    MasakhaNER 2.0: Africa-centric Transfer Learning for Named Entity Recognition

    African languages are spoken by over a billion people, but are underrepresented in NLP research and development. The challenges impeding progress include the limited availability of annotated datasets, as well as a lack of understanding of the settings where current methods are effective. In this paper, we make progress towards solutions for these challenges, focusing on the task of named entity recognition (NER). We create the largest human-annotated NER dataset for 20 African languages, and we study the behavior of state-of-the-art cross-lingual transfer methods in an Africa-centric setting, demonstrating that the choice of source language significantly affects performance. We show that choosing the best transfer language improves zero-shot F1 scores by an average of 14 points across 20 languages compared to using English. Our results highlight the need for benchmark datasets and models that cover typologically-diverse African languages

    Collapse risk and residual drift performance of steel buildings using post-tensioned MRFs and viscous dampers in near-fault regions

    The potential of post-tensioned self-centering moment-resisting frames (SC-MRFs) and viscous dampers to reduce the collapse risk and improve the residual drift performance of steel buildings in near-fault regions is evaluated. For this purpose, a prototype steel building is designed using different seismic-resistant frames, i.e.: moment-resisting frames (MRFs); MRFs with viscous dampers; SC-MRFs; and SC-MRFs with viscous dampers. The frames are modeled in OpenSees where material and geometrical nonlinearities are taken into account as well as stiffness and strength deterioration. A database of 91 near-fault, pulse-like ground motions with varying pulse periods is used to conduct incremental dynamic analysis (IDA), in which each ground motion is scaled until collapse occurs. The probability of collapse and the probability of exceeding different residual story drift threshold values are calculated as a function of the ground motion intensity and the period of the velocity pulse. The results of IDA are then combined with probabilistic seismic hazard analysis models that account for near-fault directivity to assess and compare the collapse risk and the residual drift performance of the frames. The paper highlights the benefit of combining the post-tensioning and supplemental viscous damping technologies in the near-source. In particular, the SC-MRF with viscous dampers is found to achieve significant reductions in collapse risk and probability of exceedance of residual story drift threshold values compared to the MRF. © 2016 Springer Science+Business Media Dordrech

    A Seismic Performance Classification Framework to Provide Increased Seismic Resilience

    Several performance measures are being used in modern seismic engineering applications, suggesting that seismic performance could be classified a number of ways. This paper reviews a range of performance measures currently being adopted and then proposes a new seismic performance classification framework based on expected annual losses (EAL). The motivation for an EAL-based performance framework stems from the observation that, in addition to limiting lives lost during earthquakes, changes are needed to improve the resilience of our societies, and it is proposed that increased resilience in developed countries could be achieved by limiting monetary losses. In order to set suitable preliminary values of EAL for performance classification, values of EAL reported in the literature are reviewed. Uncertainties in current EAL estimates are discussed and then an EAL-based seismic performance classification framework is proposed. The proposal is made that the EAL should be computed on a storey-by-storey basis in recognition that EAL for different storeys of a building could vary significantly and also recognizing that a single building may have multiple owners

    Global patient outcomes after elective surgery: prospective cohort study in 27 low-, middle- and high-income countries.

    BACKGROUND: As global initiatives increase patient access to surgical treatments, there remains a need to understand the adverse effects of surgery and define appropriate levels of perioperative care. METHODS: We designed a prospective international 7-day cohort study of outcomes following elective adult inpatient surgery in 27 countries. The primary outcome was in-hospital complications. Secondary outcomes were death following a complication (failure to rescue) and death in hospital. Process measures were admission to critical care immediately after surgery or to treat a complication and duration of hospital stay. A single definition of critical care was used for all countries. RESULTS: A total of 474 hospitals in 19 high-, 7 middle- and 1 low-income country were included in the primary analysis. Data included 44 814 patients with a median hospital stay of 4 (range 2-7) days. A total of 7508 patients (16.8%) developed one or more postoperative complication and 207 died (0.5%). The overall mortality among patients who developed complications was 2.8%. Mortality following complications ranged from 2.4% for pulmonary embolism to 43.9% for cardiac arrest. A total of 4360 (9.7%) patients were admitted to a critical care unit as routine immediately after surgery, of whom 2198 (50.4%) developed a complication, with 105 (2.4%) deaths. A total of 1233 patients (16.4%) were admitted to a critical care unit to treat complications, with 119 (9.7%) deaths. Despite lower baseline risk, outcomes were similar in low- and middle-income compared with high-income countries. CONCLUSIONS: Poor patient outcomes are common after inpatient surgery. Global initiatives to increase access to surgical treatments should also address the need for safe perioperative care. STUDY REGISTRATION: ISRCTN5181700

