    Freedom of Press and Use of the Mails - Strangely enough, the First Amendment to the Federal Constitution, although it guarantees against federal attack highly important and fundamental rights, has received very little authoritative interpretation by our courts. It remained for the Gr&t War and conditions following in its train to bring before that tribunal almost the first really important controversies relating to freedom of press and of speech. The case of U. S. ex rel. Milwaukee Social Democratic Publishing Company, Plaintiff in Error, v. Postmaster-General Albert S. Burleson, decided March 7, 192i, is the- latest of a series of notable cases concerning this important matter. The case, however, adds little to the development bf the subject by the court in the preceding cases in this group, which have been reviewed in an article by Professor Goodrich, I9 MICHIGAN LAw REvIEw, pages 487-501

    Power of the US Supreme Court to Enforce Judgments Against States - In the year 1460, when the perogatives of sovereignty or at least of the Crown were asserted in England much more vigorously than they are today, the Counseill of the right high and mighty Prynce Richard Duc of York, brought into the Parliament Chambre a writyng conteignyng the clayme and title of the right, that the seid Duc pretended unto the Corones of Englond and of Fraunce, and Lordship of Trelond, and the same writyng delyvered to the Right Reverent Fader in God George Bishop of Excestre, Chaunceller of Englond, desiryng hym that the same writyng myght be opened to the Lordes Spirituelx and Temporelx assembled in this present Parlement, and that the seid Duc myght have brief and expedient answere thereof.     The Law School - In common with all other law schools requiring college work for admission, this school has suffered a very heavy loss in attendance because of war conditions. This, however, is a matter for pride and not for discouragement for it means that our students have gone into the army or navy or other branches of the national service in very high ratio to their total number. And this is by no means due only to the effect of the Selective Service Act for from the very beginning our men have volunteered in great spirit and promptness. In 1917 fewer than two-thirds of the then senior class were present at the Commencement exercises to receive their degrees. Most of them had gone by the middle of May. All this indicates that the profession is living up to one of its high traditions of patriotic service

    Dimensional analysis using toric ideals: Primitive invariants

This is an open-access article distributed under the terms of the Creative Commons Attribution License, which permits unrestricted use, distribution, and reproduction in any medium, provided the original author and source are credited.Classical dimensional analysis in its original form starts by expressing the units for derived quantities, such as force, in terms of power products of basic units M, L, T etc. This suggests the use of toric ideal theory from algebraic geometry. Within this the Graver basis provides a unique primitive basis in a well-defined sense, which typically has more terms than the standard Buckingham approach. Some textbook examples are revisited and the full set of primitive invariants found. First, a worked example based on convection is introduced to recall the Buckingham method, but using computer algebra to obtain an integer K matrix from the initial integer A matrix holding the exponents for the derived quantities. The K matrix defines the dimensionless variables. But, rather than this integer linear algebra approach it is shown how, by staying with the power product representation, the full set of invariants (dimensionless groups) is obtained directly from the toric ideal defined by A. One candidate for the set of invariants is a simple basis of the toric ideal. This, although larger than the rank of K, is typically not unique. However, the alternative Graver basis is unique and defines a maximal set of invariants, which are primitive in a simple sense. In addition to the running example four examples are taken from: a windmill, convection, electrodynamics and the hydrogen atom. The method reveals some named invariants.     A New Look At Carbon Abundances In Planetary Nebulae. IV. Implications For Stellar Nucleosynthesis

    This paper is the fourth and final report on a project designed to study carbon abundances in a sample of planetary nebulae representing a broad range in progenitor mass and metallicity. We present newly acquired optical spectrophotometric data for three Galactic planetary nebulae IC 418, NGC 2392, and NGC 3242 and combine them with UV data from the IUE Final Archive for identical positions in each nebula to determine accurate abundances of He, C, N, O, and Ne at one or more locations in each object. We then collect abundances of these elements for the entire sample and compare them with theoretical predictions of planetary nebula abundances from a grid of intermediate mass star models. We find some consistency between observations and theory, lending modest support to our current understanding of nucleosynthesis in stars below 8 M_o in birth mass. Overall, we believe that observed abundances agree with theoretical predictions to well within an order of magnitude but probably not better than within a factor of 2 or 3. But even this level of consistency between observation and theory enhances the validity of published intermediate-mass stellar yields of carbon and nitrogen in the study of the abundance evolution of these elements.Comment: 41 pages, 11 figures.     Global attractor and asymptotic dynamics in the Kuramoto model for coupled noisy phase oscillators

    We study the dynamics of the large N limit of the Kuramoto model of coupled phase oscillators, subject to white noise. We introduce the notion of shadow inertial manifold and we prove their existence for this model, supporting the fact that the long term dynamics of this model is finite dimensional. Following this, we prove that the global attractor of this model takes one of two forms. When coupling strength is below a critical value, the global attractor is a single equilibrium point corresponding to an incoherent state. Conversely, when coupling strength is beyond this critical value, the global attractor is a two-dimensional disk composed of radial trajectories connecting a saddle equilibrium (the incoherent state) to an invariant closed curve of locally stable equilibria (partially synchronized state). Our analysis hinges, on the one hand, upon sharp existence and uniqueness results and their consequence for the existence of a global attractor, and, on the other hand, on the study of the dynamics in the vicinity of the incoherent and synchronized equilibria. We prove in particular non-linear stability of each synchronized equilibrium, and normal hyperbolicity of the set of such equilibria. We explore mathematically and numerically several properties of the global attractor, in particular we discuss the limit of this attractor as noise intensity decreases to zero.Comment: revised version, 28 pages, 4 figure

    Eight common genetic variants associated with serum dheas levels suggest a key role in ageing mechanisms

    Dehydroepiandrosterone sulphate (DHEAS) is the most abundant circulating steroid secreted by adrenal glands-yet its function is unknown. Its serum concentration declines significantly with increasing age, which has led to speculation that a relative DHEAS deficiency may contribute to the development of common age-related diseases or diminished longevity. We conducted a meta-analysis of genome-wide association data with 14,846 individuals and identified eight independent common SNPs associated with serum DHEAS concentrations. Genes at or near the identified loci include ZKSCAN5 (rs11761528; p = 3.15×10-36), SULT2A1 (rs2637125; p = 2.61×10-19), ARPC1A (rs740160; p = 1.56×10-16), TRIM4 (rs17277546; p = 4.50×10-11), BMF (rs7181230; p = 5.44×10-11), HHEX (rs2497306; p = 4.64×10-9), BCL2L11 (rs6738028; p = 1.72×10-8), and CYP2C9 (rs2185570; p = 2.29×10-8). These genes are associated with type 2 diabetes, lymphoma, actin filament assembly, drug and xenobiotic metabolism, and zinc finger proteins. Several SNPs were associated with changes in gene expression levels, and the related genes are connected to biological pathways linking DHEAS with ageing.     Standalone vertex nding in the ATLAS muon spectrometer

    A dedicated reconstruction algorithm to find decay vertices in the ATLAS muon spectrometer is presented. The algorithm searches the region just upstream of or inside the muon spectrometer volume for multi-particle vertices that originate from the decay of particles with long decay paths. The performance of the algorithm is evaluated using both a sample of simulated Higgs boson events, in which the Higgs boson decays to long-lived neutral particles that in turn decay to bbar b final states, and pp collision data at √s = 7 TeV collected with the ATLAS detector at the LHC during 2011
