Natural Hazards in Sao Vicente (Cabo Verde)
São Vicente island (República de Cabo Verde) lies within the Sahelian zone and faces a number of natural hazards, of which the most significant ones are erosion and gully formation, desertification and flash flooding hazards. Based on examples, we set out to examine the main factors involved in the development of these natural hazards from a regional point of view, while simultaneously assessing the importance of anthropic action as a structural factor. The investigation of Lazareto’s gullies (located to the west of Mindelo) aimed to determine the main factors of the gullies formation. It also sought to demonstrate that the gullies’ formation is a reliable indicator of the high rates of erosion on a regional scale. The approach to the desertification hazards was based on farmers’ perception related to the evolution of agricultural production, strategies to mitigate drought and desertification issues, consequences and future prospects based on a set of interviews conducted in Ribeira da Vinha. Finally, the intense rainfall event that occurred on August 26, 2008 was analysed to identify the main vulnerability factors of the city in light of the flash flood hazard

Three decades of forest fires in Portugal : regional incidence and main driving forces
Os incêndios florestais constituem, em Portugal continental, o mais relevante problema ambiental e, frequentemente,
têm sido explicados pelas características climáticas e meteorológicas do nosso território, por estas afetarem
tanto o desenvolvimento como a inflamabilidade dos combustíveis. Todavia, o perfil do clima português, mediterrâneo,
não justifica, por si só, nem o elevado número de ignições, nem a vasta área ardida ao longo destas últimas três décadas.
Com o presente trabalho, pretende-se avaliar a evolução e as tendências da distribuição regional, quer das ocorrências
quer das áreas ardidas em Portugal continental, desde 1981 até 2010, bem como identificar inter-relações, ao
nível do distrito, entre variáveis biofísicas, trajectórias sócio-demográficas e incidência de incêndios florestais.Les feux de forêt au Portugal continental, sont le problème environnemental le plus important et ont souvent été
expliquée par les caractéristiques climatiques et météorologiques de notre territoire, parce qu’ils affectent à la fois la
disponibilité et l’inflammabilité des combustibles. Toutefois, le profil du climat portugais, méditerranéen, n’explique
pas, à lui seul, ni le nombre élevé d’ignitions ni la vaste superficie brûlée au cours de ces trois dernières décennies. Le
présent travail vise à évaluer les progrès et les tendances dans la répartition régionale des occurrences et les superficies
brûlées du Portugal continental, de 1981 à 2010, et d’identifier les inter-relations au niveau du district, entre les variables
biophysiques, les trajectoires socio-démographiques et l’incidence des incendies de forêt.Forest fires constitute, in Portugal mainland, the most relevant environmental problem and have been frequently
explained by the climatic and meteorological characteristics of our territory, affecting both the availability and flammability
of fuels. However, the Mediterranean profile of the Portuguese climate does not justify, per se, neither the high
number of ignition nor the large burnt area over the last three decades. The purpose of this paper was to analyze the
evolution and tendencies in regional distribution of both forest fire ignitions and burnt areas in mainland Portugal, since
1981 until 2010, and to identify the relationship between biophysical variables and socio-demographic trajectories and
the incidence of forest fires at the district level
Medidas de mitigação da erosão em canais : aplicação em áreas ardidas no NW de Portugal
Os impactes do fogo sobre o solo podem ser, como tem sido amplamente demonstrado (Certini, 2005; Neary et al., 2005;. Cerdà e Robichaud, 2009a; Mataix-Solera e Cerdà, 2009;. Massman et al., 2010), bastante significativos, afetando a estrutura do solo, a composição/propriedades físicas, a química e a comunidade microbiana (Neary et al., 1999;. Doerr et al., 2000;. Certini, 2005; Carballas et al., 2009;. Doerr et al., 2009;. Mataix-Solera et al., 2009; Úbeda e Outeiro, 2009), bem como a infiltração de água no solo e a escorrência (Shakesby e Doerr, 2006; Cerdà e Robichaud, 2009b), levando assim à ocorrência de erosão do solo (Shakesby e Doerr, 2006; Moody e Martin, 2009) e sua degradação, quer pela perda de nutrientes (Raison et al., 2009) quer pela remoção da componente mineral (Scott et al., 2009; Shakesby, 2011).
