    A First Assessment of the Corrections for the Consistency of the IAU2000 and IAU2006 Precession-Nutation Models

    [EN] The Earth precession-nutation model endorsed by resolutions of each the International Astronomical Union and the International Union of Geodesy and Geophysics is composed of two theories developed independently, namely IAU2006 precession and IAU2000A nutation. The IAU2006 precession was adopted to supersede the precession part of the IAU 2000A precession-nutation model and tried to get the new precession theory dynamically consistent with the IAU2000A nutation. However, full consistency was not reached, and slight adjustments of the IAU2000A nutation amplitudes at the micro arcsecond level were required to ensure consistency. The first set of formulae for these corrections derived by Capitaine et al. (Astrophys 432(1):355–367, 2005), which was not included in IAU2006 but provided in some standards and software for computing nutations. Later, Escapa et al. showed that a few additional terms of the same order of magnitude have to be added to the 2005 expressions to get complete dynamical consistency between the official precession and nutation models. In 2018 Escapa and Capitaine made a joint review of the problem and proposed three alternative ways of nutation model and its parameters to achieve consistency to certain different extents, although no estimation of their respective effects could be worked out to illustrate the proposals. Here we present some preliminary results on the assessment of the effects of each of the three sets of corrections suggested by Escapa and Capitaine (Proceedings of the Journées, des Systémes de Référence et de la Rotation Terrestre: Furthering our Knowledge of Earth Rotation, Alicante, 2018) by testing them in conjunction with the conventional celestial pole offsets given in the IERS EOP14C04 time series

The analysis of measures carried out by the regulator of the financial market on achievement of positive dynamics in attraction of savings of the population in the financial markets is carried out. Conclusions have been made about the need for additional instruments of impact on the population and on the pfessional market participants who would help stimulate the population in choosing the Russian stock market

    Systems Maintenance Automated Repair Tasks (SMART)

    SMART is a uniform automated discrepancy analysis and repair-authoring platform that improves technical accuracy and timely delivery of repair procedures for a given discrepancy (see figure a). SMART will minimize data errors, create uniform repair processes, and enhance the existing knowledge base of engineering repair processes. This innovation is the first tool developed that links the hardware specification requirements with the actual repair methods, sequences, and required equipment. SMART is flexibly designed to be useable by multiple engineering groups requiring decision analysis, and by any work authorization and disposition platform (see figure b). The organizational logic creates the link between specification requirements of the hardware, and specific procedures required to repair discrepancies. The first segment in the SMART process uses a decision analysis tree to define all the permutations between component/ subcomponent/discrepancy/repair on the hardware. The second segment uses a repair matrix to define what the steps and sequences are for any repair defined in the decision tree. This segment also allows for the selection of specific steps from multivariable steps. SMART will also be able to interface with outside databases and to store information from them to be inserted into the repair-procedure document. Some of the steps will be identified as optional, and would only be used based on the location and the current configuration of the hardware. The output from this analysis would be sent to a work authoring system in the form of a predefined sequence of steps containing required actions, tools, parts, materials, certifications, and specific requirements controlling quality, functional requirements, and limitations

    Differential Cell Sensitivity between OTA and LPS upon Releasing TNF-α

    The release of tumor necrosis factor α (TNF-α) by ochratoxin A (OTA) was studied in various macrophage and non-macrophage cell lines and compared with E. coli lipopolysaccharide (LPS) as a standard TNF-α release agent. Cells were exposed either to 0, 2.5 or 12.5 µmol/L OTA, or to 0.1 µg/mL LPS, for up to 24 h. OTA at 2.5 µmol/L and LPS at 0.1 µg/mL were not toxic to the tested cells as indicated by viability markers. TNF-α was detected in the incubated cell medium of rat Kupffer cells, peritoneal rat macrophages, and the mouse monocyte macrophage cell line J774A.1: TNF-α concentrations were 1,000 pg/mL, 1,560 pg/mL, and 650 pg/mL, respectively, for 2.5 µmol/L OTA exposure and 3,000 pg/mL, 2,600 pg/mL, and 2,115 pg/mL, respectively, for LPS exposure. Rat liver sinusoidal endothelial cells, rat hepatocytes, human HepG2 cells, and mouse L929 cells lacked any cytokine response to OTA, but showed a significant release of TNF-α after LPS exposure, with the exception of HepG2 cells. In non-responsive cell lines, OTA lacked both any activation of NF-κB or the translocation of activated NF-κB to the cell nucleus, i.e., in mouse L929 cells. In J774A.1 cells, OTA mediated TNF-α release via the pRaf/MEK 1/2-NF-κB and p38-NF-κB pathways, whereas LPS used pRaf/MEK 1/2–NF-κB, but not p38-NF-κB pathways. In contrast, in L929 cells, LPS used other pathways to activate NF-κB. Our data indicate that only macrophages and macrophage derived cells respond to OTA and are considered as sources for TNF-α release upon OTA exposure

