Citizens and Institutions as Information Prosumers. The Case Study of Italian Municipalities on Twitter
The aim of this paper is to address changes in public communication following the advent of Internet social networking tools and the emerging web 2.0 technologies which are providing new ways of sharing information and knowledge. In particular public administrations are called upon to reinvent the governance of public affairs and to update the means for interacting with their communities. The paper develops an analysis of the distribution, diffusion and performance of the official profiles on Twitter adopted by the Italian municipalities (comuni) up to November 2013. It aims to identify the patterns of spatial distribution and the drivers of the diffusion of Twitter profiles; the performance of the profiles through an aggregated index, called the Twitter performance index (Twiperindex), which evaluates the profiles' activity with reference to the gravitational areas of the municipalities in order to enable comparisons of the activity of municipalities with different demographic sizes and functional roles. The results show that only a small portion of innovative municipalities have adopted Twitter to enhance e-participation and e-governance and that the drivers of the diffusion seem to be related either to past experiences and existing conditions (i.e. civic networks, digital infrastructures) developed over time or to strong local community awareness. The better performances are achieved mainly by small and medium-sized municipalities. Of course, the phenomenon is very new and fluid, therefore this analysis should be considered as a first step in ongoing research which aims to grasp the dynamics of these new means of public communication
Measurement of the (90,91,92,93,94,96)Zr(n,gamma) and (139)La(n,gamma) cross sections at n_TOF
Open AccessNeutron capture cross sections of Zr and La isotopes have important implications in the field of nuclear astrophysics as well as in the nuclear technology. In particular the Zr isotopes play a key role for the determination of the neutron density in the He burning zone of the Red Giant star, while the (139)La is important to monitor the s-process abundances from Ba up to Ph. Zr is also largely used as structural materials of traditional and advanced nuclear reactors. The nuclear resonance parameters and the cross section of (90,91,92,93,94,96)Zr and (139)La have been measured at the n_TOF facility at CERN. Based on these data the capture resonance strength and the Maxwellian-averaged cross section were calculated
Invisible Belfast:Flat ontologies and remediation of the post-conflict city
[in]visible Belfast was a research-driven indie alternate reality game (ARG) that ran for 6 weeks during the spring of 2011 in Belfast and was subsequently adapted, 5 years later into a fictional documentary for BBC Radio 4. The ARG is a participatory and dispersed narrative, which the audience play through. The text expands outward across both physical and digital platforms to create a mystery for the players using everyday platforms. The ARG is a product of media convergence and at its heart transmedial, defined by its complexity and modes of participation. The fictional radio documentary which remediated the ARG into a more simple linear structure, but possibly a more complex narrative form, retells parts of the story for new audiences. The premise of [in]visible belfast â the game and later the documentary â is itself an adaptation of writer Ciaran Carsonâs novel The Star Factory (1997): a postmodern adventure through the complex psychogeography of Belfast. A trail through the labyrinthine text, which paints the history of Belfast in poetic prose. This article will map the conceptâs journey from novel to game to radio, contextualising its development within its political and urban landscape and charting the remediation of the narratives as they fold out across multiple media and complex story arches. The article will draw together ideas from previous publications on ARG, transmediality and complex textualities from the authors and reflect on the textual trajectories that the remediation of the narrative has taken from the original book, through the ARG, into the radio documentary. Building upon recent approaches from environmental philosopher Tim Morton and games theorist Ian Bogost, the authors argue that Belfastâs history propels medial adaptations of a particular kind, characterised by a âflatâ ontology of space and time and a sort of diffuse and dark urban experience for designers/producers and players/listeners
Present Status and Future Programs of the n_TOF Experiment
This is an Open Access article distributed under the terms of the Creative Commons Attribution-Noncommercial License 3.0, which permits unrestricted use, distribution, and reproduction in any noncommercial medium, provided the original work is properly citedThe neutron time-of-flight facility n_TOF at CERN, Switzerland, operational since 2001, delivers neutrons using the Proton Synchrotron (PS) 20 GeV/c proton beam impinging on a lead spallation target. The facility combines a very high instantaneous neutron flux, an excellent time of flight resolution due to the distance between the experimental area and the production target (185 meters), a low intrinsic background and a wide range of neutron energies, from thermal to GeV neutrons. These characteristics provide a unique possibility to perform neutron-induced capture and fission cross-section measurements for applications in nuclear astrophysics and in nuclear reactor technology.The most relevant measurements performed up to now and foreseen for the future will be presented in this contribution. The overall efficiency of the experimental program and the range of possible measurements achievable with the construction of a second experimental area (EAR-2), vertically located 20 m on top of the n_TOF spallation target, might offer a substantial improvement in measurement sensitivities. A feasibility study of the possible realisation of the installation extension will be also presented
Confined Pt11+ Water Clusters in a MOF Catalyze the LowâTemperature WaterâGas Shift Reaction with both CO2 Oxygen Atoms Coming from Water
The synthesis and reactivity of single metal atoms in a lowâvalence state bound to just water, rather than to organic ligands or surfaces, is a major experimental challenge. Herein, we show a gramâscale wet synthesis of Pt11+ stabilized in a confined space by a crystallographically wellâdefined first water sphere, and with a second coordination sphere linked to a metalâorganic framework (MOF) through electrostatic and Hâbonding interactions. The role of the water cluster is not only isolating and stabilizing the Pt atoms, but also regulating the charge of the metal and the adsorption of reactants. This is shown for the lowâtemperature waterâgas shift reaction (WGSR: CO + H2O â CO2 + H2), where both metal coordinated and Hâbonded water molecules trigger a double water attack mechanism to CO and give CO2 with both oxygen atoms coming from water. Towards the high-accuracy determination of the 238U fission cross section at the threshold region at CERN - N-TOF
