Does Collective Responsibility for Performance Alter Party Strategies? Policy-Seeking Parties in Proportional Systems
AbstractAdams and Merrill have developed a model of policy-seeking parties in a parliamentary democracy competing in a PR electoral system, in which party elites are uncertain about voters’ evaluations of the parties’ valence attributes such as competence, integrity and charisma. This article extends that model to situations where voters hold coalitions of parties collectively responsible for their valence-related performances, such as how voters evaluate governing parties’ competence in handling issues like the economy, crime and foreign policy crises. It may also be relevant to voters’ evaluations of proto-coalitions of opposition parties. Computations suggest the central substantive conclusions reported in Adams and Merrill extend to this generalized model, and that collective responsibility enhances coalition members’ incentives to converge to similar policy positions but depresses their prospects of achieving their policy objectives.</jats:p
Institutional and Individual Factors Affecting Scientists\u27 Data-Sharing Behaviors: A Multilevel Analysis
The objective of this research was to investigate the institutional and individual factors that influence scientists\u27 data-sharing behaviors across different scientific disciplines. Two theoretical perspectives, institutional theory, and theory of planned behavior, were employed in developing a research model that showed the complementary nature of the institutional and individual factors influencing scientists\u27 data-sharing behaviors. This research used a survey method to examine to what extent those institutional and individual factors influence scientists\u27 data-sharing behaviors in a range of scientific disciplines. A national survey (with 1,317 scientists in 43 disciplines) showed that regulative pressure by journals, normative pressure at a discipline level, and perceived career benefit and scholarly altruism at an individual level had significant positive relationships with data-sharing behaviors, and that perceived effort had a significant negative relationship. Regulative pressure by funding agencies and the availability of data repositories at a discipline level and perceived career risk at an individual level were not found to have any significant relationships with data-sharing behaviors
COMAP Early Science: II. Pathfinder Instrument
Line intensity mapping (LIM) is a new technique for tracing the global
properties of galaxies over cosmic time. Detection of the very faint signals
from redshifted carbon monoxide (CO), a tracer of star formation, pushes the
limits of what is feasible with a total-power instrument. The CO Mapping
Project (COMAP) Pathfinder is a first-generation instrument aiming to prove the
concept and develop the technology for future experiments, as well as
delivering early science products. With 19 receiver channels in a hexagonal
focal plane arrangement on a 10.4 m antenna, and an instantaneous 26-34 GHz
frequency range with 2 MHz resolution, it is ideally suited to measuring
CO(=1-0) from . In this paper we discuss strategies for designing
and building the Pathfinder and the challenges that were encountered. The
design of the instrument prioritized LIM requirements over those of ancillary
science. After a couple of years of operation, the instrument is well
understood, and the first year of data is already yielding useful science
results. Experience with this Pathfinder will drive the design of the next

Future changes in the Western North Pacific tropical cyclone activity projected by a multidecadal simulation with a 16-km global atmospheric GCM
How tropical cyclone (TC) activity in the northwestern Pacific might change in a future climate is assessed using multidecadal Atmospheric Model Intercomparison Project (AMIP)-style and time-slice simulations with the ECMWF Integrated Forecast System (IFS) at 16-km and 125-km global resolution. Both models reproduce many aspects of the present-day TC climatology and variability well, although the 16-km IFS is far more skillful in simulating the full intensity distribution and genesis locations, including their changes in response to El Niño–Southern Oscillation. Both IFS models project a small change in TC frequency at the end of the twenty-first century related to distinct shifts in genesis locations. In the 16-km IFS, this shift is southward and is likely driven by the southeastward penetration of the monsoon trough/subtropical high circulation system and the southward shift in activity of the synoptic-scale tropical disturbances in response to the strengthening of deep convective activity over the central equatorial Pacific in a future climate. The 16-km IFS also projects about a 50% increase in the power dissipation index, mainly due to significant increases in the frequency of the more intense storms, which is comparable to the natural variability in the model. Based on composite analysis of large samples of supertyphoons, both the development rate and the peak intensities of these storms increase in a future climate, which is consistent with their tendency to develop more to the south, within an environment that is thermodynamically more favorable for faster development and higher intensities. Coherent changes in the vertical structure of supertyphoon composites show system-scale amplification of the primary and secondary circulations with signs of contraction, a deeper warm core, and an upward shift in the outflow layer and the frequency of the most intense updrafts. Considering the large differences in the projections of TC intensity change between the 16-km and 125-km IFS, this study further emphasizes the need for high-resolution modeling in assessing potential changes in TC activity
COMAP Early Science: I. Overview
The CO Mapping Array Project (COMAP) aims to use line intensity mapping of
carbon monoxide (CO) to trace the distribution and global properties of
galaxies over cosmic time, back to the Epoch of Reionization (EoR). To validate
the technologies and techniques needed for this goal, a Pathfinder instrument
has been constructed and fielded. Sensitive to CO(1-0) emission from
- and a fainter contribution from CO(2-1) at -8, the
Pathfinder is surveying deg in a 5-year observing campaign to detect
the CO signal from . Using data from the first 13 months of observing,
we estimate on scales - the first direct
3D constraint on the clustering component of the CO(1-0) power spectrum. Based
on these observations alone, we obtain a constraint on the amplitude of the
clustering component (the squared mean CO line temperature-bias product) of
K - nearly an order-of-magnitude improvement
on the previous best measurement. These constraints allow us to rule out two
models from the literature. We forecast a detection of the power spectrum after
5 years with signal-to-noise ratio (S/N) 9-17. Cross-correlation with an
overlapping galaxy survey will yield a detection of the CO-galaxy power
spectrum with S/N of 19. We are also conducting a 30 GHz survey of the Galactic
plane and present a preliminary map. Looking to the future of COMAP, we examine
the prospects for future phases of the experiment to detect and characterize

Robust Estimation of Wage Dispersion with Censored Data: An Application to Occupational Earnings Risk and Risk Attitudes
We present a semiparametric method to estimate group-level dispersion, which is particularly effective in the presence of censored data. We apply this procedure to obtain measures of occupation-specific wage dispersion using top-coded administrative wage data from the German IAB Employment Sample (IABS). We then relate these robust measures of earnings risk to the risk attitudes of individuals working in these occupations. We find that willingness to take risk is positively correlated with the wage dispersion of an individual's occupation
Swimming in a Sea of Shame: Incorporating Emotions into Explanations of Institutional Reproduction and Change
We theorize the role in institutional processes of what we call the shame nexus, a set of shame-related constructs: felt shame, systemic shame, sense of shame, and episodic shaming. As a discrete emotion, felt shame signals to a person that a social bond is at risk and catalyzes a fundamental motivation to preserve valued bonds. We conceptualize systemic shame as a form of disciplinary power, animated by persons’ sense of shame, a mechanism of ongoing intersubjective surveillance and self-regulation. We theorize how the duo of the sense of shame and systemic shame drives the self-regulation that underpins persons’ conformity to institutional prescriptions and institutional reproduction. We conceptualize episodic shaming as a form of juridical power used by institutional guardians to elicit renewed conformity and reassert institutional prescriptions. We also explain how episodic shaming may have unintended effects, including institutional disruption and recreation, when it triggers sensemaking among targets and observers that can lead to the reassessment of the appropriateness of institutional prescriptions or the value of social bonds.
