The Zwicky Transient Facility: Surveys and Scheduler
We present a novel algorithm for scheduling the observations of time-domain
imaging surveys. Our Integer Linear Programming approach optimizes an observing
plan for an entire night by assigning targets to temporal blocks, enabling
strict control of the number of exposures obtained per field and minimizing
filter changes. A subsequent optimization step minimizes slew times between
each observation. Our optimization metric self-consistently weights
contributions from time-varying airmass, seeing, and sky brightness to maximize
the transient discovery rate. We describe the implementation of this algorithm
on the surveys of the Zwicky Transient Facility and present its on-sky

Biodiversity 2020: climate change evaluation report
In 2011, the government published Biodiversity 2020: A strategy for England’s wildlife and ecosystem services [1]. This strategy for England builds on the 2011 Natural Environment White Paper - NEWP [2] and provides a comprehensive picture of how we are implementing our international and EU commitments. It sets out the strategic direction for biodiversity policy between 2011-2020 on land (including rivers and lakes) and at sea, and forms part of the UK’s commitments under the ‘the Aichi targets’ agreed in 2010 under the United Nations Convention of Biological Diversity’s Strategic Plan for Biodiversity 2011-2020 [3].
Defra is committed to evaluating the Biodiversity 2020 strategy and has a public commitment to assess climate change adaptation measures. This document sets out the information on assessing how action under Biodiversity 2020 has helped our wildlife and ecosystems to adapt to climate change. Biodiversity 2020 aims to halt the loss of biodiversity and restore functioning ecosystems for wildlife and for people. The outcomes and actions in Biodiversity 2020, although wider in scope, aimed to increase resilience of our wildlife and ecosystems in the face of a changing climate. In order to inform the assessment, we have defined which of the measurable outputs under Biodiversity 2020 contribute to resilience. Biodiversity 2020 included plans to develop and publish a dedicated set of indicators to assess progress towards the delivery of the strategy. The latest list (at the time of writing), published in 2017, contains 24 biodiversity indicators [4] that would help inform progress towards achieving specific outcomes, they are also highly relevant to the outputs (detailed below) that form the basis for this evaluation. The Adaptation Sub-Committee’s 2017 UK Climate Change Risk Assessment Evidence Report [5] sets out the priority climate change risks and opportunities for the UK. The ASC also produced a review of progress in the National Adaptation Programme - “Progress in preparing for climate change” [6], which highlights adaptation priorities and progress being made towards achieving them. The UK Government’s response to the ASC [7] review includes a set of recommendations, of which Recommendation 6 states that “Action should be taken to enhance the condition of priority habitats and the abundance and range of priority species”. The recommendation further iterated that “This action should maintain or extend the level of ambition that was included in Biodiversity 2020” and that “An evaluation should be undertaken of Biodiversity 2020 including the extent to which goals have been met and of the implications for resilience to climate change.” To this, end an evaluation process has been put in place to define:
a. What worked and why? Which actions or activities have had the greatest benefit in terms of delivering the desired outcomes? And, conversely, what prevented progress?
b. Where are the opportunities? What are the financial, political, scientific and social opportunities for furthering the desired outcomes in the future?
These objectives underpin the evaluation process for actions to date, and will also inform future actions and the iteration of a new nature strategy for England

