PP-CDS. Pactos y alternativas de gobierno del centro-derecha en 1989

El artículo trata de explicar los llamados pactos de centro-derecha, llevados a cabo entre una fuerza política emergente tras su refundación y otra que se hallaba en declive tras haber desarrollado tareas de gobierno a nivel nacional. Para ello, centraremos nuestro estudio en el porque de los pactos, el momento en el que se efectuaron, los actores intervinientes, las condiciones que se establecieron, los Ayuntamientos y CC. AA que se vieron afectadas (haciendo especial hincapié en el caso de Madrid). Analizaremos, además, los efectos de los pactos desde dos perspectivas temporales: a corto plazo, donde los pactos no obtuvieron los resultados esperados para ambas formaciones, al ver como se desvanecían su expectativas electorales en las Europeas de 1989; y a largo plazo, intentando determinar quién fue el gran beneficiado, que no fue otro que el PP, al lograr instaurarse como la fuerza dominante del espectro del centro-derecha, estrategia perseguida desde su refundación, y que haya su plasmación en un primer momento en las elecciones generales de 1989, pero sobre todo a raíz de las autonómicas y municipales de 1991.The purpose of this article is to explain the so called «centre-right» agreements between some political force arisen after its re-foundation and another which is declining after developing governing tasks at a national level. To achieve this, we will concentrate our research in finding out why these agreements are made, the timing they are concerted, the intervening parties, the conditions established at the time, the City Halls and Autonomic Communities involved (making special emphasis in the City Halls of Madrid). We will also analyses the outcome of these agreements viewed from two temporal perspectives: at short term, as the agreements did not rendered the desired effects to both parties at the 1989 European elections; and at long term, trying to determine who gained most advantage, which in this case was the Partido Popular (Party of the People PP), which successfully installed itself as the dominating force of the «centre-right». It should be mentioned that the PP pursued this strategy from its very re-foundation, and finds its implementation at the start of the general elections in 1989, but mostly at the initiation of the municipalities and autonomics in 1991

El perfil sociológico de las diputadas del Grupo Parlamentario Popular en el Congreso de los Diputados (1986-2008)

En el artículo, se analiza el perfil sociológico de las diputadas nacionales del PP y se comparan con sus compañeras del Grupo Parlamentario Socialista. Por lo tanto, podremos exponer las características que presentan las mujeres del mayor partido de la derecha española, y así averiguar si siguen el mismo patrón que el de las socialistas. De esta manera, podremos demostrar que esta organización política, a pesar de no contar con un sistema de cuotas para garantizar la incorporación de la mujer, ha optado por la integración femenina de forma deliberada y planificada. No obstante, para verificar estos datos, se han analizado las siguientes variables: la composición de los grupos parlamentarios, y la edad, el nivel educativo, la ocupación, la experiencia en el partido y en los cargos públicos de los miembros de ambas organizaciones políticas.The article analyzes the sociological profile of the female national deputies of the Popular Party (PP) and compares it with their counterparts of the Socialist Parliamentary Group. As a result, we will explore the characteristics that present the women of the biggest party of the Spanish Right, and thereby find out if they follow the same pattern as the Socialists. Thus, we show that this political organization, despite of not having a quota system to ensure the incorporation of women, has opted for their integration in a deliberate and planned manner. However, to verify these data we have analyzed the following variables: the composition of the parliamentary groups, as well as age, educational level, occupation, experience in party and public offices of the Members of both political organizations

La Externalización de la Formación Ocupacional en la Comunidad de Madrid 2002/2003

As training is essential for coping with the changes taking place in today’s society, especially in the labor market, this article analyzes the map of actors involved in vocational training programs implemented in the Community of Madrid. It seeks to identify which actors are involved, and to show that the Community’s administation has opted for outsourcing many of these programs. It concludes with an evaluation of the policy, it’s benefits and deficiencies, as an element of new public management.Considerando que la formación profesional es un factor esencial para hacer frente a los cambios que se están produciendo en la sociedad actual en este artículo se analiza, el mapa de actores que participan en las acciones de formación ocupacional implantadas en la Comunidad de Madrid. Se busca determinar que actores participan, y así, comprobar cómo dicha administración ha optado por externalizar la ejecución de gran parte de estas acciones. Por último se presenta un balance sobre la gestión externalizada, sus aportes y sus deficiencias como nueva forma de la gestión pública

