    Assessing water ecosystem services for water resource management

    AbstractEcosystem service concepts can offer a valuable approach for linking human and nature, and arguments for the conservation and restoration of natural ecosystems. Despite an increasing interest in the topic, the application of these concepts for water resource management has been hampered by the lack of practical definitions and methodologies. In this study we review and analyse the current literature and propose an approach for assessing and valuing ecosystem services in the context of water management. In particular, to study the link between multiple pressures, ecological status and delivery of ecosystem services in aquatic ecosystems under different scenarios of measures or future changes. This is of interest for the development of River Basin Management Plans under the EU Water Framework Directive. We provide a list of proxies/indicators of natural capacity, actual flow and social benefit for the biophysical assessment of the ecosystem services. We advocate the use of indicators of sustainability, combining information on capacity and flow of services. We also suggest methods for economic valuation of aquatic ecosystem for each service and spatial scale of application. We argue that biophysical assessment and economic valuation should be conducted jointly to account for the different values of ecosystem services (ecologic, social and economic) and to strengthen the recognition of human dependency on nature. The proposed approach can be used for assessing the benefits of conservation and restoration of aquatic ecosystems in the implementation of the EU water policy

    Scenario analysis for nutrient emission reduction in the European inland waters

    International audienceDespite a large body of legislation, high nutrient loads are still emitted in European inland waters. In the present study we evaluate a set of alternative scenarios aiming at reducing nitrogen and phosphorus emissions from anthropogenic activities to all European Seas. In particular, we tested the full implementation of the European Urban Waste Water Directive, which controls emissions from point source. In addition, we associated the full implementation of this Directive with a ban of phosphorus-based laundry detergents. Then we tested two human diet scenarios and their impacts on nutrient emissions. We also developed a scenario based on an optimal use of organic manure. The impacts of all our scenarios were evaluated using a statistical model of nitrogen and phosphorus fate (GREEN) linked to an agro-economic model (CAPRI). We show that the ban of phosphorus-based laundry detergents coupled with the full implementation of the Urban Waste Water Directive is the most effective approach for reducing phosphorus emissions from human based activities. Concerning nitrogen, the highest reductions are obtained with the optimized use of organic manure

    An integrated assessment framework for the analysis of multiple pressures in aquatic ecosystems and the appraisal of management options

    The contribution illustrates an integrated assessment framework aimed at evaluating the relationships between multiple pressures and water body status for the purposes of river basin management. The framework includes the following steps. (1) Understanding how the different pressures affect the status of water bodies. This entails the characterization of biophysical state variables and the definition of a causal relationship between pressures and status. Therefore this step involves interaction between experts bearing ecological understanding and experts providing models to represent the effect of pressures. (2) Identifying the relevant pressures to be addressed through appropriate measures to improve the status of water bodies. (3) Evaluating reduction targets for the relevant pressures identified in a river basin, by weighting the effort associated to reducing individual pressures and the potential benefits in terms of water body status. (4) Designing management measures through a creative process and political discussion of alternative options, balancing costs, benefits and effectiveness based on engineering and economic analysis. (5) Simulating scenarios of implementation of a programme of measures in order to check their effectiveness and robustness against climate and land use change. We discuss the five steps of the assessment framework, and particularly the interaction between science and policy at the different stages. We review the assessment tools required at each step and, for setting optimal pressure reduction targets (step 3), we propose and illustrate a simplified multicriteria approach based on semi-quantitative assessment, which produces frontiers of optimal trade-offs between effort spent on measures, and achievements

    Ecosystem services for water policy: insights across Europe

    In this research we explored how the concepts and approaches of ecosystem services are currently used in water management in Europe, in the application of River Basin Management Plans (RBMP) developed for the EU Water Framework Directive (WFD). Five case studies have been considered, located in the River Basin Districts of the Po river (Italy), Scotland (United Kingdom), Scheldt river (Belgium), Danube river (Romania), Sado and Mira rivers and Ribeiras do Algarve (Portugal). These cases represent different regional contexts of application of this EU water policy, with specific socio-economic drivers and environmental issues. Each case study has developed an operational framework to analyse ecosystem services in practice together with a group of local stakeholders. In each regional case, we examined how EU water policy and RBMPs are implemented, considered legal and planning instruments from the national to the local scale, and we analysed the use of ecosystem service terms and concepts in the relevant planning instruments. In parallel, we explored the view of local stakeholders and water managers on the topic, collecting their opinion on three major aspects: the usefulness of the concepts and approaches of ecosystem services for WFD river basin management plans, the risks and benefits of their use, and the knowledge needs to put the concepts into practice. The major drawback of the ecosystem service approach seems to be the challenge for practitioners of understanding new concepts and methodologies, while the major advantages are that it highlights all the hidden benefits of a water body in good health and promotes multi-functionality and sustainability in water management. The results of this study provide a picture across Europe of the current use of the concepts of ecosystem services in the RBMP and relevant insight on the opinion of local stakeholders and water managers

