Los intentos dispersos de organización comunitaria y la desarticulación de las comunidades respecto a las instituciones oficiales o privadas presentes en los territorios, fueron situaciones que comenzaron a transformarse de manera visible a partir de la Constitución Política de 1991, donde por vez primera se hizo un reconocimiento étnico a los afrodescendientes. Posteriormente, con el surgimiento de la Ley 70/93, se avanzó en la promulgación de preceptos legales orientados hacia el reconocimiento de los demás derechos que conlleva la identidad étnica de las comunidades negras, todos estos mediados y posibilitados por la concesión del estado de la propiedad colectiva de los territorios a las comunidades negras.The incipient attempts of community organization, as well as the disconnection between communities and official and private institutions, were both situations that have had a remarkable change since the Political Constitution of 1991 was proclaimed, based on the fact that it is the first legal instance where afro people in Colombia are ethnically recognized. Can scenario-planning support community-based natural resource management? Experiences from three countries in latin america
Community Based Natural Resource Management (CBNRM) is a concept critical to managing socio-ecological systems, but whose implementation needs strengthening. Scenario-planning is one approach that may offer benefits relevant to CBNRM, but whose potential is not yet well understood. We therefore designed, trialled and evaluated a scenario-planning method intended to support CBNRM at three cases, located in Colombia, Mexico and Argentina. Implementing scenario-planning was judged as worthwhile in all three cases, although aspects of it could be challenging to facilitate. The benefits generated were relevant to strengthening CBNRM: encouraging the participation of local people and using their knowledge; enhanced consideration and adaption of future change; and supporting the development of systems thinking. Tracing exactly when and how these benefits arise is challenging, but two elements of the method seemed particularly useful. Firstly, using a systematic approach to discuss how drivers of change may affect local socio-ecological systems helped to foster systems thinking and identify connections between issues. Secondly, explicitly focusing on how to use and respond to scenarios helped identify specific practical activities ('response options') that would support CBNRM despite the pressures of future change. Discussions about response options also highlighted the need for support by other actors (e.g. policy groups): this raises the question of when and how other actors and other sources of knowledge should be involved in scenario-planning, so as to encourage their buy-in to actions identified by the process. We suggest other CBNRM initiatives may benefit from adapting and applying scenario-planning. However, these initiatives should be carefully monitored since further research is required to understand how and when scenario-planning methods may produce benefits, and their strengths and weaknesses versus other methods

Acta de congresoEl III Congreso Internacional de Vivienda y Ciudad “Debates en torno a la NUEVa Agenda Urbana”, ha sido una apuesta de alto compromiso por acercar los debates centrales y urgentes que tensionan el pleno ejercicio del derecho a la ciudad. Para ello las instituciones organizadoras (INVIHAB –Instituto de Investigación de Vivienda y Hábitat y MGyDH-Maestría en Gestión y Desarrollo Habitacional-1), hemos convidado un espacio que se concretó con potencia en un debate transdisciplinario. Convocó a intelectuales de prestigio internacional, investigadores, académicos y gestores estatales, y en una metodología de innovación articuló las voces académicas con las de las organizaciones sociales y/o barriales en el Foro de las Organizaciones Sociales que tuvo su espacio propio para dar voz a quienes están trabajando en los desafíos para garantizar los derechos a la vivienda y los bienes urbanos en nuestras ciudades del Siglo XXI
Effect of remote ischaemic conditioning on clinical outcomes in patients with acute myocardial infarction (CONDI-2/ERIC-PPCI): a single-blind randomised controlled trial.
BACKGROUND: Remote ischaemic conditioning with transient ischaemia and reperfusion applied to the arm has been shown to reduce myocardial infarct size in patients with ST-elevation myocardial infarction (STEMI) undergoing primary percutaneous coronary intervention (PPCI). We investigated whether remote ischaemic conditioning could reduce the incidence of cardiac death and hospitalisation for heart failure at 12 months. METHODS: We did an international investigator-initiated, prospective, single-blind, randomised controlled trial (CONDI-2/ERIC-PPCI) at 33 centres across the UK, Denmark, Spain, and Serbia. Patients (age >18 years) with suspected STEMI and who were eligible for PPCI were randomly allocated (1:1, stratified by centre with a permuted block method) to receive standard treatment (including a sham simulated remote ischaemic conditioning intervention at UK sites only) or remote ischaemic conditioning treatment (intermittent ischaemia and reperfusion applied to the arm through four cycles of 5-min inflation and 5-min deflation of an automated cuff device) before PPCI. Investigators responsible for data collection and outcome assessment were masked to treatment allocation. The primary combined endpoint was cardiac death or hospitalisation for heart failure at 12 months in the intention-to-treat population. This trial is registered with ClinicalTrials.gov (NCT02342522) and is completed. FINDINGS: Between Nov 6, 2013, and March 31, 2018, 5401 patients were randomly allocated to either the control group (n=2701) or the remote ischaemic conditioning group (n=2700). After exclusion of patients upon hospital arrival or loss to follow-up, 2569 patients in the control group and 2546 in the intervention group were included in the intention-to-treat analysis. At 12 months post-PPCI, the Kaplan-Meier-estimated frequencies of cardiac death or hospitalisation for heart failure (the primary endpoint) were 220 (8·6%) patients in the control group and 239 (9·4%) in the remote ischaemic conditioning group (hazard ratio 1·10 [95% CI 0·91-1·32], p=0·32 for intervention versus control). No important unexpected adverse events or side effects of remote ischaemic conditioning were observed. INTERPRETATION: Remote ischaemic conditioning does not improve clinical outcomes (cardiac death or hospitalisation for heart failure) at 12 months in patients with STEMI undergoing PPCI. The Sleep–Wake Cycle in the Nicotinic Alpha-9 Acetylcholine Receptor Subunit Knock-Out Mice