This article analyzes the results of European elections held on June 7, 2009, this will take into account variables such as the power of the European Parliament, European identity, the nature of these elections and how each has voted one of the 27 Member States of the European Union. And all this for understanding the results of these elections in all its dimensions, so as to determine the true role played by Parliament in the institutional framework of the European Union.En este artículo se analizan los resultados de las elecciones europeas celebradas el 7 de junio de 2009, para ello, se tendrá en cuenta variables como el poder que tiene el Parlamento Europeo, la identidad europea, el carácter de estos comicios y cómo ha votado cada uno de los 27 Estados miembros de la Unión Europea. Y todo ello para comprender los resultados de estas elecciones en toda su dimensión, y así poder determinar el verdadero papel que juega el Parlamento Europeo en el entramado institucional de la Unión Europea

Institutes of public administration in Spain: training programs for public employees

Public administration has always shown some concern about the training of public officials. This is the reason that this article provides a review of the training plans for 2004 at five Institutes of Public Administration in Spain, but only reference is made to the five following variables: characteristics, timing, target audience, requirements, and selection, and the subjects of the training activities. The SPSS software enabled us to corelate these variables and identify the current training policy of these institutions. In turn, it also allowed us to establish whether there is some sort of connection with an attempt of modernization and professionalization or this policy has been scheduled without a clear objective.

Les sources de financement légal et illégal des groupes terroristes d´aujourd´hui

En el artículo se analizan como se financian en el mundo actual los grupos terroristas, como logran transferir ese dinero y que medidas se han adoptado para prevenir y bloquear estas fuentes de financiación legales e ilegales. Tal vez, este punto sea uno de los menos estudiados por los especialistas en la materia, pero resulta de vital importancia, porque las organizaciones terroristas, como las demás organizaciones, necesitan de una serie de recursos para mantenerse y desarrollar sus actividades, de ahí que sea fundamental conocer como se financian estos grupos para poder combatirles y ponerles coto.Dans cet article on analysera comment sont financés dans le monde actuel les groupes terroristes, comment font-ils pour transférer cet argent et quelles sont les mesures qu’on a adopté pour prévoir et bloquer ces sources de financement légal et illégal. Peut-être, ce point est l’un de moins étudiés par les spécialistes en la matière, mais il s'avère d'importance vitale, puis que les organisations terroristes, comme les autres organisations, ont besoin d'une série de ressources pour être maintenues et pour développer leurs activités; il s'ensuit qu'il est fondamental de connaître comme on finance ces groupes pour pouvoir les combattre et leur mettre limite

The quality of participatory processes in the urban redevelopment policy of Madrid City Council

The local sphere is the participatory space par excellence. However, there are few academic studies on citizen participation in urban polities, and even less on the quality of participatory mechanisms. This article analyses two participatory processes of urban reorganisation led by the City of Madrid, based on the development of an analytical framework designed to evaluate its quality, with the objective of knowing which initiative enjoys the higher quality, and of proposing a series of recommendations that would contribute to ensuring the successful development of these processes

A Study of Party Discipline in the Spanish Congress of Deputies

En este artículo se examinan las relaciones que mantienen en España, los partidos políticos, grupos parlamentarios y diputados en el Congreso de los Diputados, con el objetivo de medir el grado la disciplina existente. Pero, a diferencia de otros estudios que se han efectuado sobre esta cuestión, el análisis no se va a limitar a explorar las medidas disciplinarias de manera descriptiva, sino que, además, se van ofrecer otro tipo de herramientas de carácter cuantitativo que sirven para evaluar el grado de disciplina. Gracias a ello, se obtendrá una información crucial sobre cuál es la naturaleza de la disciplina, cuáles son los beneficios y los costos que tienen para los parlamentarios actuar colectiva o individualmente, qué factores inciden en los niveles de cohesión y disciplina, además de cómo se pueden determinar los mismos.This paper analyses relations between political parties, parliamentary groups, and members of the Chamber of Deputies, with the aim of measuring the extent of existing party discipline. Unlike other studies that have examined this issue, the current analysis is not limited to descriptive discussions of disciplinary measures, but uses quantitative tools in order to assess the extent of parliamentary discipline. As a result, we obtain crucial information on the nature of party discipline, the costs and benefits that parliamentarians face when acting individually versus collectively, and the factors that affect levels of cohesion and discipline and how we determine them

The relationship between the Government and the Congress of Deputies in Spain (1989-2019)

El objetivo de este artículo es analizar las relaciones entre el Legislativo y el Ejecutivo en España tanto en Gobiernos mayoritarios como en Gobiernos minoritarios. Para ello, se han estudiado el control del Parlamento al Ejecutivo, la actividad legislativa y la producción legislativa. De esta manera, se podrá determinar la relación que se produce entre el Ejecutivo y el Legislativo en función de estos aspectos, pero también qué factores pueden condicionarla.The goal of this article is to analyse the relationship between Legislative and Executive powers in Spain, both in majority and minority Governments. For that purpose, we study the control of the Parliament over the Executive, Legislative activity, and legislative production.