    Molecular interactions of the plasma membrane calcium ATPase 2 at pre- and post-synaptic sites in rat cerebellum.

    The plasma membrane calcium extrusion mechanism, PMCA (plasma membrane calcium ATPase) isoform 2 is richly expressed in the brain and particularly the cerebellum. Whilst PMCA2 is known to interact with a variety of proteins to participate in important signalling events [Strehler EE, Filoteo AG, Penniston JT, Caride AJ (2007) Plasma-membrane Ca(2+) pumps: structural diversity as the basis for functional versatility. Biochem Soc Trans 35 (Pt 5):919-922], its molecular interactions in brain synapse tissue are not well understood. An initial proteomics screen and a biochemical fractionation approach identified PMCA2 and potential partners at both pre- and post-synaptic sites in synapse-enriched brain tissue from rat. Reciprocal immunoprecipitation and GST pull-down approaches confirmed that PMCA2 interacts with the post-synaptic proteins PSD95 and the NMDA glutamate receptor subunits NR1 and NR2a, via its C-terminal PDZ (PSD95/Dlg/ZO-1) binding domain. Since PSD95 is a well-known partner for the NMDA receptor this raises the exciting possibility that all three interactions occur within the same post-synaptic signalling complex. At the pre-synapse, where PMCA2 was present in the pre-synapse web, reciprocal immunoprecipitation and GST pull-down approaches identified the pre-synaptic membrane protein syntaxin-1A, a member of the SNARE complex, as a potential partner for PMCA2. Both PSD95-PMCA2 and syntaxin-1A-PMCA2 interactions were also detected in the molecular and granule cell layers of rat cerebellar sagittal slices by immunohistochemistry. These specific molecular interactions at cerebellar synapses may allow PMCA2 to closely control local calcium dynamics as part of pre- and post-synaptic signalling complexes

    Excitation of local magnetic moments by tunnelling electrons

    The advent of milli-kelvin scanning tunneling microscopes (STM) with inbuilt magnetic fields has opened access to the study of magnetic phenomena with atomic resolution at surfaces. In the case of single atoms adsorbed on a surface, the existence of different magnetic energy levels localized on the adsorbate is due to the breaking of the rotational invariance of the adsorbate spin by the interaction with its environment, leading to energy terms in the meV range. These structures were revealed by STM experiments in IBM Almaden in the early 2000's for atomic adsorbates on CuN surfaces. The experiments consisted in the study of the changes in conductance caused by inelastic tunnelling of electrons (IETS, Inelastic Electron Tunnelling Spectroscopy). Manganese and Iron adatoms were shown to have different magnetic anisotropies induced by the substrate. More experiments by other groups followed up, showing that magnetic excitations could be detected in a variety of systems: e.g. complex organic molecules showed that their magnetic anistropy was dependent on the molecular environment, piles of magnetic molecules showed that they interact via intermolecular exchange interaction, spin waves were excited on ferromagnetic surfaces and in Mn chains, and magnetic impurities have been analyzed on semiconductors. These experiments brought up some intriguing questions: the efficiency of magnetic excitations was very high, the excitations could or could not involve spin flip of the exciting electron and singular-like behavior was sometimes found at the excitation thresholds. These facts called for extended theoretical analysis; perturbation theories, sudden-approximation approaches and a strong coupling scheme successfully explained most of the magnetic inelastic processes.     Breast feeding in Australia: A comparative study of Aboriginal and non Aboriginal women