peer-reviewedThe recycling of organic residues deriving from on-farm (e.g., livestock manure) or off-farm (e.g., sewage sludge, industrial by-products) is a central part of the circular economy toward developing more sustainable food production systems (e.g., EC, 2014). However, the safe, effective, and efficient use of organic “waste” streams as resources for nutrient provision and soil improvement in agricultural systems require several challenges to be addressed, summarized by Bernal (2017) as (i) to improve nutrient availability and soil cycling; (ii) to develop technologies for nutrient re-use; (iii) to reduce contaminants and improve food safety; (iv) to mitigate environmental emissions; and (v) to enhance soil health and function. Addressing these challenges needs multidisciplinary research within a whole systems context
Protocol: Barriers and facilitators to stakeholder engagement in health guideline development: a qualitative evidence synthesis
Background There is a need for the development of comprehensive, global, evidence-based guidance for stakeholder engagement in guideline development. Stakeholders are any individual or group who is responsible for or affected by health- and healthcare-related decisions. This includes patients, the public, providers of health care and policymakers for example. As part of the guidance development process, Multi-Stakeholder Engagement (MuSE) Consortium set out to conduct four concurrent systematic reviews to summarise the evidence on: (1) existing guidance for stakeholder engagement in guideline development, (2) barriers and facilitators to stakeholder engagement in guideline development, (3) managing conflicts of interest in stakeholder engagement in guideline development and (4) measuring the impact of stakeholder engagement in guideline development. This protocol addresses the second systematic review in the series. Objectives The objective of this review is to identify and synthesise the existing evidence on barriers and facilitators to stakeholder engagement in health guideline development. We will address this objective through two research questions: (1) What are the barriers to multi-stakeholder engagement in health guideline development across any of the 18 steps of the GIN-McMaster checklist? (2) What are the facilitators to multi-stakeholder engagement in health guideline development across any of the 18 steps of the GIN-McMaster checklist? Search Methods A comprehensive search strategy will be developed and peer-reviewed in consultation with a medical librarian. We will search the following databases: MEDLINE, Cumulative Index to Nursing & Allied Health Literature (CINAHL), EMBASE, PsycInfo, Scopus, and Sociological Abstracts. To identify grey literature, we will search the websites of agencies who actively engage stakeholder groups such as the AHRQ, Canadian Institutes of Health Research (CIHR) Strategy for Patient-Oriented Research (SPOR), INVOLVE, the National Institute for Health and Care Excellence (NICE) and the PCORI. We will also search the websites of guideline-producing agencies, such as the American Academy of Pediatrics, Australia's National Health Medical Research Council (NHMRC) and the WHO. We will invite members of the team to suggest grey literature sources and we plan to broaden the search by soliciting suggestions via social media, such as Twitter. Selection Criteria We will include empirical qualitative and mixed-method primary research studies which qualitatively report on the barriers or facilitators to stakeholder engagement in health guideline development. The population of interest is stakeholders in health guideline development. Building on previous work, we have identified 13 types of stakeholders whose input can enhance the relevance and uptake of guidelines: Patients, caregivers and patient advocates; Public; Providers of health care; Payers of health services; Payers of research; Policy makers; Program managers; Product makers; Purchasers; Principal investigators and their research teams; and Peer-review editors/publishers. Eligible studies must describe stakeholder engagement at any of the following steps of the GIN-McMaster Checklist for Guideline Development. Data Collection and Analysis All identified citations from electronic databases will be imported into Covidence software for screening and selection. Documents identified through our grey literature search will be managed and screened using an Excel spreadsheet. A two-part study selection process will be used for all identified citations: (1) a title and abstract review and (2) full-text review. At each stage, teams of two review authors will independently assess all potential studies in duplicate using a priori inclusion and exclusion criteria. Data will be extracted by two review authors independently and in duplicate according to a standardised data extraction form. Main Results The results of this review will be used to inform the development of guidance for multi-stakeholder engagement in guideline development and implementation. This guidance will be official GRADE (Grading of Recommendations Assessment, Development and Evaluation) Working Group guidance. The GRADE system is internationally recognised as a standard for guideline development. The findings of this review will assist organisations who develop healthcare, public health and health policy guidelines, such as the World Health Organization, to involve multiple stakeholders in the guideline development process to ensure the development of relevant, high quality and transparent guidelines

Access to justice during the COVID-19 pandemic in the UK
The COVID-19 pandemic has presented many challenges for our legal system. The courts have had to adapt to the unprecedented change in circumstances. One of the most dramatic changes to occur was the introduction of remote court hearings. This report, jointly authored by the Open University and Northumbria University, seeks to explore this transition and the impact it has had on access to justice.
The Open University Policy Clinic is part of the Open Justice Centre. Open Justice provides free legal advice and education to members of the public in a variety of legal areas. In 2019, Open Justice established the Policy Clinic to undertake research on behalf of organisations and charities, aiming to influence policy and law reform. The Northumbria Student Law Office was set up in 1981 and offers free legal advice to members of the public on a range of different areas. The Policy Clinic within the Student Law Office was set up in the 2018/2019 academic year with the aim to undertake research influencing policy and law reform.
We began our research by gathering data from a sample of 80 Crown Courts and 77 County Courts. In addition to this, we conducted fieldwork in the Court of Protection. This involved all members of the team requesting access as public observers to remote hearings. In total, 25 hearings were attended. There was also a review of existing literature surrounding remote hearings. This report will identify the themes arising from our research that have a direct influence on access to justice. We will discuss the findings from our research alongside the existing data, and comparisons will be made between these two data sets. We believe this report is particularly important as we enter a post-COVID-19 world and questions are being raised as to whether the changes that have occurred during the pandemic should be implemented permanently. The aim of this report is to gain an insight into the effect of the pandemic and to assess the practicality of online courts

The state of the Martian climate
60°N was +2.0°C, relative to the 1981–2010 average value (Fig. 5.1). This marks a new high for the record. The average annual surface air temperature (SAT) anomaly for 2016 for land stations north of starting in 1900, and is a significant increase over the previous highest value of +1.2°C, which was observed in 2007, 2011, and 2015. Average global annual temperatures also showed record values in 2015 and 2016. Currently, the Arctic is warming at more than twice the rate of lower latitudes
