    Briefing: Infrastructure business models, valuation and innovation for local delivery

    The UK’s Engineering and Physical Sciences Research Council and the Economic and Social Research Council have launched a £3·5 million, 4-year research programme to develop innovative business models for delivering infrastructure. Richard Dawson, Claire Walsh, Phil Purnell and Chris Rogers introduce infrastructure business models, valuation and innovation for local delivery (iBUILD). A growing population, extreme weather, decarbonisation, a proliferation of new technologies and their integration with ageing, existing systems are just some of the pressures on modern infrastructure. Unfortunately, the rate of investment in infrastructure has not kept up with the pace of change, and this is further complicated by fragmented, often reactive, regulation and governance arrangements. The UK Treasury Select Committee noted that existing infrastructure business models provide poor value (HM Treasury, 2011), but few alternatives are available; a point picked up by Infrastructure UK (Infrastructure UK, 2011) who called for research centres to be founded to address this. The iBUILD Centre will address this through development of a suite of alternative infrastructure business models, ranging from reforms to existing approaches to radical new models, each enabling more effective delivery of local infrastructures

    Energy transitions and uncertainty: creating low carbon investment opportunities in the UK electricity sector

    This paper examines how actors in the UK electricity sector are attempting to deliver investment in low carbon generation. Low carbon technologies, because of their relative immaturity, capital intensity and low operational costs, do not readily fit with existing electricity markets and investment templates which were designed for fossil fuel based energy. We analyse key electricity market and infrastructure policies in the UK and highlight how these are aimed at making low carbon technologies ‘investable’ by reducing uncertainty, managing investment risks and repositioning actors within the electricity socio-technical ‘regime’. We argue that our study can inform contemporary debates on the politics and governance of sustainability transitions by empirically investigating the agency of incumbent regime actors in the face of uncertainty and by offering critical insights on the role of markets and finance in shaping socio-technical change

    The role of contracting strategies in social value implementation

    There has been an increasing demand for social value (SV) implementation to assume a cardinal position in the infrastructure delivery efforts of infrastructure client organisations (ICOs). However, whereas successful implementation has been recorded in some projects, monumental failures have also been recorded in others. This variance in implementation performance is a cause for concern. The mode of governance applied in an infrastructure delivery endeavour has been identified as capable of influencing the implementation of SV. This observation makes imperative an investigation into the role of contracting strategies – an integral part of governance modes – adopted by ICOs on SV implementation performance. This is the aim of this study. Using a case study approach, three infrastructure projects which used different contracting strategies were selected from two different countries, the UK and Nigeria. Semistructured interviews were conducted with ICO representatives on these projects and subsequently analysed using qualitative content analysis. Findings confirmed that the kind of contract adopted by ICOs influenced their ability to drive the successful implementation of desirable SV objectives through their supply chain. It is therefore recommended that ICOs ensure that the selected contracting strategies are capable of ensuring successful implementation of the desired objectives

    The digital divide: Patterns, policy and scenarios for connecting the ‘final few’ in rural communities across Great Britain

    The Internet can bestow significant benefits upon those who use it. The prima facie case for an urban-rural digital divide is widely acknowledged, but detailed accounts of the spatial patterns of digital communications infrastructure are rarely reported. In this paper we present original analysis of data published by the UK telecommunications regulator, Ofcom, and identify and reflect on the entrenched nature of the urban-rural digital divide in Great Britain. Drawing upon illustrative case vignettes we demonstrate the implications of digital exclusion for personal and business lives in rural, and in particular remote rural, areas. The ability of the current UK policy context to effectively address the urban-rural digital divide is reviewed and scenarios for improving digital connectivity amongst the ‘final few’, including community-led broadband, satellite broadband and mobile broadband, are considered. A call is made for digital future proofing in telecommunications policy, without which the already faster urban areas will get ‘faster, fastest’ leaving rural areas behind and an increasingly entrenched urban-rural divide

    Are wildcard events on infrastructure systems opportunities for transformational change?

