    Institutional barriers to climate change adaptation in decentralised governance structures: Transport planning in England

Local governments are central to the delivery of action on both decarbonisation and adapting to the risks of climate change. Yet there are likely to be significant differences across local governments in terms of their capacity to act on climate change. This research documents and explains differences in the capacity to act within response spaces to risks to transport infrastructure and systems. We examine 80 Transport Plans across local governments in England, specifically their efforts to incorporate climate change adaptation. Data are generated from content analysis of the 80 documents and key informant interviews in a sample of 15% of authorities. The results show significant disparities across authorities. We explain differential outcomes as dependent on internal coordination, local prioritisation processes and political opposition.     Transformational capacity and the influence of place and identity

    Climate change is altering the productivity of natural resources with far-reaching implications for those who depend on them. Resource-dependent industries and communities need the capacity to adapt to a range of climate risks if they are to remain viable. In some instances, the scale and nature of the likely impacts means that transformations of function or structure will be required. Transformations represent a switch to a distinct new system where a different suite of factors become important in the design and implementation of response strategies. There is a critical gap in knowledge on understanding transformational capacity and its influences. On the basis of current knowledge on adaptive capacity we propose four foundations for measuring transformational capacity: (1)how risks and uncertainty are managed, (2)the extent of skills in planning, learning and reorganizing, (3)the level of financial and psychological flexibility to undertake change and (4)the willingness to undertake change. We test the influence of place attachment and occupational identity on transformational capacity using the Australian peanut industry, which is presently assessing significant structural change in response to predicted climatic changes. Survey data from 88% of peanut farmers in Queensland show a strong negative correlation between transformational capacity and both place attachment and occupational attachment, suggesting that whilst these factors may be important positive influences on the capacity to adapt to incremental change, they act as barriers to transformational change

    Challenges to adaptation: a fundamental concept for the shared socio-economic pathways and beyond

    The framework for the new scenarios being developed for climate research calls for the development of a set of Shared Socioeconomic Pathways (SSPs), which are meant to differ in terms of their challenges to mitigation and challenges to adaptation. In order for the scenario process to fulfill its goals, the research and policy communities need to develop a shared understanding of these concepts. This paper focuses on challenges to adaptation. We begin by situating this new concept in the context of the rich literatures related to inter alia adaptation, vulnerability, and resilience. We argue that a proper characterization of challenges to adaptation requires a rich, exploration of the concept, which goes beyond mere description. This has a number of implications for the operationalization of the concept in the basic and extended versions of the SSPs. First, the elements comprising challenges to adaptation must include a wide range of socioeconomic and even some (non-climatic) biophysical factors. Second, careful consideration must be given to differences in these factors across scales, as well as cross-scale interactions. Third, any representation of the concept will require both quantitative and qualitative elements. The scenario framework offers the opportunity for the SSPs and full scenarios to be of greater value than has been the case in past exercises to both Integrated Assessment Modeling (IAM) and Impacts,Adaptation, and Vulnerability (IAV) researchers, but this will require a renegotiation of the traditional, primarily unidirectional relationship between the two communities

    Adaptation to flooding in low‐income urban settlements in the least developed countries: A systems approach

    This study aims to use a whole systems approach (1) to understand the processes of adaptation to flooding of the urban poor; (2) to identify new knowledge of how low‐income settlements might better adapt to climatic risks; and (3) to begin to develop appropriate guidance on this. Low‐income urban settlements in the least developed countries (LDCs) present an extreme case where catastrophic natural hazards and chronic social hazards overlap. These low‐income urban populations face the greatest adaptation challenges as they often occupy informal settlements that are particularly exposed to hazards, and have multiple vulnerabilities arising from their lack of basic services. There is a dynamic complexity of issues arising from the many levels of actor involved and multiple social and physical factors. Analysing such a complex phenomenon calls for a specific conceptual framing, and a systems theory approach is suggested to provide a holistic perspective. The case study for this research is located in Dhaka East, where there is both high vulnerability to flooding, and a significant low‐income population. The research has adopted a mixed methods approach involving different data collection methods governed by the different scales and actors being investigated. The research develops new systems understandings of perceptions and experiences of the local population about adaptation processes in low‐income urban settlements, and how these processes may be positively influenced by integrating bottom‐up and top‐down approaches

    Characterising food insecurity in pastoral and agro-pastoral communities in Uganda using a consumption coping strategy index

