    The Effect of Deep Sea Bed Mining on Strategic Minerals and National Security

    Deep sea bed mining has been a topic of considerable debate since it became technically and economically viable as a mining venture in the mid 1960\u27s. The availability of manganese nodules has been determined through costly prospecting operations and their existence in sufficient quantity and quality has been found to be adequate for the mining industry. Though the future of the nodule mining is undetermined, it is the purpose of this paper to determine its impact on the national management of its associated strategic minerals and national security

    Plasma Depletion and Mirror Waves Ahead of Interplanetary Coronal Mass Ejections

    We find that the sheath regions between fast interplanetary coronal mass ejections (ICMEs) and their preceding shocks are often characterized by plasma depletion and mirror wave structures, analogous to planetary magnetosheaths. A case study of these signatures in the sheath of a magnetic cloud (MC) shows that a plasma depletion layer (PDL) coincides with magnetic field draping around the MC. In the same event, we observe an enhanced thermal anisotropy and plasma beta as well as anti-correlated density and magnetic fluctuations which are signatures of mirror mode waves. We perform a superposed epoch analysis of ACE and Wind plasma and magnetic field data from different classes of ICMEs to illuminate the general properties of these regions. For MCs preceded by shocks, the sheaths have a PDL with an average duration of 6 hours (corresponding to a spatial span of about 0.07 AU) and a proton temperature anisotropy TpTp1.2{T_{\perp p}\over T_{\parallel p}}\simeq 1.2 -1.3, and are marginally unstable to the mirror instability. For ICMEs with preceding shocks which are not MCs, plasma depletion and mirror waves are also present but at a reduced level. ICMEs without shocks are not associated with these features. The differences between the three ICME categories imply that these features depend on the ICME geometry and the extent of upstream solar wind compression by the ICMEs. We discuss the implications of these features for a variety of crucial physical processes including magnetic reconnection, formation of magnetic holes and energetic particle modulation in the solar wind.Comment: fully refereed, accepted for publication in J.     Race/Ethnicity and Retention in Traumatic Brain Injury Outcomes Research: A Traumatic Brain Injury Model Systems National Database Study

    Objective: To investigate the contribution of race/ethnicity to retention in traumatic brain injury (TBI) research at 1 to 2 years post-injury. Setting: Community. Participants: 5548 Whites, 1347 Blacks, and 790 Hispanics enrolled in the Traumatic Brain Injury Model Systems National Database with dates of injury between October 1, 2002 and March 31, 2013. Design: Retrospective database analysis. Main Measure: Retention, defined as completion of at least one question on the follow-up interview by the person with TBI or a proxy. Results: Retention rates 1-2 years post-TBI were significantly lower for Hispanic (85.2%) than for White (91.8%) or Black participants (90.5%) and depended significantly on history of problem drug or alcohol use. Other variables associated with low retention included older age, lower education, violent cause of injury, and discharge to an institution versus private residence. Conclusions: The findings emphasize the importance of investigating retention rates separately for Blacks and Hispanics rather than combining them or grouping either with other races or ethnicities.     Delays in Leniency Application: Is There Really a Race to the Enforcer's Door?

    This paper studies cartels’ strategic behavior in delaying leniency applications, a take-up decision that has been ignored in the previous literature. Using European Commission decisions issued over a 16-year span, we show, contrary to common beliefs and the existing literature, that conspirators often apply for leniency long after a cartel collapses. We estimate hazard and probit models to study the determinants of leniency-application delays. Statistical tests find that delays are symmetrically affected by antitrust policies and macroeconomic fluctuations. Our results shed light on the design of enforcement programs against cartels and other forms of conspiracy

    Needle in a Haystack: Detecting Subtle Malicious Edits to Additive Manufacturing G-code Files