    The superiority of breast feeding over bottle feeding is universally acknowledged, and its crucial contribution to infant health is accepted by health authorities. Australia in recognition of the importance of breast feeding to infant health, aims to increase the prevalence of breast feeding. Breast feeding provides benefits for all children, however the health advantage that is gained by breast feeding in comparison to artificial feeding is more apparent among disadvantaged groups. Aboriginal Australians are identified as one such disadvantaged group. This study compares the available literature regarding the prevalence of breast feeding in Aboriginal and non Aboriginal women. It is apparent that breast feeding prevalence differs, between population groups within Australia. Aboriginal children are less likely to have been breast fed than non Aboriginal children. The comparison, indicates that there are deficiencies in the research regarding breast feeding prevalence in both population groups. Many factors affect a woman's decision to breast feed, and the duration of her breast feeding. These factors include, socioeconomic status, age, marital status, educational attainment, occupation and smoking status. These factors are clearly associated with breast feeding in non Aboriginal women. For Aboriginal women, the factors influencing breast feeding are more complex. It is recommended therefore, that it is essential for future research to examine the attitudinal and socialdeterminants of infant feeding practices in Aboriginal women. This is necessary, if educational or interventional strategies are to be effective for this population

    Observation of the Ωc0\Omega_{c}^{0} Charmed Baryon at CLEO

    The CLEO experiment at the CESR collider has used 13.7 fb1^{-1} of data to search for the production of the Ωc0\Omega_c^0 (css-ground state) in e+ee^{+}e^{-} collisions at s10.6\sqrt{s} \simeq 10.6 {\rm GeV}. The modes used to study the Ωc0\Omega_c^0 are Ωπ+\Omega^- \pi^+, Ωπ+π0\Omega^- \pi^+ \pi^0, ΞKpi+π+\Xi^- K^- pi^+ \pi^+, Ξ0Kpi+\Xi^0 K^- pi^+, and Ωπ+ππ+\Omega^- \pi^+ \pi^- \pi^+. We observe a signal of 40.4±\pm9.0(stat) events at a mass of 2694.6±\pm2.6(stat)±\pm1.9(syst) {\rm MeV/c2c^2}, for all modes combined.Comment: 10 pages postscript, also available through http://w4.lns.cornell.edu/public/CLN

    Observation of BϕKB\to \phi K and BϕKB\to \phi K^{*}

    We have studied two-body charmless hadronic decays of BB mesons into the final states phi K and phi K^*. Using 9.7 million BBˉB\bar{B} pairs collected with the CLEO II detector, we observe the decays B- -> phi K- and B0 -> phi K*0 with the following branching fractions: BR(B- -> phi K-)=(5.5 +2.1-1.8 +- 0.6) x 10^{-6} and BR(B0 -> phi K*0)=(11.5 +4.5-3.7 +1.8-1.7) x 10^{-6}. We also see evidence for the decays B0 -> phi K0 and B- -> phi K*-. However, since the statistical significance is not overwhelming for these modes we determine upper limits of <12.3 x 10^{-6} and <22.5 x 10^{-6} (90% C.L.) respectively.Comment: 9 pages postscript, also available through http://w4.lns.cornell.edu/public/CLN

    Evidence of New States Decaying into Ξcπ\Xi^{\prime}_{c}\pi

    Using 13.7 fb1fb^{-1} of data recorded by the CLEO detector at CESR, we report evidence for two new charmed baryons: one decaying into Ξc0π+\Xi_c^{0 \prime}\pi^+ with the subsequent decay Ξc0Ξc0γ\Xi_c^{0 \prime} \to \Xi_c^0 \gamma, and its isospin partner decaying into Ξc+π\Xi_c^{+ \prime} \pi^- followed by Ξc+Ξc+γ\Xi_c^{+\prime} \to \Xi_c^+\gamma. We measure the following mass differences for the two states: M(Ξc0γπ+)M(Ξc0)M(\Xi_c^0 \gamma \pi^+)-M(\Xi_c^0)=318.2+-1.3+-2.9 MeV, and M(Ξc+γπ)M(Ξc+)M(\Xi_c^+ \gamma \pi^-)-M(\Xi_c^+)=324.0+-1.3+-3.0 MeV. We interpret these new states as the JP=1/2Ξc1J^P = 1/2^- \Xi_{c1} particles, the charmed-strange analogs of the Λc1+(2593)\Lambda_{c1}^+(2593).Comment: 10 pages postscript, also available through http://w4.lns.cornell.edu/public/CLN