    We explore the utility of a consumption coping strategy index (CSI) in characterising and assessing the factors influencing household food insecurity. We assessed 53 pastoral and 197 agro-pastoral households in Nakasongola and Nakaseke districts of Uganda, examining the use of 27 consumption coping strategies over a recall time of two 30-day periods, one at the start of a dry season in 2012 and one at the start of a rainy season in 2013. Four categorical food insecurity status measures were established - food secure (CSI 0 to 5) and mildly (CSI 6 to 20), moderately (CSI 21 to 42) and extremely (CSI >42) food insecure. For the dry season, the mean CSI was 29.4 ± 2.59 and 33.6 % of households were food secure, while for the rains, mean CSI was 33.1 ± 2.30 and 14.0 % of households were food secure. The combination of livelihood system, land holdings, number of livestock owned and belonging to a social network explained 9.4 % to 10 % of the variance in household food insecurity for agro-pastoralists, but variance for pastoralists was not explained by these factors. While the only highly significant factor associated with increasing household food insecurity in the dry season was low landholdings, in the rainy season, it was pastoral livelihood, low livestock holdings for agro-pastoralists and non-involvement in social networks. While our model identified a number of factors important in describing household food insecurity, it explained only about 10 % of the variance

    Spatio-Temporal Characteristics of Global Warming in the Tibetan Plateau during the Last 50 Years Based on a Generalised Temperature Zone - Elevation Model

    Temperature is one of the primary factors influencing the climate and ecosystem, and examining its change and fluctuation could elucidate the formation of novel climate patterns and trends. In this study, we constructed a generalised temperature zone elevation model (GTEM) to assess the trends of climate change and temporal-spatial differences in the Tibetan Plateau (TP) using the annual and monthly mean temperatures from 1961-2010 at 144 meteorological stations in and near the TP. The results showed the following: (1) The TP has undergone robust warming over the study period, and the warming rate was 0.318°C/decade. The warming has accelerated during recent decades, especially in the last 20 years, and the warming has been most significant in the winter months, followed by the spring, autumn and summer seasons. (2) Spatially, the zones that became significantly smaller were the temperature zones of -6°C and -4°C, and these have decreased 499.44 and 454.26 thousand sq km from 1961 to 2010 at average rates of 25.1% and 11.7%, respectively, over every 5-year interval. These quickly shrinking zones were located in the northwestern and central TP. (3) The elevation dependency of climate warming existed in the TP during 1961-2010, but this tendency has gradually been weakening due to more rapid warming at lower elevations than in the middle and upper elevations of the TP during 1991-2010. The higher regions and some low altitude valleys of the TP were the most significantly warming regions under the same categorizing criteria.     Reconceptualising adaptation to climate change as part of pathways of change and response

    The need to adapt to climate change is now widely recognised as evidence of its impacts on social and natural systems grows and greenhouse gas emissions continue unabated. Yet efforts to adapt to climate change, as reported in the literature over the last decade and in selected case studies, have not led to substantial rates of implementation of adaptation actions despite substantial investments in adaptation science. Moreover, implemented actions have been mostly incremental and focused on proximate causes; there are far fewer reports of more systemic or transformative actions. We found that the nature and effectiveness of responses was strongly influenced by framing. Recent decision-oriented approaches that aim to overcome this situation are framed within a "pathways" metaphor to emphasise the need for robust decision making within adaptive processes in the face of uncertainty and inter-temporal complexity. However, to date, such "adaptation pathways" approaches have mostly focused on contexts with clearly identified decision-makers and unambiguous goals; as a result, they generally assume prevailing governance regimes are conducive for adaptation and hence constrain responses to proximate causes of vulnerability. In this paper, we explore a broader conceptualisation of "adaptation pathways" that draws on 'pathways thinking' in the sustainable development domain to consider the implications of path dependency, interactions between adaptation plans, vested interests and global change, and situations where values, interests, or institutions constrain societal responses to change. This re-conceptualisation of adaptation pathways aims to inform decision makers about integrating incremental actions on proximate causes with the transformative aspects of societal change. Case studies illustrate what this might entail. The paper ends with a call for further exploration of theory, methods and procedures to operationalise this broader conceptualisation of adaptation

    Tourism and water inequity in Bali: A social-ecological systems analysis

    This paper is a social-ecological systems (SES) analysis of tourism and water inequity in Bali. It uses Elinor Ostrom’s SES model to look at the particular niche of Bali’s tourism and water nexus. Re-analysis of previous qualitative research revealed that the vulnerability of the SES was due to numerous characteristics. In particular, user groups are highly diverse, transient and stratified, thereby inhibiting communication and knowledge sharing. This, in combination with weak governance systems and the economic power of the tourism industry, interact to affect declining water resources and the iniquitous impact of this. Whilst there are obvious indications that Bali’s water resources are over stretched, there is no feedback loop to the institutional structures that would help enable appropriate responses from the user groups or governance system

    The Rise of the Resilient Local Authority?

    The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and ‘bounce back’ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ‘recovery’ and resilience as ‘transformation’, with the latter's focus on ‘bouncing forward’ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual ‘stretching’, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities – and crucially, local communities – have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by ‘digging deep’ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience
