    Gestão do Fundo de Investimento em Recursos Hídricos do Estado do Rio Grande do Sul

    Em um cenário de crescente degradação dos recursos hídricos e em face da fragilidade do suporte financeiro, para custeio e investimentos na área, que poderia contribuir para a melhora e efetiva implantação do Sistema Nacional de Recursos Hídricos, previu se a criação de fundos estaduais. Os fundos estaduais de recursos hídricos são fundos financeiros atrelados à política pública específica para a gestão das águas e sua principal função é dar o suporte financeiro para a execução da Política de Recursos Hídricos. Deste modo, o presente estudo teve por escopo analisar o Fundo de Investimento em Recursos Hídrico do estado do Rio Grande do Sul, desde a concepção, funcionamento e a aplicação dos recursos financeiros para a melhoria de qualidade dos recursos hídricos do Estado. A fim de alcançar o objetivo proposto, a metodologia foi dividida em três etapas: a) levantamento legislativo, considerando a Constituição Federal, leis federais e estaduais e na bibliográfica sobre os fundos de recursos hídricos (marco legal e institucional, além da análise de trabalhos semelhantes ao tema em estudo); b) a coleta de informações pertinentes à criação dos fundos estaduais de recursos hídricos, a forma de implementação e o seu funcionamento e, c) análise dos dados disponíveis (período de 2013 a 2017) do Fundo de Investimento em Recursos Hídricos do Estado do Rio Grande do Sul. Com o desenvolvimento desta pesquisa foi possível identificar pontos críticos que fragilizam o sistema estadual, relacionados aos procedimentos que envolvem a aplicação dos recursos que compõem o Fundo Estadual. Os resultados gerados indicam inúmeras barreiras que comprometem a situação hídrica do Estado. Considerando os resultados obtidos foi possível concluir que não há insuficiência de recursos financeiros para a efetiva implantação da Política Estadual de Recursos Hídricos e o cumprimento aos princípios e diretrizes insculpidos na Lei nº 10.350/94. Verificou se uma série de problemas de governança e de gestão do Fundo de Investimento de Recursos Hídricos, além de infringência de normas de administração financeira.In a scenario of increasing degradation of water resources and in view of the fragility of financial support, for funding and investments in the area, which could contribute to the improvement and effective implementation of the National Water Resources System, provision was made for the creation of state funds. State water resources funds are financial funds linked to specific public policy for water management and their main function is to provide financial support for the execution of the Water Resources Policy. Thus, the present study aimed to analyze the Water Resources Investment Fund of the state of Rio Grande do Sul, from the conception, operation, and application of financial resources to improving the quality of water resources in the State. In order to achieve the proposed objective, the methodology was divided into three stages: a) legislative survey, considering the Federal Constitution, federal and state laws and the bibliography on water resources funds (legal and institutional framework, in addition to the analysis of works similar to the topic under study); b) the collection of information pertinent to the creation of state water resources funds, the form of implementation and their operation and, c) analysis of the available data (period from 2013 to 2017) of the Water Resources Investment Fund of the state of Rio Grande do Sul. With the development of this research it was possible to identify critical points that weaken the state system, related to the procedures that involve the application of the resources that make up the State Fund. The results generated indicate numerous barriers that compromise the state's water situation. Considering the results obtained, it was possible to conclude that there are not insufficient financial resources for the effective implementation of the State Water Resources Policy and compliance with the principles and guidelines provided for in Law nº 10.350/94.     A Special-Purpose Architecture for Solving the Breakpoint Median Problem

    In this paper, we describe the design for a co-processor for whole-genome phylogenetic reconstruction. Our current design performs a parallelized breakpoint median computation, which is an expensive component of the overall application. When implemented on a field-programmable gate array (FPGA), our hardware breakpoint median achieves a maximum speedup of 1005times over software. When the coprocessor is used to accelerate the entire reconstruction procedure, we achieve a maximum application speedup of 417times. The results in this paper suggest that FPGA-based acceleration is a promising approach for computationally expensive phylogenetic problems, in spite of the fact that the involved algorithms are based on complex, control-dependent combinatorial optimization

    Contribuir en la construcción del marco teórico y el estado del arte desde diferentes enfoques en torno a la adopción de NNA por parejas del mismo sexo, enfocado a ampliar la cobertura de la política pública, implementando instrumentos que permitan aportar para solucionar el conflicto.El presente proyecto integrador de especialización en gerencia social se basa en aportar a la descripción documental en cuatro fases sobre el tema de la adopción de niños, niñas y adolescentes (NNA) por parejas homosexuales en Colombia; esto con el fin de Contribuir en la construcción del marco teórico y el estado del arte desde diferentes enfoques en torno a la adopción de NNA por parejas del mismo sexo, enfocado a ampliar la cobertura de la política pública, implementando instrumentos de la gerencia social que permitan aportar para solucionar el conflicto, también se puede evidenciar en el proyecto una descripción del proceso de adopción con el Instituto Colombiano de Bienestar Familiar, las generalidades de la adopción y el paso a paso de cómo realizar esta solicitud. El clima organizacional que tiene la empresa es muy bueno, donde no solo se involucra a los trabajadores, clientes, sino a la comunidad en general, se valora las diferencias, se fortalece un estilo de vida saludable, promoviendo el bienestar integral de los empleados y familias. También el respeto y la equidad. Also respect and fairness. Undoubtedly there are things to improve within the company, but changes are being adopted aimed at improving the working and social conditions of each of the employees

