HerMES: the rest-frame UV emission and a lensing model for the z= 6.34 luminous dusty starburst galaxy HFLS3
We discuss the rest-frame ultraviolet emission from the starbursting galaxy HFLS3 at a redshift of 6.34. The galaxy was discovered in Herschel/SPIRE data due to its red color in the submillimeter wavelengths from 250 to 500 ÎŒm. Keck/NIRC2 K s -band adaptive optics imaging data showed two potential near-IR counterparts near HFLS3. Previously, the northern galaxy was taken to be in the foreground at z = 2.1, while the southern galaxy was assumed to be HFLS3's near-IR counterpart. The recently acquired Hubble/WFC3 and Advanced Camera for Surveys (ACS) imaging data show conclusively that both optically bright galaxies are in the foreground at z < 6. A new lensing model based on the Hubble imaging data and the millimeter-wave continuum emission yields a magnification factor of 2.2 ± 0.3, with a 95% confidence upper limit on the magnification of 3.5. When corrected for lensing, the instantaneous star formation rate is 1320 M â yrâ1, with the 95% confidence lower limit around 830 M â yrâ1. The dust and stellar masses of HFLS3 from the same spectral energy distribution (SED) models are at the level of 3 Ă 108 M â and ~5 Ă 1010 M â, respectively, with large systematic uncertainties on assumptions related to the SED model. With Hubble/WFC3 images, we also find diffuse near-IR emission about 0.5 arcsec (~3 kpc) to the southwest of HFLS3 that remains undetected in the ACS imaging data. The emission has a photometric redshift consistent with either z ~ 6 or a dusty galaxy template at z ~ 2
âA few sparks of inspirationâ?: Analysing the outcomes of European Union cultural policy coordination
This article examines the outcomes of cultural policy coordination in the European Union using a case study of one policy priority in the 2011â2014 Work Plan for Culture. The Open Method of Coordination brings Member States together to exchange and cooperate on key policy priorities. Drawing on interviews with key actors as well as participant observation material, the article demonstrates the limited influence of the culture OMC on domestic policy, showing that domestic usage tends to be on the scale of individuals and organisations rather than Member State-wide. The article finishes by contextualising the outcomes, highlighting the constraints and challenges of intergovernmental coordination in fields where the EU holds a supporting competence
Social movements, the European crisis, and EU political opportunities
Social movements in the wake of the financial crisis have shifted from the counter-summits and world social forums of the global justice movement to the camps of the anti-austerity mobilizations, and from a clear focus on building âanother Europeâ to more domestically embedded issues. Among other reasons, this turn away from the EU can be linked to contracting political opportunities for social justice movements at the European level. This article addresses the closure of opportunities at the EU level for the work of social movement groups campaigning on specific EU policies. We reflect on the complexity of the EUâs political opportunity structure prior to the financial crisis, before examining changes to the EUâs architecture effected through responses to the crises and outlining arguments on how EU level opportunities around socio-economic issues in particular have shrunk as a result. We then show how the perception of other political opportunities at the EU level is affected by the austerity response by drawing on campaigns that sought to exploit new opportunities included in the Lisbon Treaty and designed to increase citizensâ input. Opportunities introduced by changes made in the Lisbon Treaty are perceived through the prism of contracted opportunities flowing from power shifts caused by the response to the financial crisis
The Rise and Fall of "Respectable" Spanish Liberalism, 1808-1923: An Explanatory Framework
The article focuses on the reasons behind both the consolidation of what I have termed ârespectableâ liberalism between the 1830s and the 1840s and its subsequent decline and fall between 1900 and 1923. In understanding both processes I study the links established between ârespectableâ liberals and propertied elites, the monarchy, and the Church. In the first phase these links served to consolidate the liberal polity. However, they also meant that many tenets of liberal ideology were compromised. Free elections were undermined by the operation of caciquismo, monarchs established a powerful position, and despite the Church hierarchy working with liberalism, the doctrine espoused by much of the Church was still shaped by the Counter-Reformation. Hence, ârespectableâ liberalism failed to achieve a popular social base. And the liberal order was increasingly denigrated as part of the corrupt âoligarchyâ that ruled Spain. Worse still, between 1916 and 1923 the Church, monarch, and the propertied elite increasingly abandoned the liberal Monarchist Restoration. Hence when General Primo de Rivera launched his coup the rug was pulled from under the liberalsâ feet and there was no one to cushion the fall
Real-time high-resolution heterodyne-based measurements of spectral dynamics in fibre lasers
Conventional tools for measurement of laser spectra (e.g. optical spectrum analysers) capture data averaged over a considerable time period. However, the generation spectrum of many laser types may involve spectral dynamics whose relatively fast time scale is determined by their cavity round trip period, calling for instrumentation featuring both high temporal and spectral resolution. Such real-time spectral characterisation becomes particularly challenging if the laser pulses are long, or they have continuous or quasi-continuous wave radiation components. Here we combine optical heterodyning with a technique of spatiooral intensity measurements that allows the characterisation of such complex sources. Fast, round-trip-resolved spectral dynamics of cavity-based systems in real-time are obtained, with temporal resolution of one cavity round trip and frequency resolution defined by its inverse (85 ns and 24 MHz respectively are demonstrated). We also show how under certain conditions for quasi-continuous wave sources, the spectral resolution could be further increased by a factor of 100 by direct extraction of phase information from the heterodyned dynamics or by using double time scales within the spectrogram approach

Independent policy learning: Contextual diffusion of active labour market policies
This chapter analyses in which ways diffusion based on interdependent policy learning explains the spread of active labour market policies (ALMP) in the OECD countries. By applying error correction models using multiplicative spatial Prais-Winsten regressions for analyzing the diffusion of ALMPs in 22 OECD countries from 1991â2013, we find evidence of governments adapting labour market policy strategies that have proven successful, that is, perform well in increasing labour market participation in other countries. However, interdependent learning is conditional on the institutional framework: policymakers rather learn from the experience of other countries in the same welfare regime. Even more importantly, the results bear witness to the importance of the European Employment Strategy (EES) as an international coordination framework facilitating policy learning
Recurrent Scedosporium apiospermum mycetoma successfully treated by surgical excision and terbinafine treatment: a case report and review of the literature
Background:
Scedosporium apiospermum
is an emerging opportunistic filamentous fungus, which is notorious for its
high levels of antifungal
âresistance. It is able to cause localized cutaneous or subcutaneous infections in both immuâ
nocompromised and immunocompetent persons, pulmonary infections in patients with predisposing pulmonary
diseases and invasive mycoses in immunocompromised patients. Subcutaneous infections caused by this fungus
frequently show chronic mycetomatous manifestation.
Case report:
We report the case of a 70
âyear
âold immunocompromised man, who developed a fungal mycetomaâ
tous infection on his right leg. There was no history of trauma; the aetiological agent was identified by microscopic
examination and ITS sequencing. This is the second reported case of
S. apiospermum
subcutaneous infections in
Hungary, which was successfully treated by surgical excision and terbinafine treatment. After 7
months, the patient
remained asymptomatic. Considering the antifungal susceptibility and increasing incidence of the fungus,

dosporium
related subcutaneous infections reported in the past quarter of century in European countries were also
reviewed.
Conclusions:
Corticosteroid treatment represents a serious risk factor of
S. apiospermum
infections, especially if the
patient get in touch with manure
âenriched or polluted soil or water. Such infections have emerged several times in
European countries in the past decades. The presented data suggest that besides the commonly applied voriconaâ
zole, terbinafine may be an alternative for the therapy of mycetomatous
Scedosporium
infections
