Development of the digital chart in Belarus: results and situations in international ratings

В Республике Беларусь процессы цифровизации динамично развиваются. Положительную динамику им придают системные меры государственного регулирования как на уровне главы государства, так и отдельных органов государственного управления. Закономерным итогом совместной работы является стабильно высокие позиции Беларуси в мировых рейтингах. В настоящей статье рассматривается современное состояние и подходы к развитию цифровизации в Беларуси. Анализируются ключевые нормативные правовые акты в этой сфере, а также место Республики Беларусь в основных мировых рейтингах.This article examines the current state and approaches to the development of digitalization in Belarus. The key regulatory legal acts in this area are analyzed, as well as the place of the Republic of Belarus in the main world rankings. In the Republic of Belarus digitalization processes are developing dynamically. Systemic measures of state regulation both at the level of the Head of State and individual government bodies give them a positive dynamic. The natural result of the joint work is the consistently high position of Belarus in the world rankings

A meta‐analysis of change in applicants' perceptions of fairness

Using an event‐triggered multi‐stage framework, this random‐effects meta‐analysis examined the changes in applicants' perceptions of fairness between consecutive stages and throughout the entire personnel selection process. We integrated findings of studies with at least two measurement points, resulting in 45 effect sizes (overall N = 3,038). Trajectories of perceptions of fairness decreased nonlinearly across the process, with a steeper decrease for people who held high levels of initial fairness expectations. Unjust treatment produced a decrease in perceptions of fairness from pretest to posttest and an increase from posttest to postdecision. Furthermore, the length of the time interval moderated the changes in fairness perceptions between the posttest and postdecision stage. Practical implications and an agenda for future research are discussed

Introduction to a Culturally Sensitive Measure of Well-Being: Combining Life Satisfaction and Interdependent Happiness Across 49 Different Cultures

How can one conclude that well-being is higher in country A than country B, when well-being is being measured according to the way people in country A think about well-being? We address this issue by proposing a new culturally sensitive method to comparing societal levels of well-being. We support our reasoning with data on life satisfaction and interdependent happiness focusing on individual and family, collected mostly from students, across forty-nine countries. We demonstrate that the relative idealization of the two types of well-being varies across cultural contexts and are associated with culturally different models of selfhood. Furthermore, we show that rankings of societal well-being based on life satisfaction tend to underestimate the contribution from interdependent happiness. We introduce a new culturally sensitive method for calculating societal well-being, and examine its construct validity by testing for associations with the experience of emotions and with individualism-collectivism. This new culturally sensitive approach represents a slight, yet important improvement in measuring well-being

Societal emotional environments and cross-cultural differences in life satisfaction: A forty-nine country study.

In this paper, we introduce the concept of ‘societal emotional environment’: the emotional climate of a society (operationalized as the degree to which positive and negative emotions are expressed in a society). Using data collected from 12,888 participants across 49 countries, we show how societal emotional environments vary across countries and cultural clusters, and we consider the potential importance of these differences for well-being. Multilevel analyses supported a ‘double-edged sword’ model of negative emotion expression, where expression of negative emotions predicted higher life satisfaction for the expresser but lower life satisfaction for society. In contrast, partial support was found for higher societal life satisfaction in positive societal emotional environments. Our study highlights the potential utility and importance of distinguishing between positive and negative emotion expression, and adopting both individual and societal perspectives in well-being research. Individual pathways to happiness may not necessarily promote the happiness of others

A Framework for Schema-Driven Relationship Discovery from Unstructured text

Abstract. We address the issue of extracting implicit and explicit relationships between entities in biomedical text. We argue that entities seldom occur in text in their simple form and that relationships in text relate the modified, complex forms of entities with each other. We present a rule-based method for (1) extraction of such complex entities and (2) relationships between them and (3) the conversion of such relationships into RDF. Furthermore, we present results that clearly demonstrate the utility of the generated RDF in discovering knowledge from text corpora by means of locating paths composed of the extracted relationships.
