Star formation activity of intermediate redshift cluster galaxies out to the infall regions
We present a spectroscopic analysis of two galaxy clusters out to ~4Mpc at
z~0.2. The two clusters VMF73 and VMF74 identified by Vikhlinin et al. (1998)
were observed with MOSCA at the Calar Alto 3.5m telescope. Both clusters lie in
the ROSAT PSPC field R285 and were selected from the X-ray Dark Cluster Survey
(Gilbank et al. 2004) that provides optical V- and I-band data. VMF73 and VMF74
are located at respective redshifts of z=0.25 and z=0.18 with velocity
dispersions of 671 km/s and 442 km/s, respectively. The spectroscopic
observations reach out to ~2.5 virial radii. Line strength measurements of the
emission lines H_alpha and [OII]3727 are used to assess the star formation
activity of cluster galaxies which show radial and density dependences. The
mean and median of both line strength distributions as well as the fraction of
star forming galaxies increase with increasing clustercentric distance and
decreasing local galaxy density. Except for two galaxies with strong H_alpha
and [OII] emission, all of the cluster galaxies are normal star forming or
passive galaxies. Our results are consistent with other studies that show the

A Robust AFPTAS for Online Bin Packing with Polynomial Migration
In this paper we develop general LP and ILP techniques to find an approximate
solution with improved objective value close to an existing solution. The task
of improving an approximate solution is closely related to a classical theorem
of Cook et al. in the sensitivity analysis for LPs and ILPs. This result is
often applied in designing robust algorithms for online problems. We apply our
new techniques to the online bin packing problem, where it is allowed to
reassign a certain number of items, measured by the migration factor. The
migration factor is defined by the total size of reassigned items divided by
the size of the arriving item. We obtain a robust asymptotic fully polynomial
time approximation scheme (AFPTAS) for the online bin packing problem with
migration factor bounded by a polynomial in . This answers
an open question stated by Epstein and Levin in the affirmative. As a byproduct
we prove an approximate variant of the sensitivity theorem by Cook at el. for
linear programs
Direct Neutron Capture for Magic-Shell Nuclei
In neutron capture for magic--shell nuclei the direct reaction mechanism can
be important and may even dominate. As an example we investigated the reaction
Ca(n,Ca for projectile energies below 250\,keV in a direct
capture model using the folding procedure for optical and bound state
potentials. The obtained theoretical cross sections are in agreement with the
experimental data showing the dominance of the direct reaction mechanism in
this case. The above method was also used to calculate the cross section for

The Pan-African Rabies Control Network (PARACON) : a unified approach to eliminating canine rabies in Africa
Even though Africa has the highest per capita death rate from rabies of any continent, and the disease
is almost entirely transmitted by the bites of rabid dogs, there has been no coordinated pan-African
approach to controlling canine rabies. In order to attain an inclusive and unified network, the Pan-
African Rabies Control Network (PARACON) was established in 2014. By following the ‘One Health’
concept, which involves close coordination between animal and human health sectors across national,
regional and continental levels, PARACON will provide a platform to facilitate and promote coordinated
and sustainable control strategies and programmes. Meetings will take place at regular intervals
and will be centred on the involvement by key focal persons from the medical and veterinary sectors.
The inaugural meeting was held in South Africa in June, 2015 and was focused around interactive
discussions and workshops, whilst updating country representatives on the tools available to aid them
in developing and implementing sustainable rabies intervention strategies. Experts from various
global organizations, institutions and industry participated in the discussions and shared their
experience and expertise. The workshops focused on the latest format of the Rabies Blueprint platform
(www.rabiesblueprint.com), which in the broadest sense assists with control and elimination
campaigns, including educational and advocacy drives, improvement of surveillance and diagnosis
and the systematic monitoring of progress. Together with the Stepwise Approach towards Rabies
Elimination, the Blueprint is a planning tool to help countries free themselves from caninetransmitted