O desenvolvimento e a implementação de medidas que promovam a redução desses impactes são, portanto, imperativos, e devem ser parte de qualquer estratégia para a defesa e recuperação da floresta e do solo, especialmente considerando o atual cenário de crescimento contínuo no número de incêndios e área ardida (Robichaud, 2009, 2010).
Consequentemente, face à realidade dendrocaustológica que tem caraterizado o território continental português nas últimas décadas, promoveu-se através do Centro de Estudos de Geografia e Ordenamento do Território (CEGOT) a implementação de um projeto de investigação com o objetivo de aplicação de diversas medidas de mitigação da erosão numa área ardida do Parque Nacional Peneda-Gerês, no NW de Portugal.
Este trabalho pretende, deste modo, apresentar as medidas aplicadas na área de estudo no âmbito do projeto Soil Protec, relativas aos processos desencadeados em canais, bem como os resultados das observações preliminares relativas à avaliação da eficácia dessas medidas de mitigação da erosão implementadas e sua relação custo/benefício
“Self-prevention" : a strategy for preventing forest fires in the central Iberian boundary
O “Self-Prevention” é um projeto transfronteiriço que visa a reintrodução, a partir de 2012, de 150 mil cabras
com o objetivo de limpar os terrenos raianos (dos distritos da Guarda e Bragança e das províncias de Salamanca e Zamora),
sobretudo ao nível dos estratos herbáceo e arbustivo, e assim prevenir a ocorrência de incêndios florestais, nesta
área. Com o presente trabalho pretendem-se analisar e discutir as consequências ambientais decorrentes da implementação
desta estratégia, sobretudo, ao nível do solo, comparando, para esse efeito, a resposta hidrogeomorfológica de
solos sob diversos usos e cobertos vegetais, designadamente, com vegetação arbustiva dominante (Cytisus multiflorus),
após a ocorrência de incêndios florestais, sob pastagens (na sequência da introdução de pastoreio extensivo) e, por
último, solos sujeitos ao controlo, através da roça do mato nas comunidades arbustivas dominantes.Le «Self-Prevention» est un projet transfrontalier, qui vise à réintroduire, à partir de 2012, 150 000 chèvres en
vue de réduire les herbacées et les arbustes dans les zones frontalières des districts de Bragança et Guarda (Portugal) et
des provinces de Salamanque et Zamora (Espagne), et donc prévenir l’apparition des feux de forêt dans cette région.
Le présent travail vise à analyser et discuter les conséquences environnementales de la mise en oeuvre de cette
stratégie, en particulier au niveau du sol, comparant la réponse hydrogeomorphologique des sols sous différents usages
et cultures : avec des arbustes dominant (Cytisus multiflorus) après la survenance des incendies de forêt, des pâturages
(la suite de l’introduction de pâturage intensif), et finalement, des sols soumis à un contrôle manuel des communautés
d’arbustes dominants.“Self-Prevention” is a transboundary project that aims to reintroduce150 thousand of goats in order to clean the
lands of Bragança and Guarda districts (Portugal) and Salamanca and Zamora provinces (Spain), mainly at herbaceous
and woody level, and thus prevent the occurrence of forest fire in these areas. The present work aims to analyze
and discuss the environmental consequences of implementing this strategy, particularly at ground level, comparing
the hydrogeomorphic response of soils under different land uses and land covers, soils with the dominant shrubcover
(Cytisus multiflorus), soils after the occurrence of forest fires, soils with pasture (following the introduction of extensive
grazing), and, lastly, soils subject to manual control of dominant shrub communities
Incidência regional dos incêndios florestais em Portugal: tendências de evolução no período de 1980-2012
No presente trabalho pretende-se analisar a distribuição espacial e detetar tendências de evolução, no período de 1980 a 2012, na densidade de ignições e na percentagem de áreas ardidas, a nível distrital. Os resultados referentes à densidade de ignições são perentórios quanto ao seu acréscimo, pois em todas as unidades territoriais os coeficientes de Pearson e Spearman revelam-se estatisticamente significativos. No que se refere às percentagens de superfície média incinerada, os resultados são mais díspares. Com tendências positivas (p-value 0,05).In this work we aim to analyze the spatial distribution and to detect trends in the density of ignitions and in
the percentage of burnt areas, for the period 1980-2012, at district level. Concerning to the density of ignitions, the results obtained show a significant positive trend for all the territorial units, when Pearson and Spearman coefficients were applied. As regards to the mean annual percentages of surface incinerated, the results are much more discrepant. With positive trends (p-value 0,05)
SoilProtec - medidas de emergência para proteção do solo pós-incêndios : desenho experimental
Portugal é anualmente percorrido por incêndios, existindo uma tendência positiva para o aumento anual do seu número e da respetiva área ardida, bem como um aumento da recorrência (Ferreira-Leite et al., 2011) e do número e dimensão dos grandes incêndios (Ferreira-Leite, 2010).