    Infrastructure systems face a number of pressing challenges relating to demographics, environment, finance and governance pressures. Furthermore, infrastructure mediates the way in which everyday lives are conducted; their form and function creating a persistence of unsustainable practice and behaviour that cannot be changed even if change is desired. There is a need to find means by which this obduracy can be broken so that new, more sustainable futures can be planned. This paper develops a methodology, taking concepts from both engineering and social science. Wild cards, or physical disruptions, are used to ‘destructively test’ complex infrastructure systems and the multi-level perspective is used as a framework for analysing the resulting data. This methodology was used to examine a number of case studies, and with focus groups consisting of a range of different infrastructure providers and managers, to gain a better understanding of systems’ sociotechnical characteristics and behaviours. A number of impactful ‘intervention points’ emerged that offered the opportunity to promote radical changes towards configurations of infrastructure systems that provide for ‘less’ physical infrastructure. This paper also examines the utility of wild cards as enablers of transition to these ‘less’ configurations and demonstrates how a ‘wild card scenario’ can be used to co-design infrastructure adaptation from with both infrastructure providers and users

    An impact assessment for urban stormwater use

    The adoption of stormwater collection and use for a range of non-potable applications requires that the perceived risks, particularly those associated with public health, are addressed. Pollutant impacts have been assessed using E. coli and a scoring system on a scale of 0 to 5 to identify the magnitude of impacts and also the likelihood of exposure to stormwater during different applications. Combining these identifies that low or medium risks are generally predicted except for domestic car washing and occupational irrigation of edible raw food crops where the predicted high risk would necessitate the introduction of remedial action

    The greenhouse gas emissions and mitigation options for materials used in UK construction

    The UK construction industry faces the daunting task of replacing and extending a significant proportion of UK infrastructure, meeting a growing housing shortage and retrofitting millions of homes whilst achieving greenhouse gas (GHG) emission reductions compatible with the UK's legally binding target of an 80% reduction by 2050. This paper presents a detailed time series of embodied GHG emissions from the construction sector for 1997–2011. This data is used to demonstrate that strategies which focus solely on improving operational performance of buildings and the production efficiencies of domestic material producers will be insufficient to meet sector emission reduction targets. Reductions in the order of 80% will require a substantial decline in the use of materials with carbon-intensive supply chains. A variety of alternative materials, technologies and practices are available and the common barriers to their use are presented based upon an extensive literature survey. Key gaps in qualitative research, data and modelling approaches are also identified. Subsequent discussion highlights the lack of client and regulatory drivers for uptake of alternatives and the ineffective allocation of responsibility for emissions reduction within the industry. Only by addressing and overcoming all these challenges in combination can the construction sector achieve drastic emissions reduction

    A generic knowledge-based approach to the analysis of partial discharge data

    Partial discharge (PD) diagnosis is a recognized technique to detect defects within high voltage insulation in power system equipment. A variety of methods exist to capture the signals that are emitted during PD, and this paper focuses on the ultra high frequency (UHF) and IEC 60270 techniques. Phase-resolved patterns can be constructed from the PD data captured using either of these techniques and due to the individual signatures that different defects generate, experts can examine the phase-resolved pattern to classify the defect that created it. In recent years, knowledge regarding PD phenomena and phase-resolved patterns has increased, providing an opportunity to employ a knowledge-based system (KBS) to automate defect classification. Due to the consistent physical nature of PD across different high voltage apparatus and the ability to construct phase-resolved patterns from various sensors, the KBS offers a generic approach to the analysis of PD by taking the phase-resolved pattern as its input and identifying the physical PD processes associate with the pattern. This paper describes the advances of this KBS, highlighting its generic application through the use of several case studies, which present the diagnosis of defects captured through both the IEC 60270 and UHF techniques. This paper also demonstrates, in one of the case studies, how a limitation of previous pattern recognition techniques can be overcome by mimicking the approach of a PD expert when the pulses occur over the zero crossings of the voltage waveform of the phase-resolved pattern
