    AbstractThe knapsack problem, maximize ÎŁmi = 1 cixi when ÎŁmi = 1 aixiâ©˝b for integers xiâ©ľ0, can be solved by the classical step-off algorithm. The algorithm develops a series of feasible solutions with ever-increasing objective values. We make a change in the problem so that the step-off algorithm produces a series of solutions of not necessarily increasing objective values. A point is reached when no better solutions can be found and the calculation is stopped

    A Proposal for Wired City Television

    This Article proposes that a national system of wired city television (WCTV), inexpensively interconnected, is the best avenue to more and more varied programs. Television would then have capacity and incentive to educate, inform, and entertain specialized interests as well as general interests and mass tastes. To put the matter as simply as possible, a system of wired city TV makes it possible to increase very greatly the number of operating channels available to almost all of the homes in the nation. The carriage of a television signal to the home from a local studio camera or tape machine then becomes far less expensive than now. Intercity connections would be accomplished as under present arrangements-microwave and cable-or could take advantage of the new satellite technology discussed by Leland Johnson. We try to show below that the great increase in availability of low-cost television channels would be a sufficient condition to insure significant increases in numbers of programs and diversity, and that other alternatives cannot accomplish this as well

    Protocol: Evaluating the impact of a nation-wide train-the-trainer educational initiative to enhance the quality of palliative care for children with cancer

    Background: There are identified gaps in the care provided to children with cancer based on the self-identified lack of education for health care professionals in pediatric palliative care and in the perceptions of bereaved parents who describe suboptimal care. In order to address these gaps, we will implement and evaluate a national roll-out of Education in Palliative and End-of-Life Care for Pediatrics (EPEC (R)-Pediatrics), using a 'Train-the-Trainer' model.Methods/design: In this study we are using a pre-post-test design and an integrated knowledge translation approach to assess the impact of the educational roll-out in four areas: 1) self-assessed knowledge of health professionals; 2) knowledge dissemination outcomes; 3) practice change outcomes; and 4) quality of palliative care. The quality of palliative care will be assessed using data from three sources: a) parent and child surveys about symptoms, quality of life and care provided; b) health record reviews of deceased patients; and c) bereaved parent surveys about end-of-life and bereavement care. After being trained in EPEC (R)-Pediatrics, 'Master Facilitators' will train 'Regional Teams' affiliated with 16 pediatric oncology programs in Canada. Each team will consist of three to five health professionals representing oncology, palliative care, and the community. Each team member will complete online modules and attend one of two face-to-face conferences, where they will receive training and materials to teach the EPEC (R)-Pediatrics curriculum to 'End-Users' in their region. Regional Teams will also choose a Tailored Implementation of Practice Standards (TIPS) Kit to guide implementation of a quality improvement project in their region; support will be provided via quarterly meetings with Co-Leads and via a listserv and webinars with other teams.Discussion: Through this study we aim to raise the level of pediatric palliative care education amongst health care professionals in Canada. Our study will be a significant step forward in evaluation of the impact of EPEC (R)-Pediatrics both on dissemination outcomes and on care quality at a national level. Based on the anticipated success of our project we hope to expand the EPEC (R)-Pediatrics roll-out to health professionals who care for children with non-oncological life-threatening conditions

    Asteroids Were Born Big

    How big were the first planetesimals? We attempt to answer this question by conducting coagulation simulations in which the planetesimals grow by mutual collisions and form larger bodies and planetary embryos. The size frequency distribution (SFD) of the initial planetesimals is considered a free parameter in these simulations, and we search for the one that produces at the end objects with a SFD that is consistent with asteroid belt constraints. We find that, if the initial planetesimals were small (e.g. km-sized), the final SFD fails to fulfill these constraints. In particular, reproducing the bump observed at diameter D~100km in the current SFD of the asteroids requires that the minimal size of the initial planetesimals was also ~100km. This supports the idea that planetesimals formed big, namely that the size of solids in the proto-planetary disk ``jumped'' from sub-meter scale to multi-kilometer scale, without passing through intermediate values. Moreover, we find evidence that the initial planetesimals had to have sizes ranging from 100 to several 100km, probably even 1,000km, and that their SFD had to have a slope over this interval that was similar to the one characterizing the current asteroids in the same size-range. This result sets a new constraint on planetesimal formation models and opens new perspectives for the investigation of the collisional evolution in the asteroid and Kuiper belts as well as of the accretion of the cores of the giant planets.Comment: Icarus (2009) in pres

    Human factors and missed solutions to Enigma design weaknesses

    The German World War II Enigma suffered from design weaknesses that facilitated its large-scale decryption by the British throughout the war. The author shows that the main technical weaknesses (self-coding and reciprocal coding) could have been avoided using simple contemporary technology, and therefore the true cause of the weaknesses is not technological but must be sought elsewhere. Specifically, human factors issues resulted in the persistent failure to seek out more effective designs. Similar limitations seem to beset the literature on the period, which misunderstands the Enigma weaknesses and therefore inhibits broader thinking about design or realising the critical role of human factors engineering in cryptography

    The six most essential questions in psychiatric diagnosis: A pluralogue part 2: Issues of conservatism and pragmatism in psychiatric diagnosis

    In face of the multiple controversies surrounding the DSM process in general and the development of DSM-5 in particular, we have organized a discussion around what we consider six essential questions in further work on the DSM. The six questions involve: 1) the nature of a mental disorder; 2) the definition of mental disorder; 3) the issue of whether, in the current state of psychiatric science, DSM-5 should assume a cautious, conservative posture or an assertive, transformative posture; 4) the role of pragmatic considerations in the construction of DSM-5; 5) the issue of utility of the DSM – whether DSM-III and IV have been designed more for clinicians or researchers, and how this conflict should be dealt with in the new manual; and 6) the possibility and advisability, given all the problems with DSM-III and IV, of designing a different diagnostic system. Part I of this article took up the first two questions. Part II will take up the second two questions. Question 3 deals with the question as to whether DSM-V should assume a conservative or assertive posture in making changes from DSM-IV. That question in turn breaks down into discussion of diagnoses that depend on, and aim toward, empirical, scientific validation, and diagnoses that are more value-laden and less amenable to scientific validation. Question 4 takes up the role of pragmatic consideration in a psychiatric nosology, whether the purely empirical considerations need to be tempered by considerations of practical consequence.