Como consequência, aumenta a erosão da camada superior dos solos, onde se localizam, na maioria dos solos portugueses, os únicos nutrientes existentes (Burchet al. 1989; Lourenço e Bento-Gonçalves 1990; Lourenço et al., 1989;Imeson et al. 1992; Shakesbyet al. 1993; Scott &Schulze 1992; Scott 1993; Andreu etal. 1994; Coelho et al. 1995a, b; Piersonet al. 2002, Coelho et al. 2004; Cerdà&Lasanta 2005; Benavides-Solorio&MacDonald 2005, Bento-Gonçalves et al., 2008).
Num clima de características mediterrâneas, a máxima exportação dos sedimentos normalmente acontece nos primeiros 4/6 meses após os incêndios (Shakesbyet al., 1993, Bento-Gonçalves e Coelho, 1995, Shakesbyetal., 1996, Walsh, 1998; Ruiz e Luque, 2010, Bento-Gonçalves e Lourenço, 2010, Vega et al., 2010).
A maioria dos proprietários florestais não se mostra muitas vezes recetiva ao investimento em medidas de proteção do solo após incêndios, devido ao baixo rendimento e ao alto risco que o investimento na floresta implica.Assim, o projeto SoilProtec - Medidas de emergência para proteção de solos após incêndios florestais (Financiado pelo CEGOT – Centro de Estudos em Geografia e Ordenamento do Território.) visa testar medidas de emergência, de baixo custo, a aplicar na proteção de solos, imediatamente após incêndios florestais de baixa/média severidade, com base em medições efetuadas em povoamentos de Pinuspinaster na serra do Gerês.Portugal is traversed each year by fires, showing a positive trend for an annual increase in their number and in the area scorched, as well as an increase in the recurrence of fires (Ferreira-Leite et al., 2011) and occurrence of large fires (Ferreira-Leite, 2010).
As a consequence, the erosion of the top layer of soil occurs. In most Portuguese soils, it is in these layers that the only nutrients are available (Burch et al. 1989; Lourenço e Bento-Gonçalves 1990; Lourenço et al., 1989; Imesonet al. 1992; Shakesbyet al. 1993; Scott & Schulze 1992; Scott 1993; Andreu et al. 1994; Coelho et al. 1995a, b; Pierson et al. 2002, Coelho et al. 2004; Cerdà&Lasanta 2005; Benavides-Solorio& MacDonald 2005, Bento-Gonçalves et al., 2008).
In a climate of Mediterranean characteristics, the export of sediments and nutrients usually occurs within the first 4 / 6 months after the fire, so it is essential to study and implement a set of solutions that reduce the loss of materials (Shakesbyet al., 1993, Bento-Gonçalves e Coelho, 1995, Shakesbyetal., 1996, Walsh, 1998; Ruiz e Luque, 2010, Bento-Gonçalves e Lourenço, 2010, Vega et al., 2010).
Most measures to protect the soil after fires are relatively expensive and difficult to apply. Thus, the project Soil Protec - Emergency measures to protect soils after forest fires (Funded by CEGOT – Centro de Estudo sem Geografia e Ordenamento do Território) - aims to test low cost treatments to reduce soil erosion immediately after low/medium severity forest fires in Pinuspinaster stands in the northwest of Portugal
