent electroencephalogram (EEG) source imaging to localize the epileptogenic zone (EZ) from long-term EEG recorded during video-EEG monitoring. METHODS: In 32 patients, spikes were automatically detected in the EEG and clustered according to their morphology. The two spike clusters with most single events in each patient were averaged and localized in the brain at the half-rising time and peak of the spike using EEG source imaging. On the basis of the distance from the sources to the resection and the known patient outcome after surgery, the performance of the automated EEG analysis to localize the EZ was quantified. RESULTS: In 28 out of the 32 patients, the automatically detected spike clusters corresponded with the reported interictal findings. The median distance to the resection in patients with Engel class I outcome was 6.5 and 15 mm for spike cluster 1 and 27 and 26 mm for cluster 2, at the peak and the half-rising time of the spike, respectively. Spike occurrence (cluster 1 vs. cluster 2) and spike timing (peak vs. half-rising) significantly influenced the distance to the resection (p < 0.05). For patients with Engel class II, III, and IV outcomes, the median distance increased to 36 and 36 mm for cluster 1. Localizing spike cluster 1 at the peak resulted in a sensitivity of 70% and specificity of 100%, positive prediction value (PPV) of 100%, and negative predictive value (NPV) of 53%. Including the results of spike cluster 2 led to an increased sensitivity of 79% NPV of 55% and diagnostic OR of 11.4, while the specificity dropped to 75% and the PPV to 90%. SIGNIFICANCE: We showed that automated analysis of long-term EEG recordings results in a high sensitivity and specificity to localize the epileptogenic focus

    Banning the bulb: institutional evolution and the phased ban of incandescent lighting in Germany

    Much academic attention has been directed at analysing energy efficiency investments through the lens of ‘behavioural failure’. These studies have challenged the neoclassical framing of regulation which emphasises the efficiency benefits of price based policy, underpinned by the notion of rational individual self-mastery. The increasing use of a regulatory ban on electric lamps in many countries is one of the most recent and high profile flash points in this dialectic of ‘freedom-versus-the-state’ in the public policy discourse. This paper interrogates this debate through a study of electric lamp diffusion in Germany. It is argued that neoclassical theory and equilibrium analysis is inadequate as a tool for policy analysis as it takes the formation of market institutions, such as existing regulations, for granted. Further still, it may be prone to encourage idealistic debates around such grand narratives which may in practice simply serve those who benefit most from the status quo. Instead we argue for an evolutionary approach which we suggest offers a more pragmatic framing tool which focuses on the formation of market institutions in light of shifting social norms and political goals—in our case, progress towards energy efficiency and environmental goals
