    Examination of management models in the common fisheries policy

    This paper analyses the historical development of fisheries management systems within the framework of the Common Fisheries Policy (CFP): how resources are managed, how tasks are allocated by the Commission, and how quotas must be implemented. Early developments were based on the control of the fleet, aiming at the best compliance regarding catches by removing the overcapacity derived from the imbalance fleet/resources. The next developments focus on the allocation of national quotas and financial subsidies. Lastly, from the 2002 reform, the developments focus on managing the fishing effort according to the precautionary principle and the implementation of individual fishing rights. The document also deals with the different criteria implemented to strengthen this more and more open and competitive sector, with more liability for producers. Finally, the author places particular emphasis on how to establish the different positions related to decision-making processes all through the period from 1983 to 2009, mainly with regard to micromanagement and regionalisation of fisheries. These recommendations would mean a change of mentality in reference to the principles of the Common Fisheries Policy.peer-reviewe

    Maritime transport and trade : the impact of European transport policy. An overview of maritime freight transport patterns

    In order to unblock major transport routes and to ensure sustainable mobility, the changing of freight road to rail or maritime transport is an European Union objective. The increasing seaborne transport, the growing process of containerization and building an infrastructure for regular maritime lines and increasing Short Sea Shipping draws a scene with maritime sector of companies of major size, as a result, in many occasions, of mergers and acquisitions. These dynamics seems to draw a new stage, with more concentrated markets. In this paper we intend to make an approach to the levels of concentration of maritime transport in Europe, trying to find a possible connection between new market structure in the maritime transport sector and the new economic situation promoted by European Transport Policy rules.peer-reviewe

    Fibromyalgia: heterogeneity in personality and psychopathology and its implications

    The fibromyalgia syndrome (FM) is a chronic widespread pain condition whose etiology remains unknown and no treatment has satisfactory levels of success. A meta-analysis has identified a distinct Minnesota Multiphasic Personality Inventory-2 (MMPI-2) clinical profile between FM female patients and healthy controls, and differences between FM and other chronic pain condition with clear etiology have also been found. However, heterogeneity in this population has been suggested in several studies. We aim to assess clinical aspects in FM patients, based on personality psychopathology characteristics, in order to explore heterogeneity and the existence of core common aspects. In this cross-sectional study, a relatively homogeneous sample of 56 female FM patients (Mage = 45.95, SDage = 9.39) was assessed through MMPI-2. A K-Means cluster analysis identified two clusters, one (n = 24) with clinically significant levels in Negative Emotionality and Introversion scales. Subsequent MANOVAs identified important features of this cluster on several MMPI-2 dimensions. Moreover, several dimensions are clinically elevated in both clusters. In conclusion, the combination of psychopathological negative emotionality, interpersonal isolation, and low hedonic capacity, in a group of patients, has implications for the daily living and treatment of FM patients, and several core aspects of FM need to be addressed.info:eu-repo/semantics/acceptedVersio

    Sic1 plays a role in timing and oscillatory behaviour of B-type cyclins

    Budding yeast cell cycle oscillates between states of low and high cyclin-dependent kinase activity, driven by association of Cdk1 with B-type (Clb) cyclins. Various Cdk1-Clb complexes are activated and inactivated in a fixed, temporally regulated sequence, inducing the behaviour known as "waves of cyclins". The transition from low to high Clb activity is triggered by degradation of Sic1, the inhibitor of Cdk1-Clb complexes, at the entry to S phase. The G(1) phase is characterized by low Clb activity and high Sic1 levels. High Clb activity and Sic1 proteolysis are found from the beginning of the S phase until the end of mitosis. The mechanism regulating the appearance on schedule of Cdk1-Clb complexes is currently unknown. Here, we analyse oscillations of Clbs, focusing on the role of their inhibitor Sic1. We compare mathematical networks differing in interactions that Sic1 may establish with Cdk1-Clb complexes. Our analysis suggests that the wave-like cyclins pattern derives from the binding of Sic1 to all Clb pairs rather than from Clb degradation. These predictions are experimentally validated, showing that Sic1 indeed interacts and coexists in time with Clbs. Intriguingly, a sic1Delta strain looses cell cycle-regulated periodicity of Clbs, which is observed in the wild type, whether a SIC1-0P strain delays the formation of Clb waves. Our results highlight an additional role for Sic1 in regulating Cdk1-Clb complexes, coordinating their appearance

    The psychological impact of Covid-19 on front line nurses: a synthesis of qualitative evidence

    Caring for people with COVID-19 on the front line has psychological impacts for healthcare professionals. Despite the important psychological impacts of the pandemic on nurses, the qualitative evidence on this topic has not been synthesized. Our objective: To analyze and synthesize qualitative studies that investigate the perceptions of nurses about the psychological impacts of treating hospitalized people with COVID-19 on the front line. A systematic review of qualitative studies published in English or Spanish up to March 2021 was carried out in the following databases: The Cochrane Library, Medline (Pubmed), PsycINFO, Web of Science (WOS), Scopus, and CINHAL. The PRISMA statement and the Cochrane recommendations for qualitative evidence synthesis were followed. Results: The main psychological impacts of caring for people with COVID-19 perceived by nurses working on the front line were fear, anxiety, stress, social isolation, depressive symptoms, uncertainty, and frustration. The fear of infecting family members or being infected was the main repercussion perceived by the nurses. Other negative impacts that this review added and that nurses suffer as the COVID-19 pandemic progress were anger, obsessive thoughts, compulsivity, introversion, apprehension, impotence, alteration of space-time perception, somatization, and feeling of betrayal. Resilience was a coping tool used by nurses. Conclusions: Front line care for people with COVID-19 causes fear, anxiety, stress, social isolation, depressive symptoms, uncertainty, frustration, anger, obsessive thoughts, compulsivity, introversion, apprehension, impotence, alteration of space-time perception, somatization, and feeling of betrayal in nurses. It is necessary to provide front line nurses with the necessary support to reduce the psychological impact derived from caring for people with COVID-19, improve training programs for future pandemics, and analyze the long-term impacts.info:eu-repo/semantics/publishedVersio