There is a neural matrix controlling the sleep–wake cycle (SWC) embedded within high ranking integrative mechanisms in the central nervous system. Nicotinic alpha-9 acetylcholine receptor subunit (alpha-9 nAChR) participate in physiological processes occurring in sensory, endocrine and immune systems. There is a relationship between the SWC architecture, body homeostasis and sensory afferents so that disruption of afferent signaling is expected to affect the temporal organization of sleep and wake states. The analysis of the SWC of 9 nAChR knock-out animals may help to reveal the contribution of alpha-9 nAChR to sleep chronobiological determinants. Here we explore the polysomnogram in chronically implanted alpha-9 nAChR knock-out (KO) and wild-type (WT) individuals of the hybrid CBA/Sv129 mouse strain. Records were obtained in isolation chambers under a stable 12:12 light:dark cycle (LD). To unmask the 24-h modulation of the SWC a skeleton photoperiod (SP) protocol was performed. Under LD the daily quota (in %) of wakefulness (W), NREM sleep and REM sleep obtained in KO and WT animals were 45, 48 and 7, and 46, 46 and 8 respectively. Both groups exhibit nocturnal phase preference of W as well as diurnal and unimodal phase preference of NREM and REM sleep. The acrophase mean angles of KO vs. WT genotypes were not different (Zeitgeber Time: 6.5 vs. 14.9 for W, 4.3 vs. 2.8 for NREM sleep and 5.3 vs. 3.4 for REM sleep, respectively). Transference to SP do not affect daily state quotas, phase preferences and acrophases among genotypes. Unmasking phenomena of the SWC such as wake increment during the rest phase under SP was evident only among WT mice suggesting the involvement of retinal structures containing alpha-9 nAChR in masking processes. Furthermore, KO animals exhibit longer NREM and REM sleep episodes that is independent of illumination conditions. Consolidated diurnal NREM sleep contributed to obtain higher values of NREM sleep delta-EEG activity among KO mice during rest phase. In conclusion, circadian and sleep homeostatic aspects of the SWC are operative among alpha-9 nAChR KO animals. Reexpedición Colombia: Entender el pasado para empoderar acciones que fortalezcan el conocimiento y conservación de las aves
Gustavo Kattan was a visionary scientist who dreamed of repeating historical ornithological expeditions carried out in Colombia by the American Museum of Natural History. Gustavo wanted to study variations in bird assemblages in response to changes in landscape and climate, and thus contribute to bird conservation. Building on Gustavo’s work, the Colombia Resurvey Project is now a reality through an alliance of scientists, local communities, Colombian and international institutions, collecting historical and current data on birds, to understand the ecological, evolutionary and conservation changes that have occurred in a century of transformation. The highly collaborative character of the project allows strengthening and diversifying the information deposited in scientific collections, and by doing so, increases Colombia’s capacity in ornithological research. Furthermore, based on the knowledge of local communities, the project supports participative monitoring initiatives that contribute to promote sustainable economic alternatives in rural areas. Through production of interactive bird maps, a birding tourism business model to be led by local providers, as well as other results from local efforts, we hope to contribute to Colombia’s sustainability and help guarantee the conservation and welfare of birds, their habitats, and the people that protect them.Gustavo Kattan fue un científico visionario que soñó con repetir expediciones ornitológicas en las localidades históricas del Museo Americano de Historia Natural en Colombia, para estudiar los cambios en las aves del país como respuesta a cambios ambientales y en el paisaje, y así contribuir a su conservación. Construyendo sobre el trabajo de Gustavo, el programa Re-expedición Colombia es ahora realidad, con una alianza de científicos, comunidades locales, instituciones colombianas e internacionales, que recopila información histórica y reciente sobre la avifauna del país, para entender los cambios ecológicos, evolutivos y de estado de conservación que han ocurrido durante un siglo de transformación. El carácter colaborativo del programa permite fortalecer y diversificar la información depositada en las colecciones biológicas y la capacidad de investigación en ornitología. Además, basado en los conocimientos de las comunidades locales, el programa apoya iniciativas de monitoreo participativo importantes como alternativas económicas sostenibles. La producción de mapas interactivos de aves, el desarrollo de una ruta de aviturismo para ser operada por proveedores comunitarios, junto a algunos esfuerzos regionales, aportarán a la sostenibilidad y contribuirán a garantizar la conservación y bienestar de las aves, los ecosistemas que éstas habitan, y las comunidades que las protegen
Increased exposure of Colombian birds to rapidly expanding human footprint
Understanding and mapping anthropogenic threats on species distributions is a crucial task in conservation science to identify priority areas and propose appropriate conservation strategies. Yet, there is a big challenge to quantify how these threats are associated with species distribution patterns at multiple temporal scales. For birds, existing national and global analyses have mostly focused on forest specialists and they tend to consider only one time period. Here, we evaluated spatial and temporal changes in human footprint within the distributions of Colombian birds from 1970 to 2018, and projected them into 2030. We show that widespread increases in human footprint were common within the distribution of terrestrial birds. Endemic and threatened birds have been disproportionately affected by past increases in human footprint within their distribution, and this trend will continue into the future. Several areas harboring high diversity of forest-specialists remained relatively intact up to 2018. However, our predictions show significantly higher and faster (>2% annual change) levels of transformation within these areas by 2030. Importantly, our results suggest that non-forest birds could be experiencing habitat quality declines that are just as significant as those shown for forest birds. Our results show that mitigating negative anthropogenic effects on bird habitats in Colombia requires an array of conservation strategies that range from strict habitat protection to mixed management. These analyses can serve as inputs in conservation decision tools that consider spatiotemporal variation of anthropic threats under multiple scenarios of change
