    A framework for defining weights of decision makers in group decision-making, using consistency between different multicriteria weighting methods

    Most forest operations are complex problems that require the weights of relevant criteria - representing trade-offs between various economic, ecological, and social aspects of the problem - to be defined. Usually this is done by using multicriteria weighting method(s) in a group (participatory) context in order to include different opinions and to minimize risk of poor individual judgments. Furthermore, in group decision-making, the weights of decision makers (DMs) must be defined. However, no consensus exists on the best way to determine related weights assigned to DMs. For that purpose, we propose the consistency-based group decision-making framework (CGDF), which uses the expertise of a DM to weight the responses of the DM when deriving an overall group decision. The novel part of CGDF is the inter-weights consistency method (ICM) for evaluating the expertise of a DM based on the consistency of the weights the DM assigns to different criteria using different multicriteria weighting methods. We demonstrate the utility of ICM and CGDF by applying them to a decision-making problem from Swedish forest operations - defining weights of criteria relevant for designing the machine-trail network for driving in the forest terrain

    Decision support model for the selection of asphalt wearing courses in highly trafficked roads

    The suitable choice of the materials forming the wearing course of highly trafficked roads is a delicate task because of their direct interaction with vehicles. Furthermore, modern roads must be planned according to sustainable development goals, which is complex because some of these might be in conflict. Under this premise, this paper develops a multi-criteria decision support model based on the analytic hierarchy process and the technique for order of preference by similarity to ideal solution to facilitate the selection of wearing courses in European countries. Variables were modelled using either fuzzy logic or Monte Carlo methods, depending on their nature. The views of a panel of experts on the problem were collected and processed using the generalized reduced gradient algorithm and a distance-based aggregation approach. The results showed a clear preponderance by stone mastic asphalt over the remaining alternatives in different scenarios evaluated through sensitivity analysis.     Assessing uncertainty in sighting records: an example of the Barbary lion

    As species become rare and approach extinction, purported sightings can be controversial, especially when scarce management resources are at stake. We consider the probability that each individual sighting of a series is valid. Obtaining these probabilities requires a strict framework to ensure that they are as accurately representative as possible. We used a process, which has proven to provide accurate estimates from a group of experts, to obtain probabilities for the validation of 32 sightings of the Barbary lion. We consider the scenario where experts are simply asked whether a sighting was valid, as well as asking them to score the sighting based on distinguishablity, observer competence, and verifiability. We find that asking experts to provide scores for these three aspects resulted in each sighting being considered more individually, meaning that this new questioning method provides very different estimated probabilities that a sighting is valid, which greatly affects the outcome from an extinction model. We consider linear opinion pooling and logarithm opinion pooling to combine the three scores, and also to combine opinions on each sighting. We find the two methods produce similar outcomes, allowing the user to focus on chosen features of each method, such as satisfying the marginalisation property or being externally Bayesian

    The Effects of Deliberative Polling in an EU-wide Experiment: Five Mechanisms in Search of an Explanation

    Deliberative Polls simulate public opinion in a given policy domain when members of the relevant mass public are better informed about the issues involved. This article reports on the results of a three-day Deliberative Poll, conducted before the June 2009 European Parliament elections, to evaluate the effects of deliberation on a representative sample of EU citizens. Findings show that, compared with a control group, deliberators changed their views significantly on immigration (becoming more liberal), climate change (becoming greener) and the EU itself (becoming more pro-European). Five different explanations of why deliberation appears to work are tested: sampling bias, increased political knowledge, discussion quality, small group social conformity pressure and the influence of other Deliberative Poll actors, but none is satisfactory.</jats:p

    An optimal feedback model to prevent manipulation behaviours in consensus under social network group decision making

The Publisher's final version can be found by following the DOI link.A novel framework to prevent manipulation behaviour in consensus reaching process under social network group decision making is proposed, which is based on a theoretically sound optimal feedback model. The manipulation behaviour classification is twofold: (1) ‘individual manipulation’ where each expert manipulates his/her own behaviour to achieve higher importance degree (weight); and (2) ‘group manipulation’ where a group of experts force inconsistent experts to adopt specific recommendation advices obtained via the use of fixed feedback parameter. To counteract ‘individual manipulation’, a behavioural weights assignment method modelling sequential attitude ranging from ‘dictatorship’ to ‘democracy’ is developed, and then a reasonable policy for group minimum adjustment cost is established to assign appropriate weights to experts. To prevent ‘group manipulation’, an optimal feedback model with objective function the individual adjustments cost and constraints related to the threshold of group consensus is investigated. This approach allows the inconsistent experts to balance group consensus and adjustment cost, which enhances their willingness to adopt the recommendation advices and consequently the group reaching consensus on the decision making problem at hand. A numerical example is presented to illustrate and verify the proposed optimal feedback model

    What makes or breaks a campaign to stop an invading plant pathogen?

    Diseases in humans, animals and plants remain an important challenge in our society. Effective control of invasive pathogens often requires coordinated concerted action of a large group of stakeholders. Both epidemiological and human behavioural factors influence the outcome of a disease control campaign. In mathematical models that are frequently used to guide such campaigns, human behaviour is often ill-represented, if at all. Existing models of human, animal and plant disease that do incorporate participation or compliance are often driven by pay-offs or direct observations of the disease state. It is however very well known that opinion is an important driving factor of human decision making. Here we consider the case study of Citrus Huanglongbing disease (HLB), which is an acute bacterial disease that threatens the sustainability of citrus production across the world. We show how by coupling an epidemiological model of this invasive disease with an opinion dynamics model we are able to answer the question: What makes or breaks the effectiveness of a disease control campaign? Frequent contact between stakeholders and advisors is shown to increase the probability of successful control. More surprisingly, we show that informing stakeholders about the effectiveness of control methods is of much greater importance than prematurely increasing their perceptions of the risk of infection. We discuss the overarching consequences of this finding and the effect on human as well as plant disease epidemics

    Integrating patients' views into health technology assessment: Analytic hierarchy process (AHP) as a method to elicit patient preferences

    Background: Patient involvement is widely acknowledged to be a valuable component in health technology assessment (HTA) and healthcare decision making. However, quantitative approaches to ascertain patients' preferences for treatment endpoints are not yet established. The objective of this study is to introduce the analytic hierarchy process (AHP) as a preference elicitation method in HTA. Based on a systematic literature review on the use of AHP in health care in 2009, the German Institute for Quality and Efficiency in Health Care (IQWiG) initiated an AHP study related to its HTA work in 2010. - \ud Methods: The AHP study included two AHP workshops, one with twelve patients and one with seven healthcare professionals. In these workshops, both patients and professionals rated their preferences with respect to the importance of different endpoints of antidepressant treatment by a pairwise comparison of individual endpoints. These comparisons were performed and evaluated by the AHP method and relative weights were generated for each endpoint. - \ud Results: The AHP study indicates that AHP is a well-structured technique whose cognitive demands were well handled by patients and professionals. The two groups rated some of the included endpoints of antidepressant treatment differently. For both groups, however, the same six of the eleven endpoints analyzed accounted for more than 80 percent of the total weight. - \ud Conclusions: AHP can be used in HTA to give a quantitative dimension to patients' preferences for treatment endpoints. Preference elicitation could provide important information at various stages of HTA and challenge opinions on the importance of endpoints