    Nuevos restos de primates fósiles del Mioceno de Patagonia

    Se dan a conocer tres especímenes inéditos de primates fósiles de la Patagonia Argentina, depositados en el Muséum National D'Histoire Naturelle de París (colección Tournouër, años 1899 y 1902). Corresponden a una mandíbula parcial y dos molares superiores. Los datos de procedencia son limitados aunque atribuibles a sitios conocidos con registro de primates. La mandíbula proviene de río Coyle (Mioceno inferior tardío, Formación Santa Cruz, en la provincia homónima) y correspondería a Homunculus; de las zonas costeras entre el río Coyle y el Gallegos proceden varios especímenes asignados a Homunculus. Dicha mandíbula preserva parte de la rama izquierda con sus alvéolos, sínfisis completa y m1 izquierdo conservado, siendo posible adicionarla al repertorio de Homunculus, aunque ciertas características de la sínfisis muestran menor tamaño dentario anterior. Los restantes especímenes corresponden a dos molares superiores izquierdos, procedentes de Colhué Huapi.El único registro de primates provenientes del Colhué Huapi es Mazzonicebus, de los niveles colhuehuapenses de Gran Barranca (Mioceno inferior; Formación Sarmiento), en Chubut. Uno se identifica como un probable M1, casi indistinguible de MPEF-PV 5699 y del M1 de MPEF-PV 5347, ambos asignados a Mazzonicebus. El segundo molar es de menor tamaño, similar a MPEF-PV 5347, un M2 de Mazzonicebus, aunque presenta algunas diferencias: bucolingualmente es más ancho y el contorno oclusal es más triangular respecto a Mazzonicebus. Este nuevo registro da cuenta de cierta variabilidad morfológica en los molares superiores asignados a Mazzonicebus, algo que puede ya verificarse en la colección oportunamente descripta.Fil: Tejedor, Marcelo Fabian.     Juvenile Glyptodont (Mammalia, Cingulata) from the Miocene of Patagonia, Argentina: Insights into mandibular and dental characters

    The earliest complete glyptodonts (Glyptodontidae, Cingulata) found belong to the Propalaehoplophorinae from Santa Cruz Formation (late early Miocene, Burdigalian) in Patagonia, Argentina. Although several skulls and mandibles have been described from this formation, and assigned to five genera (Propalaehoplophorus Ameghino, Cochlops Ameghino, Asterostemma Ameghino, Eucinepeltus Ameghino, and Metopotoxus Ameghino), the fossil record and knowledge of juvenile specimens of glyptodonts are still poor. Here, we provide a detailed morphological description of a mandible of a juvenile propalaehoplophorinae glyptodont from the Santa Cruz Formation, using micro-computed tomography and scanning electron microscopy images.     A Single Nucleotide Polymorphism in the RASGRF2 Gene Is Associated with Alcoholic Liver Cirrhosis in Men

    Background Genetic polymorphisms in the RAS gene family are associated with different diseases, which may include alcohol-related disorders. Previous studies showed an association of the allelic variant rs26907 in RASGRF2 gene with higher alcohol intake. Additionally, the rs61764370 polymorphism in the KRAS gene is located in a binding site for the let-7 micro-RNA family, which is potentially involved in alcohol-induced inflammation. Therefore, this study was designed to explore the association between these two polymorphisms and susceptibility to alcoholism or alcoholic liver disease (ALD). Methods We enrolled 301 male alcoholic patients and 156 healthy male volunteers in this study. Polymorphisms were genotyped by using TaqMan® PCR assays for allelic discrimination. Allelic and genotypic frequencies were compared between the two groups. Logistic regression analysis was performed to analyze the inheritance model. Results The A allele of the RASGRF2 polymorphism (rs26907) was significantly more prevalent among alcoholic patients with cirrhosis (23.2%) compared to alcoholic patients without ALD (14.2%). This difference remained significant in the group of patients with alcohol dependence (28.8% vs. 14.3%) but not in those with alcohol abuse (15.1% vs. 14.4%). Multivariable logistic regression analysis showed that the A allele of this polymorphism (AA or GA genotype) was associated with alcoholic cirrhosis both in the total group of alcoholics (odds ratio [OR]: 2.33, 95% confidence interval [CI]: 1.32–4.11; P = 0.002) and in the group of patients with alcohol dependence (OR: 3.1, 95% CI: 1.50–6.20; P = 0.001). Allelic distributions of the KRAS polymorphism (rs61764370) did not differ between the groups. Conclusions To our knowledge, this genetic association study represents the first to show an association of the RASGRF2 G>A (rs26907) polymorphism with ALD in men, particularly in the subgroup of patients with AD.
