Worldwide time and frequency synchronization by planned VLBI networks
Accurate baseline determinations and clock synchronization results obtained from the Quasar Patrol observations at X band with the Goldstone-Haystack baseline are presented. In addition, data from stations at Greenbank, West Virginia, and Onsala, Sweden were used. It was estimated that clock accuracy was on the order of 16 cm
Electric field induced charge noise in doped silicon: ionization of phosphorus donors
We report low frequency charge noise measurement on silicon substrates with
different phosphorus doping densities. The measurements are performed with
aluminum single electron transistors (SETs) at millikelvin temperatures where
the substrates are in the insulating regime. By measuring the SET Coulomb
oscillations, we find a gate voltage dependent charge noise on the more heavily
doped substrate. This charge noise, which is seen to have a 1/f spectrum, is
attributed to the electric field induced tunneling of electrons from their
phosphorus donor potentials.Comment: 4 page, 3 figure
Probabilistic Quantum Control Via Indirect Measurement
The most basic scenario of quantum control involves the organized
manipulation of pure dynamical states of the system by means of unitary
transformations. Recently, Vilela Mendes and Mank'o have shown that the
conditions for controllability on the state space become less restrictive if
unitary control operations may be supplemented by projective measurement. The
present work builds on this idea, introducing the additional element of
indirect measurement to achieve a kind of remote control. The target system
that is to be remotely controlled is first entangled with another identical
system, called the control system. The control system is then subjected to
unitary transformations plus projective measurement. As anticipated by
Schrodinger, such control via entanglement is necessarily probabilistic in
nature. On the other hand, under appropriate conditions the remote-control
scenario offers the special advantages of robustness against decoherence and a
greater repertoire of unitary transformations. Simulations carried out for a
two-level system demonstrate that, with optimization of control parameters, a

The prevalence of metabolic syndrome amongst patients with severe mental illness in the community in Hong Kong--a cross sectional study
Background: Patients with severe mental illness are at increased risk of developing metabolic disorders. The risk of metabolic syndrome in the Hong Kong general population is lower than that observed in western countries; however the prevalence of metabolic syndrome in patients with severe mental illness in Hong Kong is unknown. Method: This cross-sectional study aimed to estimate the prevalence of metabolic syndrome in patients with severe mental illness in Hong Kong and to identify the relationships between metabolic syndrome and socio-demographic, clinical and lifestyle factors. Results: A total of 139 patients with a diagnosis of severe mental illness participated in the study. The unadjusted prevalence of metabolic syndrome was 35%. The relative risk of metabolic syndrome in comparison with the general Hong Kong population was 2.008 (95% CI 1.59-2.53, p < 0.001). In a logistic regression model sleep disruption and being prescribed first generation antipsychotics were significantly associated with the syndrome, whilst eating less than 3 portions of fruit/vegetables per day and being married were weakly associated. Conclusion The results demonstrate that metabolic syndrome is highly prevalent and that physical health inequalities in patients with severe mental illness in Hong Kong are similar to those observed in western countries. The results provide sufficient evidence to support the need for intervention studies in this setting and reinforce the requirement to conduct regular physical health checks for all patients with severe mental illness
Systematic challenges for future gravitational wave measurements of precessing binary black holes
The properties of precessing, coalescing binary black holes are presently
inferred through comparison with two approximate models of compact binary
coalescence. In this work we show these two models often disagree substantially
when binaries have modestly large spins () and modest mass ratios
(). We demonstrate these disagreements using standard figures of
merit and the parameters inferred for recent detections of binary black holes.
By comparing to numerical relativity, we confirm these disagreements reflect
systematic errors. We provide concrete examples to demonstrate that these
systematic errors can significantly impact inferences about astrophysically
significant binary parameters. For the immediate future, parameter inference
for binary black holes should be performed with multiple models (including
numerical relativity), and carefully validated by performing inference under
controlled circumstances with similar synthetic events.Comment: 12 pages, 9 figure
Entanglement consumption of instantaneous nonlocal quantum measurements
Relativistic causality has dramatic consequences on the measurability of
nonlocal variables and poses the fundamental question of whether it is
physically meaningful to speak about the value of nonlocal variables at a
particular time. Recent work has shown that by weakening the role of the
measurement in preparing eigenstates of the variable it is in fact possible to
measure all nonlocal observables instantaneously by exploiting entanglement.
However, for these measurement schemes to succeed with certainty an infinite
amount of entanglement must be distributed initially and all this entanglement
is necessarily consumed. In this work we sharpen the characterisation of
instantaneous nonlocal measurements by explicitly devising schemes in which
only a finite amount of the initially distributed entanglement is ever
utilised. This enables us to determine an upper bound to the average
consumption for the most general cases of nonlocal measurements. This includes
the tasks of state verification, where the measurement verifies if the system
is in a given state, and verification measurements of a general set of
eigenstates of an observable. Despite its finiteness the growth of entanglement
consumption is found to display an extremely unfavourable exponential of an
exponential scaling with either the number of qubits needed to contain the
Schmidt rank of the target state or total number of qubits in the system for an
operator measurement. This scaling is seen to be a consequence of the
combination of the generic exponential scaling of unitary decompositions
combined with the highly recursive structure of our scheme required to overcome

This note summarizes some technical issues relevant to the use of the idea of excess return in empirical modelling. We cover the case where the aim is to construct a measure of expected return on an asset and a model of the CAPM type is used. We review some of the problems and show examples where the basic CAPM may be used to develop other results which relate the expected returns on assets both to the expected return on the market and other factors
The effect of low-energy ion-implantation on the electrical transport properties of Si-SiO2 MOSFETs
Using silicon MOSFETs with thin (5nm) thermally grown SiO2 gate dielectrics,
we characterize the density of electrically active traps at low-temperature
after 16keV phosphorus ion-implantation through the oxide. We find that, after
rapid thermal annealing at 1000oC for 5 seconds, each implanted P ion
contributes an additional 0.08 plus/minus 0.03 electrically active traps,
whilst no increase in the number of traps is seen for comparable silicon
implants. This result shows that the additional traps are ionized P donors, and
not damage due to the implantation process. We also find, using the room
temperature threshold voltage shift, that the electrical activation of donors
at an implant density of 2x10^12 cm^-2 is ~100%.Comment: 11 pages, 10 figure

Operational benefits from the terminal configured vehicle
The NASA Terminal Configured Vehicle is a flying laboratory used to conduct research and development on improved airborne systems (including avionics) and operational flight procedures, with particular emphasis on utilization in the terminal area environment. The objectives of this technology development activity, focused on conventional transport aircraft, are to develop and demonstrate improvements which can lead to increased airport and runway capacity, increased air traffic controller productivity, energy efficient terminal area operations, reduced weather minima with safety, and reduced community noise by use of appropriate procedures. This paper discusses some early results of this activity in addition to defining present efforts and future research plans
