Why Local Party Leaders Don't Support Nominating Centrists
Would giving party leaders more influence in primary elections in the United States decrease elite polarization? Some scholars have argued that political party leaders tend to support centrist candidates in the hopes of winning general elections. In contrast, the authors argue that many local party leaders - especially Republicans - may not believe that centrists perform better in elections and therefore may not support nominating them. They test this argument using data from an original survey of 1,118 county-level party leaders. In experiments, they find that local party leaders most prefer nominating candidates who are similar to typical co-partisans, not centrists. Moreover, given the choice between a more centrist and more extreme candidate, they strongly prefer extremists: Democrats do so by about 2 to 1 and Republicans by 10 to 1. Likewise, in open-ended questions, Democratic Party leaders are twice as likely to say they look for extreme candidates relative to centrists; Republican Party leaders are five times as likely. Potentially driving these partisan differences, Republican leaders are especially likely to believe that extremists can win general elections and overestimate the electorate's conservatism by double digits
Broad cross-national public support for accelerated COVID-19 vaccine trial designs.
A vaccine for COVID-19 is urgently needed. Several vaccine trial designs may significantly accelerate vaccine testing and approval, but also increase risks to human subjects. Concerns about whether the public would see such designs as ethical represent an important roadblock to their implementation; accordingly, both the World Health Organization and numerous scholars have called for consulting the public regarding them. We answered these calls by conducting a cross-national survey (n = 5920) in Australia, Canada, Hong Kong, New Zealand, South Africa, Singapore, the United Kingdom, and the United States. The survey explained key differences between traditional vaccine trials and two accelerated designs: a challenge trial or a trial integrating a Phase II safety and immunogenicity trial into a larger Phase III efficacy trial. Respondents' answers to comprehension questions indicate that they largely understood the key differences and ethical trade-offs between the designs from our descriptions. We asked respondents whether they would prefer scientists to conduct traditional trials or one of these two accelerated designs. We found broad majorities prefer for scientists to conduct challenge trials (75%) and integrated trials (63%) over standard trials. Even as respondents acknowledged the risks, they perceived both accelerated trials as similarly ethical to standard trial designs. This high support is consistent across every geography and demographic subgroup we examined, including vulnerable populations. These findings may help assuage some of the concerns surrounding accelerated designs
Path-Breakers: How Does Women's Political Participation Respond to Electoral Success?
This paper analyzes the effect of a woman's electoral victory on women's subsequent political participation. Using the regression discontinuity afforded by close elections between women and men in India's state elections, we find that a woman winning office leads to a large and significant increase in the share of female candidates from major political parties in the subsequent election. This stems mainly from an increased probability that previous women candidates contest again, an important margin in India where a substantial number of incumbents do not contest re-election. There is no significant entry of new female candidates, no change in female or male voter turnout and no spillover effects to neighboring areas. Further analysis points to a reduction in party bias against women candidates as the main mechanism driving the observed increase in women's candidacy
Making Research Data Accessible
This chapter argues that these benefits will accrue more quickly, and will be more significant and more enduring, if researchers make their data “meaningfully accessible.” Data are meaningfully accessible when they can be interpreted and analyzed by scholars far beyond those who generated them. Making data meaningfully accessible requires that scholars take the appropriate steps to prepare their data for sharing, and avail themselves of the increasingly sophisticated infrastructure for publishing and preserving research data. The better other researchers can understand shared data and the more researchers who can access them, the more those data will be re-used for secondary analysis, producing knowledge. Likewise, the richer an understanding an instructor and her students can gain of the shared data being used to teach and learn a particular research method, the more useful those data are for that pedagogical purpose. And the more a scholar who is evaluating the work of another can learn about the evidence that underpins its claims and conclusions, the better their ability to identify problems and biases in data generation and analysis, and the better informed and thus stronger an endorsement of the work they can offer
Impact Metrics
Virtually every evaluative task in the academy involves some sort of metric (Elkana et al. 1978; Espeland & Sauder 2016; Gingras 2016; Hix 2004; Jensenius et al. 2018; Muller 2018; Osterloh and Frey 2015; Todeschini & Baccini 2016; Van Noorden 2010; Wilsdon et al. 2015). One can decry this development, and inveigh against its abuses and its over-use (as many of the foregoing studies do). Yet, without metrics, we would be at pains to render judgments about scholars, published papers, applications (for grants, fellowships, and conferences), journals, academic presses, departments, universities, or subfields. Of course, we also undertake to judge these issues ourselves through a deliberative process that involves reading the work under evaluation. This is the traditional approach of peer review. No one would advocate a system of evaluation that is entirely metric-driven. Even so, reading is time-consuming and inherently subjective; it is, after all, the opinion of one reader (or several readers, if there is a panel of reviewers). It is also impossible to systematically compare these judgments. To be sure, one might also read, and assess, the work of other scholars, but this does not provide a systematic basis for comparison – unless, that is, a standard metric(s) of comparison is employed. Finally, judging scholars through peer review becomes logistically intractable when the task shifts from a single scholar to a large group of scholars or a large body of work, e.g., a journal, a department, a university, a subfield, or a discipline. Replication data for: Distorted Communication, Unequal Representation: Constituents Communicate Less To Representatives Not Of Their Race
Communications from constituents strongly shape the representation politicians provide. However, if politicians hear less from some constituents than others, unequal communication may lead to unequal representation. In this paper I present a field experiment demonstrating that constituents are less likely to communicate to representatives not of their race. The experiment exploited electoral rules in Maryland, where several multi-member districts have both black and white representatives. I provided 8,829 residents of such districts an opportunity to communicate to one of their actual representatives, whose race I randomized. Both blacks and whites were markedly less likely to communicate to their representatives not of their race. These results imply that politicians receive racially distorted communication, hearing disproportionately infrequently from constituents unlike them. The fact that most racial minorities have white representatives may thus help explain minorities’ lower propensity to communicate to their representatives and, in turn, the diminished substantive representation minorities typically receive