    Assessment of α-Synuclein Secretion in Mouse and Human Brain Parenchyma

    Genetic, biochemical, and animal model studies strongly suggest a central role for α-synuclein in the pathogenesis of Parkinson's disease. α-synuclein lacks a signal peptide sequence and has thus been considered a cytosolic protein. Recent data has suggested that the protein may be released from cells via a non-classical secretory pathway and may therefore exert paracrine effects in the extracellular environment. However, proof that α-synuclein is actually secreted into the brain extracellular space in vivo has not been obtained. We developed a novel highly sensitive ELISA in conjugation with an in vivo microdialysis technique to measure α-synuclein in brain interstitial fluid. We show for the first time that α-synuclein is readily detected in the interstitial fluid of both α-synuclein transgenic mice and human patients with traumatic brain injury. Our data suggest that α-synuclein is physiologically secreted by neurons in vivo. This interstitial fluid pool of the protein may have a role in the propagation of synuclein pathology and progression of Parkinson's disease

    A peptide nucleic acid (PNA)-DNA ferrocenyl intercalator for electrochemical sensing

    A ferrocenyl intercalator was investigated to develop an electrochemical DNA biosensor employing a peptide nucleic acid (PNA) sequence as capture probe. After hybridization with single strand DNA sequence, a naphthalene diimide intercalator bearing ferrocene moieties (FND) was introduced to bind with the PNA-DNA duplex and the electrochemical signal of the ferrocene molecules was used to monitor the DNA recognition.Electrochemical impedance spectroscopy was used to characterize the different modification steps. Differential pulse voltammetry was employed to evaluate the electrochemical signal of the FND intercalator related to its interaction with the complementary PNA-DNA hybrid. The ferrocene oxidation peaks were utilised for the target DNA quantification.The developed biosensor demonstrated a good linear dependence of FND oxidation peak on DNA concentration in the range 1 fM to 100 nM of target DNA, with a low detection limit of 11.68 fM. Selectivity tests were also investigated with a non-complementary DNA sequence, indicating that the FND intercalator exhibits a selective response to the target PNA-DNA duplex

    Genetic and epidemiological aspects of implantation defects : Studies on recurrent miscarriage, preeclampsia and oocyte donation

    Implantation requires complex molecular and cellular events involving coagulation, angiogenesis and immunological processes that need to be well regulated for a pregnancy to establish and progress normally.  The overall aim of this thesis was to study different models associated with atypical angiogenesis, impaired implantation and/or placentation, such as recurrent miscarriage (RM), oocyte donation (OD) and preeclampsia. Histidine-rich glycoprotein (HRG), a serum protein with angiogenic potential has been previously shown to have an impact on implantation and fertility.  In two retrospective case-control studies, women suffering from RM (Study I) and gestational hypertensive disorders (GHD) (Study IV) have been compared to healthy control women, regarding carriership of HRG genotypes (HRG A1042G and C633T SNP, respectively).  According to the findings of this thesis, heterozygous carriers of the HRG A1042G SNP suffer from RM more seldom than homozygous carriers (Study I).  Additionally, the presence of the HRG 633T allele was associated with increased odds of GHD (GHD IV).  Studies II and III comprised a national cohort of relatively young women with optimal health status conceiving singletons with donated oocytes versus autologous oocytes (spontaneously or via IVF).  We explored differences in various obstetric (Study II) and neonatal (Study III) outcomes from the Swedish Medical Birth Register.  Women conceiving with donated oocytes had a higher risk of GHD, induction of labor and cesarean section, as well as postpartum hemorrhage and retained placenta, when compared to autologously conceiving women.  OD infants had higher odds of prematurity and lower birthweight and length when born preterm, compared to neonates from autologous oocytes.  With regard to the indication of OD treatment, higher intervention but neverthelss favourable neonatal outcomes were observed in women with diminished ovarian reserve; the risk of GHD did not differ among OD recipients after adjustment. In conclusion, HRG genetic variation appears to contribute to placental dysfunction disorders.  HRG is potential biomarker that may contribute in the prediction of the individual susceptibility for RM and GHD.  Regarding OD in Sweden, the recipients-despite being of optimal age and health status- need careful preconceptional counselling and closer prenatal monitoring, mainly due to increased prevalence of hypertensive disorders and prematurity