The 238U fission cross section is an international standard beyond 2 MeV where the fission plateau starts. However, due to its importance in fission reactors, this cross-section should be very accurately known also in the threshold region below 2 MeV. The 238U fission cross section has been measured relative to the 235U fission cross section at CERN - n-TOF with different detection systems. These datasets have been collected and suitably combined to increase the counting statistics in the threshold region from about 300 keV up to 3 MeV. The results are compared with other experimental data, evaluated libraries, and the IAEA standards
Helen Chadwickâs âComposite Imagesâ
This article traces the considerations of British artist Helen Chadwick (1953â1996) regarding âcomposite imagesâ and the potential liberation they opened up in the gap between image and form, surface and spectator. These will be discussed as the author follows two apparently contrasting trajectories of her thought; while her considerations of the image, and her own image-making, tend increasingly towards âpure surfaceâ, her ambitions for spectatorial positioning and agency increase. In parallel, while the epistemological underpinnings of her thinking become increasingly complex and dynamic, the role of (self)portraiture in her work moves away from the portrayal of her own, and later the recognisably human, body. These trajectories can be mapped (roughly) onto particular projects, beginning with Ego Geometria Sum (1982â1984), developing through Of Mutability (1984â1986) where she first used the photocopier to produce âautomatic imagesâ and into her light-based installations, such as Blood Hyphen (1988)
Cross section measurements of 155,157Gd(n, Îł) induced by thermal and epithermal neutrons
© SIF, Springer-Verlag GmbH Germany, part of Springer Nature 2019Neutron capture cross section measurements on 155Gd and 157Gd were performed using the time-of-flight technique at the n_TOF facility at CERN on isotopically enriched samples. The measurements were carried out in the n_TOF experimental area EAR1, at 185 m from the neutron source, with an array of 4 C6D6 liquid scintillation detectors. At a neutron kinetic energy of 0.0253 eV, capture cross sections of 62.2(2.2) and 239.8(8.4) kilobarn have been derived for 155Gd and 157Gd, respectively, with up to 6% deviation relative to values presently reported in nuclear data libraries, but consistent with those values within 1.6 standard deviations. A resonance shape analysis has been performed in the resolved resonance region up to 181 eV and 307 eV, respectively for 155Gd and 157Gd, where on average, resonance parameters have been found in good agreement with evaluations. Above these energies and up to 1 keV, the observed resonance-like structure of the cross section has been analysed and characterised. From a statistical analysis of the observed neutron resonances we deduced: neutron strength function of 2. 01 (28) à 10 - 4 and 2. 17 (41) à 10 - 4; average total radiative width of 106.8(14) meV and 101.1(20) meV and s-wave resonance spacing 1.6(2) eV and 4.8(5) eV for n + 155Gd and n + 157Gd systems, respectively.Peer reviewedFinal Accepted Versio

Impact of progressive global warming on the global-scale yield of maize and soybean
Global surface temperature is projected to warm over the coming decades, with regional differences expected in temperature change, rainfall and the frequency of extreme events. Temperature is a major determinant of crop growth and development, affecting planting date, growing season length and yield. We investigated the effects of increments of mean global temperature warming from 0.5 °C to 4 °C on soybean and maize development and yield, both globally and for the main producing countries, and simulated adaptation through changing planting date and variety. Increasing temperature resulted in reduced growing season lengths and ultimately reduced yields for both crops. The global yield for maize decreased as temperature increased, although the severity of the decrease was dependent on geographic region. Small temperature increases of 0.5 °C had no effect on soybean yield, although yield decreased as temperature increased. These negative effects, however, were partly compensated for by the implementation of adaptation strategies including planting earlier in the season and changing variety. The degree of compensation was dependent on geographical area and crop, with maize adaptation delaying the negative effects of temperature on yield, compared to soybean adaptation which increased yield in China, India and Korea DPR as well as delaying the effects in the remaining countries. The results of this paper indicate the degree to which farmer-controlled adaptation strategies can alleviate the negative impacts of increasing temperature on two major crop species
Italo Calvino and the organizational imagination: Reading social organization through urban metaphors
© 2014 Taylor & Francis. This article explores the way in which uses or abuses of urban metaphors can inform differing polities and ethics of human organization. From its earliest inception, the city has taken on a metaphorical significance for human communities; being, at one and the same time, a discursive textual product of culture and, reciprocally, a provider of artefacts and architecture that produces culture and meaning. The city can be interpreted as a trope that operates bidirectionally in cultural terms. It is a sign that can be worked to serve the principles of both metonymy and synecdoche. In metonymical or reductive form, the city has the propensity to become weighty and deadening. The work of Michael Porter on competitive strategy is invoked to illustrate this effect. In the guise of synecdoche, on the other hand, the city offers imaginative potential. Drawing inspiration from the literary works of Italo Calvino (in particular, his novel Invisible Cities), the article attempts to reveal the fecundity of the city for interpreting technologically mediated organizational life. Calvino's emphasis on the principle of âlightnessâ provides a link to the social theoretical writing of Boltanski and Chiapello on the âprojective cityâ. A synthesis of these two stylistically different literatures yields a novel way of critically approaching and understanding the reticular form and emerging ethics of contemporary human organization
