Response to a rabies epidemic in Bali, Indonesia
Emergency vaccinations and culling failed to contain an outbreak of rabies in Bali, Indonesia, during 2008â2009. Subsequent island-wide mass vaccination (reaching 70% coverage, >200,000 dogs) led to substantial declines in rabies incidence and spread. However, the incidence of dog bites remains high, and repeat campaigns are necessary to eliminate rabies in Bali
Landau Level Crossings and Extended-State Mapping in Magnetic Two-dimensional Electron Gases
We present longitudinal and Hall magneto-resistance measurements of a
``magnetic'' two-dimensional electron gas (2DEG) formed in modulation-doped
ZnCdMnSe quantum wells. The electron spin splitting is
temperature and magnetic field dependent, resulting in striking features as
Landau levels of opposite spin cross near the Fermi level. Magnetization
measurements on the same sample probe the total density of states and Fermi
energy, allowing us to fit the transport data using a model involving extended
states centered at each Landau level and two-channel conduction for spin-up and
spin-down electrons. A mapping of the extended states over the whole quantum
Hall effect regime shows no floating of extended states as Landau levels cross

The feasibility of canine rabies elimination in Africa: dispelling doubts with data
<p><b>Background:</b> Canine rabies causes many thousands of human deaths every year in Africa, and continues to increase throughout much of the continent.</p>
<p><b>Methodology/Principal Findings:</b> This paper identifies four common reasons given for the lack of effective canine rabies control in Africa: (a) a low priority given for disease control as a result of lack of awareness of the rabies burden; (b) epidemiological constraints such as uncertainties about the required levels of vaccination coverage and the possibility of sustained cycles of infection in wildlife; (c) operational constraints including accessibility of dogs for vaccination and insufficient knowledge of dog population sizes for planning of vaccination campaigns; and (d) limited resources for implementation of rabies surveillance and control. We address each of these issues in turn, presenting data from field studies and modelling approaches used in Tanzania, including burden of disease evaluations, detailed epidemiological studies, operational data from vaccination campaigns in different demographic and ecological settings, and economic analyses of the cost-effectiveness of dog vaccination for human rabies prevention.</p>
<p><b>Conclusions/Significance:</b> We conclude that there are no insurmountable problems to canine rabies control in most of Africa; that elimination of canine rabies is epidemiologically and practically feasible through mass vaccination of domestic dogs; and that domestic dog vaccination provides a cost-effective approach to the prevention and elimination of human rabies deaths.</p>
A group-galaxy cross-correlation function analysis in zCOSMOS
We present a group-galaxy cross-correlation analysis using a group catalog
produced from the 16,500 spectra from the optical zCOSMOS galaxy survey. Our
aim is to perform a consistency test in the redshift range 0.2 < z < 0.8
between the clustering strength of the groups and mass estimates that are based
on the richness of the groups. We measure the linear bias of the groups by
means of a group-galaxy cross-correlation analysis and convert it into mass
using the bias-mass relation for a given cosmology, checking the systematic
errors using realistic group and galaxy mock catalogs. The measured bias for
the zCOSMOS groups increases with group richness as expected by the theory of
cosmic structure formation and yields masses that are reasonably consistent
with the masses estimated from the richness directly, considering the scatter
that is obtained from the 24 mock catalogs. An exception are the richest groups
at high redshift (estimated to be more massive than 10^13.5 M_sun), for which
the measured bias is significantly larger than for any of the 24 mock catalogs
(corresponding to a 3-sigma effect), which is attributed to the extremely large
structure that is present in the COSMOS field at z ~ 0.7. Our results are in
general agreement with previous studies that reported unusually strong

