    China and the Fifth Estate: Net Delusion or Democratic Potential?

    Arguably, liberal democratic societies are seeing the emergence of a ‘Fifth Estate’ that is being enabled by the Internet. This new organizational form is comparable to, but potentially more powerful than, the Fourth Estate, which developed as a significant force in an earlier period with an independent press and other mass media. While the significance of the press and the Internet to democratic governance is questioned in all societies, there is particular skepticism of their relevance outside the most liberal democratic regimes, which have a relatively free press and more pluralistic political systems, such as in North America and West Europe. Nevertheless, there have been vivid examples of where networked individuals have appeared to assert greater communicative power in the politics of governance, the media and everyday life, even in non-liberal democratic regimes, such as Hong Kong, and in some cases, China. This potential points to the need for more systematic empirical research in a wider variety of economic and political settings worldwide, particularly in states in which the Internet might offer a potential for more democratic governance and greater accountability of government controlled media. This paper examines cases in which networked individuals in China used the Internet to hold governmental and press institutions more accountable. The cases provide support for the relevance of the Fifth Estate concept in China, and also illuminates the process – showing how the Internet can be used to empower networked individuals in more autocratic regimes

    Electromagnetically induced transparency in superconducting quantum circuits : Effects of decoherence, tunneling and multi-level cross-talk

    We explore theoretically electromagnetically-induced transparency (EIT) in a superconducting quantum circuit (SQC). The system is a persistent-current flux qubit biased in a Λ\Lambda configuration. Previously [Phys. Rev. Lett. 93, 087003 (2004)], we showed that an ideally-prepared EIT system provides a sensitive means to probe decoherence. Here, we extend this work by exploring the effects of imperfect dark-state preparation and specific decoherence mechanisms (population loss via tunneling, pure dephasing, and incoherent population exchange). We find an initial, rapid population loss from the Λ\Lambda system for an imperfectly prepared dark state. This is followed by a slower population loss due to both the detuning of the microwave fields from the EIT resonance and the existing decoherence mechanisms. We find analytic expressions for the slow loss rate, with coefficients that depend on the particular decoherence mechanisms, thereby providing a means to probe, identify, and quantify various sources of decoherence with EIT. We go beyond the rotating wave approximation to consider how strong microwave fields can induce additional off-resonant transitions in the SQC, and we show how these effects can be mitigated by compensation of the resulting AC Stark shifts

    Abstract: This paper provides a case study of the changing patterns of news production and consumption in the UK that are being shaped by the Internet and related social media. Theoretically, this focus addresses concern over whether the Internet is undermining the Fourth Estate role of the press in liberal democratic societies. The case study draws from multiple methods, including survey research of individuals in Britain from 2003-2011, analysis of log files of journalistic sites, and interviews with journalists. Survey research shows a step-jump in the use of online news since 2003 but a levelling off since 2009. However, the apparent stability in news consumption masks the growing role of social network sites. The analyses show that the Fourth Estate -the institutional news media -is using social media to enhance their role in news production and dissemination. However, networked individuals have used social media to source and distribute their own information in ways that achieve a growing independence from the Fourth Estate journalism. As more information moves online and individuals become routinely linked to the Internet, an emerging Fifth Estate, built on the activities of networked individuals sourcing and distributing their own information, is developing a synergy with the Fourth Estate as each builds on and responds to the other in this new news ecology. Comparative data suggests that this phenomenon is likely to characterize the developing news ecology in other liberal democratic societies as well, but more comparative research is required to establish the validity of this model

    Thoughts and acts of self-harm, and suicidal ideation, in online gamblers

    Gambling problems have been linked to suicidal ideation and enhanced risk of suicide attempts. However, we know very little about the factors associated with either thoughts or acts of self-harm amongst people who gamble. A web-based study of 4125 online gamblers (79% males; mean age 35.5 years), analysed using hierarchical multiple regression, revealed that self-reported non-gambling-related self-harm was negatively related to age and marital status, and positively related to problematic alcohol use. Self-reported acts of self-harm both related and unrelated to gambling were associated with drug misuse. Thoughts and acts of gambling-related self-harm were associated with problem gambling, gambling involvement and parental problem gambling. All types of self-harm were associated with mood disorder symptoms, unemployment and certain gambling motivations. When tailoring assessment and interventions for individuals at risk for gambling-related deliberate self-harm, it is important to recognize that contributory factors may include some that differ from those for deliberate self-harm in general, and that there is potential value in evaluating gambling involvement and motivations, and history of parental gambling.supported by the Responsibility in Gambling Trust and the Economic and Social Research Council under grant number 164-25-000

    Setting Priorities for Space Research: Opportunities and Imperatives

    This report represents the first phase of a study by a task group convened by the Space Studies Board to ascertain whether it should attempt to develop a methodology for recommending priorities among the various initiatives in space research (that is, scientific activities concerned with phenomena in space or utilizing observations from space). The report argues that such priority statements by the space research community are both necessary and desirable and would contribute to the formulation and implementation of public policy. The report advocates the establishment of priorities to enhance effective management of the nation's scientific research program in space. It argues that scientific objectives and purposes should determine how and under what circumstances scientific research should be done. The report does not take a position on the controversy between advocates of manned space exploration and those who favor the exclusive use of unmanned space vehicles. Nor does the report address questions about the value or appropriateness of Space Station Freedom or proposals to establish a permanent manned Moon base or to undertake a manned mission to Mars. These issues lie beyond the charge to the task group

    We outline the aims and progress to date of the National Centre for e-Social Science e-Infrastructure project. We examine the challenges faced by the project, namely in ensuring outputs are appropriate to social scientists, managing the transition from research projects to service and embedding software and data within a wider infrastructural framework. We also provide pointers to related work where issues which have ramifications for this and similar initiatives are being addressed

    The PMIP4 contribution to CMIP6 – Part 2: two interglacials, scientific objective and experimental design for Holocene and last interglacial simulations

    Two interglacial epochs are included in the suite of Paleoclimate Modeling Intercomparison Project (PMIP4) simulations in the Coupled Model Intercomparison Project (CMIP6). The experimental protocols for Tier 1 simulations of the mid-Holocene (midHolocene, 6000 years before present) and the Last Interglacial (lig127k, 127,000 years before present) are described here. These equilibrium simulations are designed to examine the impact of changes in orbital forcing at times when atmospheric greenhouse gas levels were similar to those of the preindustrial period and the continental configurations were almost identical to modern. These simulations test our understanding of the interplay between radiative forcing and atmospheric circulation, and the connections among large-scale and regional climate changes giving rise to phenomena such as land-sea contrast and high-latitude amplification in temperature changes, and responses of the monsoons, as compared to today. They also provide an opportunity, through carefully designed additional CMIP6 Tier 2 and Tier 3 sensitivity experiments of PMIP4, to quantify the strength of atmosphere, ocean, cryosphere, and land-surface feedbacks. Sensitivity experiments are proposed to investigate the role of freshwater forcing in triggering abrupt climate changes within interglacial epochs. These feedback experiments naturally lead to a focus on climate evolution during interglacial periods, which will be examined through transient experiments. Analyses of the sensitivity simulations will also focus on interactions between extratropical and tropical circulation, and the relationship between changes in mean climate state and climate variability on annual to multi-decadal timescales. The comparative abundance of paleoenvironmental data and of quantitative climate reconstructions for the Holocene and Last Interglacial make these two epochs ideal candidates for systematic evaluation of model performance, and such comparisons will shed new light on the importance of external feedbacks (e.g., vegetation, dust) and the ability of state-of-the-art models to simulate climate changes realistically