Only the Lonely: H I Imaging of Void Galaxies
Void galaxies, residing within the deepest underdensities of the Cosmic Web,
present an ideal population for the study of galaxy formation and evolution in
an environment undisturbed by the complex processes modifying galaxies in
clusters and groups, as well as provide an observational test for theories of
cosmological structure formation. We have completed a pilot survey for the HI
imaging aspects of a new Void Galaxy Survey (VGS), imaging 15 void galaxies in
HI in local (d < 100 Mpc) voids. HI masses range from 3.5 x 10^8 to 3.8 x 10^9
M_sun, with one nondetection with an upper limit of 2.1 x 10^8 M_sun. Our
galaxies were selected using a structural and geometric technique to produce a
sample that is purely environmentally selected and uniformly represents the
void galaxy population. In addition, we use a powerful new backend of the
Westerbork Synthesis Radio Telescope that allows us to probe a large volume
around each targeted galaxy, simultaneously providing an environmentally
constrained sample of fore- and background control sample of galaxies while
still resolving individual galaxy kinematics and detecting faint companions in
HI. This small sample makes up a surprisingly interesting collection of
perturbed and interacting galaxies, all with small stellar disks. Four galaxies
have significantly perturbed HI disks, five have previously unidentified
companions at distances ranging from 50 to 200 kpc, two are in interacting
systems, and one was found to have a polar HI disk. Our initial findings
suggest void galaxies are a gas-rich, dynamic population which present evidence
of ongoing gas accretion, major and minor interactions, and filamentary

Reaction rate for two--neutron capture by He
Recent investigations suggest that the neutrino--heated hot bubble between
the nascent neutron star and the overlying stellar mantle of a type--II
supernova may be the site of the r--process. In the preceding --process
building up the elements to , the He(2n,)He--
and He(,n)Be--reactions bridging the instability gap at
and could be of relevance. We suggest a mechanism for
He(2n,)He and calculate the reaction rate within the
+n+n approach. The value obtained is about a factor 1.6 smaller than
the one obtained recently in the simpler direct--capture model, but is at least
three order of magnitude enhanced compared to the previously adopted value. Our
calculation confirms the result of the direct--capture calculation that under
representative conditions in the --process the reaction path proceeding

Is NGC 3108 transforming itself from an early to late type galaxy -- an astronomical hermaphrodite?
A common feature of hierarchical galaxy formation models is the process of
"inverse" morphological transformation: a bulge dominated galaxy accretes a gas
disk, dramatically reducing the system's bulge-to-disk mass ratio. During their
formation, present day galaxies may execute many such cycles across the Hubble
diagram. A good candidate for such a "hermaphrodite" galaxy is NGC 3108: a
dust-lane early-type galaxy which has a large amount of HI gas distributed in a
large scale disk. We present narrow band H_alpha and R-band imaging, and
compare the results with the HI distribution. The emission is in two
components: a nuclear bar and an extended disk component which coincides with
the HI distribution. This suggests that a stellar disk is currently being
formed out of the HI gas. The spatial distributions of the H_alpha and HI
emission and the HII regions are consistent with a barred spiral structure,
extending some 20 kpc in radius. We measure an extinction- corrected SFR of
0.42 Msun/yr. The luminosity function of the HII regions is similar to other
spiral galaxies, with a power law index of -2.1, suggesting that the star
formation mechanism is similar to other spiral galaxies. We measured the
current disk mass and find that it is too massive to have been formed by the
current SFR over the last few Gyr. It is likely that the SFR in NGC 3108 was
higher in the past. With the current SFR, the disk in NGC 3108 will grow to be
~6.2x10^9 Msun in stellar mass within the next 5.5 Gyr. While this is
substantial, the disk will be insignificant compared with the large bulge mass:
the final stellar mass disk-to-bulge ratio will be ~0.02. NGC 3108 will fail to
transform into anything resembling a spiral without a boost in the SFR and

The detection and X-ray evolution of galaxy groups at high redshift
We describe some of the first X-ray detections of groups of galaxies at high
redshifts (z~0.4), based on the UK deep X-ray survey of McHardy et al (1998).
Combined with other deep ROSAT X-ray surveys with nearly complete optical
identifications, we investigate the X-ray evolution of these systems. We find
no evidence for evolution of the X-ray luminosity function up to z=0.5 at the
low luminosities of groups of galaxies and poor clusters (Lx>3e42 erg/s),
although the small sample size precludes very accurate measurements. This
result confirms and extends to lower luminosities current results based on
surveys at brighter X-ray fluxes. The evolution of the X-ray luminosity
function of these low luminosity systems is more sensitive to the thermal
history of the intra-group medium (IGM) than to cosmological parameters. Energy
injection into the IGM (from for example supernovae or AGN winds) is required
to explain the X-ray properties of nearby groups. The observed lack of