Stability of trions in strongly spin-polarized two-dimensional electron gases
Low-temperature magneto-photoluminescence studies of negatively charged
excitons (X- trions) are reported for n-type modulation-doped ZnSe/Zn(Cd,Mn)Se
quantum wells over a wide range of Fermi energy and spin-splitting. The
magnetic composition is chosen such that these magnetic two-dimensional
electron gases (2DEGs) are highly spin-polarized even at low magnetic fields,
throughout the entire range of electron densities studied (5e10 to 6.5e11
cm^-2). This spin polarization has a pronounced effect on the formation and
energy of X-, with the striking result that the trion ionization energy (the
energy separating X- from the neutral exciton) follows the temperature- and
magnetic field-tunable Fermi energy. The large Zeeman energy destabilizes X- at
the nu=1 quantum limit, beyond which a new PL peak appears and persists to 60

Extreme emission-line galaxies out to z1 in zCOSMOS. I. Sample and characterization of global properties
We present a thorough characterization of a large sample of 183 extreme
emission-line galaxies (EELGs) at redshift 0.11 < z < 0.93 selected from the
20k zCOSMOS Bright Survey because of their unusually large emission line
equivalent widths. We use multiwavelength COSMOS photometry, HST-ACS I-band
imaging and optical zCOSMOS spectroscopy to derive the main global properties
of EELGs, such as sizes, masses, SFRs, reliable metallicities from both
"direct" and "strong-line" methods. The EELGs are compact (R_50 ~ 1.3 kpc),
low-mass (log(M*/Msol)~7-10) galaxies forming stars at unusually high specific
SFR (log(sSFR/yr) up to ~ -7) compared to main sequence SFGs of the same
stellar mass and redshift. At UV wavelengths, the EELGs are luminous and show
high surface brightness and include strong Ly emitters, as revealed by
GALEX spectroscopy. We show that zCOSMOS EELGs are high-ionization,
low-metallicity systems, with median 12+log(O/H)=8.16, including a handful of
extremely metal-deficient galaxies (<10% solar). While ~80% of the EELGs show
non-axisymmetric morphologies, including clumpy and tadpole galaxies, we find
that ~29% of them show additional low surface-brightness features, which
strongly suggest recent or ongoing interactions. As star-forming dwarfs in the
local Universe, EELGs are most often found in relative isolation. While only
very few EELGs belong to compact groups, almost one third of them are found in
spectroscopically confirmed loose pairs or triplets. We conclude that EELGs are
galaxies caught in a transient and probably early period of their evolution,
where they are efficiently building-up a significant fraction of their
present-day stellar mass in an ongoing galaxy-wide starburst. Therefore, the
EELGs constitute an ideal benchmark for comparison studies between low- and

A One Health Framework for the Evaluation of Rabies Control Programmes: A Case Study from Colombo City, Sri Lanka
<div><p>Background</p><p>One Health addresses complex challenges to promote the health of all species and the environment by integrating relevant sciences at systems level. Its application to zoonotic diseases is recommended, but few coherent frameworks exist that combine approaches from multiple disciplines. Rabies requires an interdisciplinary approach for effective and efficient management.</p><p>Methodology/Principal Findings</p><p>A framework is proposed to assess the value of rabies interventions holistically. The economic assessment compares additional monetary and non-monetary costs and benefits of an intervention taking into account epidemiological, animal welfare, societal impact and cost data. It is complemented by an ethical assessment. The framework is applied to Colombo City, Sri Lanka, where modified dog rabies intervention measures were implemented in 2007. The two options included for analysis were the control measures in place until 2006 (âbaseline scenarioâ) and the new comprehensive intervention measures (âinterventionâ) for a four-year duration. Differences in control cost; monetary human health costs after exposure; Disability-Adjusted Life Years (DALYs) lost due to human rabies deaths and the psychological burden following a bite; negative impact on animal welfare; epidemiological indicators; social acceptance of dogs; and ethical considerations were estimated using a mixed method approach including primary and secondary data. Over the four years analysed, the intervention cost US $1.03 million more than the baseline scenario in 2011 prices (adjusted for inflation) and caused a reduction in dog rabies cases; 738 DALYs averted; an increase in acceptability among non-dog owners; a perception of positive changes in society including a decrease in the number of roaming dogs; and a net reduction in the impact on animal welfare from intermediate-high to low-intermediate.</p><p>Conclusions</p><p>The findings illustrate the multiple outcomes relevant to stakeholders and allow greater understanding of the value of the implemented rabies control measures, thereby providing a solid foundation for informed decision-making and sustainable control.</p></div
The role of the alloy structure in the magnetic behavior of granular systems
The effect of grain size, easy magnetization axis and anisotropy constant
distributions in the irreversible magnetic behavior of granular alloys is
considered. A simulated granular alloy is used to provide a realistic grain
structure for the Monte Carlo simulation of the ZFC-FC curves. The effect of
annealing and external field is also studied. The simulation curves are in good
agreement with the FC and ZFC magnetization curves measured on melt spun Cu-Co