    It is now clear that the nitrogen problem is one of the most pressing environmental issues that we face. But in spite of the enormity of our influence on the N cycle and consequent implications for the environment and for human well-being, there is surprisingly little attention paid to the issue. While biodiversity loss and climate change have spawned huge budgets to create national and multidisciplinary programs, global organizations, political and media attention, the N challenge remains much less apparent in our thinking and actions. This is because we are educated with the important role that N plays with regard to food security. This paper aims to contribute to the understanding of the N challenge, and to provide options for decreasing the negative impacts of excess N

    Protecting and restoring Europe's waters:an analysis of the future development needs of the Water Framework Directive

    The Water Framework Directive (WFD) is a pioneering piece of legislation that aims to protect and enhance aquatic ecosystems and promote sustainable water use across Europe. There is growing concern that the objective of good status, or higher, in all EU waters by 2027 is a long way from being achieved in many countries. Through questionnaire analysis of almost 100 experts, we provide recommendations to enhance WFD monitoring and assessment systems, improve programmes of measures and further integrate with other sectoral policies. Our analysis highlights that there is great potential to enhance assessment schemes through strategic design of monitoring networks and innovation, such as earth observation. New diagnostic tools that use existing WFD monitoring data, but incorporate novel statistical and trait-based approaches could be used more widely to diagnose the cause of deterioration under conditions of multiple pressures and deliver a hierarchy of solutions for more evidence-driven decisions in river basin management. There is also a growing recognition that measures undertaken in river basin management should deliver multiple benefits across sectors, such as reduced flood risk, and there needs to be robust demonstration studies that evaluate these. Continued efforts in ‘mainstreaming’ water policy into other policy sectors is clearly needed to deliver wider success with WFD goals, particularly with agricultural policy. Other key policy areas where a need for stronger integration with water policy was recognised included urban planning (waste water treatment), flooding, climate and energy (hydropower). Having a deadline for attaining the policy objective of good status is important, but even more essential is to have a permanent framework for river basin management that addresses the delays in implementation of measures. This requires a long-term perspective, far beyond the current deadline of 2027

    The Integrated system for Natural Capital Accounting (INCA) in Europe: twelve lessons learned from empirical ecosystem service accounting

    Open Access Article; Published online: 16 Sep 2022The Integrated system for Natural Capital Accounting (INCA) was developed and supported by the European Commission to test and implement the System of integrated Environmental and Economic Accounting – Ecosystem Accounting (SEEA EA). Through the compilation of nine Ecosystem Services (ES) accounts, INCA can make available to any interested ecosystem accountant a number of lessons learned. Amongst the conceptual lessons learned, we can mention: (i) for accounting purposes, ES should be clustered according to the existence (or not) of a sustainability threshold; (ii) the assessment of ES flow results from the interaction of an ES potential and an ES demand; (iii) the ES demand can be spatially identified, but for an overarching environmental target, this is not possible; ES potential and ES demand could mis-match; (iv) because the demand remains unsatisfied; (v) because the ES is used above its sustainability threshold or (vi) because part of the potential flow is missed; (vii) there can be a cause-and-effect relationship between ecosystem condition and ES flow; (viii) ES accounts can complement the SEEA Central Framework accounts without overlapping or double counting. Amongst the methodological lessons learned, we can mention: (ix) already exiting ES assessments do not directly provide ES accounts, but will likely need some additional processing; (x) ES cannot be defined by default as intermediate; (xi) the ES remaining within ecosystems cannot be reported as final; (xii) the assessment and accounting of ES can be undertaken throughout a fast track approach or more demanding modelling procedures
