Liberalizacja ekonomiczna a wolności polityczne: bliskowschodnie zagrożenia i europejskie ryzyko

The Arab Spring: One Year After. Transformation Dynamics, Prospects for Democratization and the Future of Arab-European Cooperation. Europe in Dialogue 2012/02
Europeans can be proud as they look back on fifty years of peaceful integration. Nowadays many people worldwide see the European Union as a model of how states and their
citizens can work together in peace and freedom. However, this achievement does not automatically mean that the EU has the ability to deal with the problems of the future
in a rapidly changing world. The European Union must continue developing its unity in diversity dynamically, be it with regard to energy issues, the euro, climate change or new types of conflict. Indeed, self-assertion and solidarity are key to the debates shaping our
future. “Europe in Dialogue“ wishes to make a contribution to these open debates. The analyses in this series subject political concepts, processes and institutions to critical scrutiny and suggest ways of reforming internal and external European policymaking so that it is fit for the future. However, “Europe in Dialogue“ is not merely trying to encourage an intra-European debate and makes a point of including authors from non-EU states. Looking at an issue from different angle or from afar creates a shift in perspective which,
in turn, renders Europe‘s development more meaningful as it engages in critical dialogue with other societies
Freedom of expression, accountability and development in the Arab region
Mechanisms for ensuring government transparency and accountability have yet to become established in the Arab region, where oil rents and security rents have
traditionally enabled governments to provide jobs and services without having to rely heavily, if at all, on raising revenue through personal income tax on citizens. Yet
various forms of resource mobilisation, which will be needed in future, are likely to require a greater degree of accountability from those responsible for such mobilisation. This paper considers whether a move in this direction is under way. It reviews government approaches to freedom of expression in the media and among non-governmental organisations. It notes changes that have taken place in this sphere since the start of the 1990s, not all of them positive, and concludes that many more
steps remain to be taken if media organisations and NGOs are to exert pressure for accountability on behalf of citizens, and especially the disadvantaged
The antinucleon-nucleon interaction at low energy : annihilation dynamics
The general properties of antiproton-proton annihilation at rest are
presented, with special focus on the two-meson final states. The data exhibit
remarkable dynamical selection rules : some allowed annihilation modes are
suppressed by one order of magnitude with respect to modes of comparable
phase-space. Various phenomenological analyses are reviewed, based on
microscopic quark dynamics or symmetry considerations. The role of initial- and
final-state interaction is also examined.Comment: 128 pages, 49 tables, 27 figure
Results from the kaonic hydrogen X-ray measurement at DAFNE and outlook to future experiments
The system at rest plays a key role for the understanding of strong interaction of hadrons with strangeness involved. The experiment SIDDHARTA used X-ray spectroscopy of kaonic atoms to measure the strong interaction induced shift and width of the ground state. It was the first experiment on kaonic He3 and deuterium ever, kaonic hydrogen was measured with improved precision resulting in \epsilon_{1s} = -283 \pm 36 \mbox{(stat)} \pm 6 \mbox{(syst)} eV and \Gamma_{1s} = 541 \pm 89 \mbox{(stat)} \pm 22 \mbox{(syst)} eV. Additionally a scheme for an improved future experiment on kaonic deuterium is introduced in this contribution