Costs analysis of a population level rabies control programme in Tamil Nadu, India
The study aimed to determine costs to the state government of implementing different interventions for controlling rabies among the entire human and animal populations of Tamil Nadu. This built upon an earlier assessment of Tamil Naduâs efforts to control rabies. Anti-rabies vaccines were made available at all health facilities. Costs were estimated for five different combinations of animal and human interventions using an activity-based costing approach from the provider perspective. Disease and population data were sourced from the state surveillance data, human census and livestock census. Program costs were extrapolated from official documents. All capital costs were depreciated to estimate annualized costs. All costs were inflated to 2012 Rupees. Sensitivity analysis was conducted across all major cost centres to assess their relative impact on program costs. It was found that the annual costs of providing Anti-rabies vaccine alone and in combination with Immunoglobulins was \$0.7 million (Rs 36 million) and \$2.2 million (Rs 119 million), respectively. For animal sector interventions, the annualised costs of rolling out surgical sterilisation-immunization, injectable immunization and oral immunizations were estimated to be \$ 44 million (Rs 2,350 million), \$23 million (Rs 1,230 million) and \$ 11 million (Rs 590 million), respectively. Dog bite incidence, health systems coverage and cost of rabies biologicals were found to be important drivers of costs for human interventions. For the animal sector interventions, the size of dog catching team, dog population and vaccine costs were found to be driving the costs. Rabies control in Tamil Nadu seems a costly proposition the way it is currently structured. Policy makers in Tamil Nadu and other similar settings should consider the long-term financial sustainability before embarking upon a state or nation-wide rabies control programme
Elliptical Galaxies and Bulges of Disk Galaxies: Summary of Progress and Outstanding Issues
This is the summary chapter of a review book on galaxy bulges. Bulge
properties and formation histories are more varied than those of ellipticals. I
emphasize two advances: 1 - "Classical bulges" are observationally
indistinguishable from ellipticals, and like them, are thought to form by major
galaxy mergers. "Disky pseudobulges" are diskier and more actively star-forming
(except in S0s) than are ellipticals. Theys are products of the slow
("secular") evolution of galaxy disks: bars and other nonaxisymmetries move
disk gas toward the center, where it starbursts and builds relatively flat,
rapidly rotating components. This secular evolution is a new area of galaxy
evolution work that complements hierarchical clustering. 2 - Disks of
high-redshift galaxies are unstable to the formation of mass clumps that sink
to the center and merge - an alternative channel for the formation of classical
bulges. I review successes and unsolved problems in the formation of
bulges+ellipticals and their coevolution (or not) with supermassive black
holes. I present an observer's perspective on simulations of dark matter galaxy
formation including baryons. I review how our picture of the quenching of star
formation is becoming general and secure at redshifts z < 1. The biggest
challenge is to produce realistic bulges+ellipticals and disks that overlap
over a factor of 10**3 in mass but that differ from each other as observed over
that whole range. Second, how does hierarchical clustering make so many giant,
bulgeless galaxies in field but not cluster environments? I argue that we rely