    Increasing usage of Digital Manufacturing (DM) in safety-critical domains is increasing attention on the cybersecurity of the manufacturing process, as malicious third parties might aim to introduce defects in digital designs. In general, the DM process involves creating a digital object (as CAD files) before using a slicer program to convert the models into printing instructions (e.g. g-code) suitable for the target printer. As the g-code is an intermediate machine format, malicious edits may be difficult to detect, especially when the golden (original) models are not available to the manufacturer. In this work we aim to quantify this hypothesis through a red-team/blue-team case study, whereby the red-team aims to introduce subtle defects that would impact the properties (strengths) of the 3D printed parts, and the blue-team aims to detect these modifications in the absence of the golden models. The case study had two sets of models, the first with 180 designs (with 2 compromised using 2 methods) and the second with 4320 designs (with 60 compromised using 6 methods). Using statistical modelling and machine learning (ML), the blue-team was able to detect all the compromises in the first set of data, and 50 of the compromises in the second

    Mitochondrial Glycerol-3-phosphate Acyltransferase-1 Is Essential in Liver for the Metabolism of Excess Acyl-CoAs

    In vitro studies suggest that the mitochondrial glycerol-3-phosphate acyltransferase-1 (mtGPAT1) isoform catalyzes the initial and rate-controlling step in glycerolipid synthesis and aids in partitioning acyl-CoAs toward triacylglycerol synthesis and away from degradative pathways. To determine whether the absence of mtGPAT1 would increase oxidation of acyl-CoAs and restrict the development of hepatic steatosis, we fed wild type and mtGPAT1-/- mice a diet high in fat and sucrose (HH) for 4 months to induce the development of obesity and a fatty liver. Control mice were fed a diet low in fat and sucrose (LL). With the HH diet, absence of mtGPAT1 resulted in increased partitioning of acyl-CoAs toward oxidative pathways, demonstrated by 60% lower hepatic triacylglycerol content and 2-fold increases in plasma beta-hydroxybutyrate, acylcarnitines, and hepatic mRNA expression of mitochondrial HMG-CoA synthase. Despite the increase in fatty acid oxidation, liver acyl-CoA levels were 3-fold higher in the mtGPAT1-/- mice fed both diets. A lack of difference in CPT1 and FAS mRNA expression between genotypes suggested that the increased acyl-CoA content was not because of increased de novo synthesis, but instead, to an impaired ability to use long-chain acyl-CoAs derived from the diet, even when the dietary fat content was low. Hyperinsulinemia and reduced glucose tolerance on the HH diet was greater in the mtGPAT1-/- mice, which did not suppress the expression of the gluconeogenic genes glucose-6-phosphatase and phosphoenolpyruvate carboxykinase. This study demonstrates that mtGPAT1 is essential for normal acyl-CoA metabolism, and that the absence of hepatic mtGPAT1 results in the partitioning of fatty acids away from triacylglycerol synthesis and toward oxidation and ketogenesis

    A Porcine Adenovirus with Low Human Seroprevalence Is a Promising Alternative Vaccine Vector to Human Adenovirus 5 in an H5N1 Virus Disease Model

    Human adenovirus 5 (AdHu5) vectors are robust vaccine platforms however the presence of naturally-acquired neutralizing antibodies may reduce vector efficacy and potential for re-administration. This study evaluates immune responses and protection following vaccination with a replication-incompetent porcine adenovirus 3 (PAV3) vector as an alternative vaccine to AdHu5 using an avian influenza H5N1 disease model. Vaccine efficacy was evaluated in BALB/c mice following vaccination with different doses of the PAV3 vector expressing an optimized A/Hanoi/30408/2005 H5N1 hemagglutinin antigen (PAV3-HA) and compared with an AdHu5-HA control. PAV3-HA rapidly generated antibody responses, with significant neutralizing antibody titers on day 21, and stronger cellular immune responses detected on day 8, compared to AdHu5-HA. The PAV3-HA vaccine, administered 8 days before challenge, demonstrated improved survival and lower virus load. Evaluation of long-term vaccine efficacy at 12 months post-vaccination showed better protection with the PAV3-HA than with the AdHu5-HA vaccine. Importantly, as opposed to AdHu5, PAV3 vector was not significantly neutralized by human antibodies pooled from over 10,000 individuals. Overall, PAV3-based vector is capable of mediating swift, strong immune responses and offer a promising alternative to AdHu5