    The paper maps the services that provide psychoanalytic psychotherapy for children, adolescents and adults in the Greek public sector, the research projects that contribute to the development of psychoanalytic research, along with the training in psychoanalytic psychotherapy available in Greece. It underlines the lack of adequate psychotherapeutic services available to the Greek population, an unfortunate fact considering the troubled times that the Greek society has been through in the recent years (socio-economic crisis, refugee crisis, etc.). Finally, it discusses one of the prominent problems psychoanalytic psychotherapists in Greece face, that is the absence of official recognition of the specialty or title of ‘psychoanalytic psychotherapist’, as a psychotherapist is not a registered profession in Greece. © 2021 The Association for Psychoanalytic Psychotherapy in the NHS

    Reconfiguration graphs for vertex colourings of chordal and chordal bipartite graphs

    A k-colouring of a graph G=(V,E) is a mapping c:V→{1,2,…,k} such that c(u)≠c(v) whenever uv is an edge. The reconfiguration graph of the k-colourings of G contains as its vertex set the k-colourings of G, and two colourings are joined by an edge if they differ in colour on just one vertex of G. We introduce a class of k-colourable graphs, which we call k-colour-dense graphs. We show that for each k-colour-dense graph G, the reconfiguration graph of the ℓ-colourings of G is connected and has diameter O(|V|2), for all ℓ≥k+1. We show that this graph class contains the k-colourable chordal graphs and that it contains all chordal bipartite graphs when k=2. Moreover, we prove that for each k≥2 there is a k-colourable chordal graph G whose reconfiguration graph of the (k+1)-colourings has diameter Θ(|V|2)

    Exhaled nitric oxide in seasonal allergic rhinitis: Influence of pollen season and therapy

    Exhaled nitric oxide (eNO) has been proposed as a potential indirect marker of lower airway inflammation in asthma. To investigate the existence of lower airways inflammation in allergic rhinitis eNO measurements were performed in 32 patients with symptomatic and asymptomatic seasonal allergic rhinitis early in and out of pollen seasons and in 80 healthy volunteers. To further define how exhaled NO is modified by therapy, NO levels were detected following 1-month treatment with either inhaled steroids or non-steroids therapy with nedocromil. Exhaled NO (mean ± SE) was significantly elevated in patients with seasonal allergic rhinitis with and without symptoms (24.2 + 2.5 and 13.9 + 2.9 ppb, respectively) as compared to healthy volunteers (4.5 + 0.3 ppb) both in and out of pollen season (21.2 + 2.1 and 9.0 + 1.4 p.p.b., respectively) with a higher increase during the allergen exposure in season. Higher levels of exhaled NO were detected in patients with symptoms, either from the upper or lower airways, and with bronchial hyperreactivity. The increased exhaled NO in symptomatic patients was reduced only by inhaled steroids and not by nedocromil. These findings possibly suggest the existence of lower airway inflammation in both symptomatic and asymptomatic patients with seasonal allergic rhinitis in and out of pollen season. Thus, exhaled NO may be used as a non-invasive index for early detection of lower airway inflammation and for monitoring the optional treatment in patients with seasonal allergic rhinitis

    Experimental testing campaign and numerical modelling of an innovative base-plate connection for pallet racking systems

    The problem of the high fragility of upright frames of pallet racking systems against lateral forces raises an important question for researchers. This lack of seismic performance can be attributed to a small degree of internal overdetermination of the system, as is also acknowledged by the European Standard for adjustable pallet racking structures (EN16681), which only takes into account the low-dissipative behaviour for these structures. This paper presents an innovative base-plate connection that can provide the upright frames of pallet racking systems with a certain degree of global ductility, thus improving the seismic attitude of these structures when seismically stimulated along the cross-aisle direction. A design procedure for the specimens to be tested is proposed, which aims at guiding the system design toward localizing yielding strains in the plates of the base connections, as the principles of the capacity design posit. The proposed base-plate connection is tested under monotonic and cyclic loads to better understand its properties and, by inference, its dynamic characterization, which could be utilized in a lighter numerical model in order to study overall performance improvement. Additionally, a numerical model of the specimen, as tested in the Laboratory of Steel Structures at the National Technical University of Athens (Greece), which has been calibrated and validated in accordance with experimental tests results, is presented
