    Digital Democracy: Episode IV—A New Hope*: How a Corporation for Public Software Could Transform Digital Engagement for Government and Civil Society

    Although successive generations of digital technology have become increasingly powerful in the past 20 years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This article argues for implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the United States, this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity

    Testing Assumptions in Deliberative Democratic Design: A Preliminary Assessment of the Efficacy of the Participedia Data Archive as an Analytic Tool

    At smaller social scales, deliberative democratic theory can be restated as an input-process-output model. We advance such a model to formulate hypotheses about how the context and design of a civic engagement process shape the deliberation that takes place therein, as well as the impact of the deliberation on participants and subsequent policymaking. To test those claims, we extract and code case studies from Participedia.net, a research platform that has adopted a self-directed crowd-sourcing strategy to collect data on participatory institutions and deliberative interventions around the world. We explain and confront the challenges faced in coding and analyzing the Participedia cases, which involves managing reliability issues and missing data. In spite of those difficulties, regression analysis of the coded cases shows compelling results, which provide considerable support for our general theoretical model. We conclude with reflections on the implications of our findings for deliberative theory, the design of democratic innovations, and the utility of Participedia as a data archive

    Deliberative Democracy and the American Civil Jury

    Civil jury service should be a potent form of deliberative democracy, creating greater civic engagement. However, a 2010 seven-state study of jury service and voting records found no overall boost in civic engagement following service on civil juries, whereas jurors who served on criminal cases did show increased civic engagement following their jury service. This article reports a project that augments the civil jury data set with information about jury decision rule, jury size, defendant identity, and case type and examines whether specific types of civil jury service influence postservice voting. Taking into account preservice voting records, jurors who serve on a civil jury that is required to reach unanimity or a civil jury of 12 are significantly more likely to vote after their service. Jurors who decide cases with organizational, as opposed to individual, defendants likewise show a boost in voting behavior, as do jurors deciding contract or nonautomotive torts cases compared to automotive torts. Limitations and implications of these findings for deliberative democracy theory and jury practice are discussed

    The declining legitimacy of public institutions imperils modern democratic systems, yet deliberative remedies to this problem have not undergone systematic testing. The emergence of robust civic tech provides an opportunity to trace deliberation’s effects on legitimacy. Online civic platforms connecting large publics with democratic governments enable researchers to test the strength of each link that leads from public engagement to institutional legitimacy by way of deliberation. I present such a theoretical model of these linkages and specify sets of working hypotheses regarding public participation, deliberative quality, decision quality, government responsiveness, institutional legitimacy, and opportunities for empowered public engagement

    An algorithm for chlorophyll using first difference transformations of AVIRIS reflectance spectra

    Experimental results have shown the existence of a strong relationship between chlorophyll alpha concentration and remote sensing reflectance measured at lake level with a high resolution spectroradiometer. The objective of our study was to investigate the relationship between surface chlorophyll alpha concentration at Mono Lake and water reflectance retrieved from Airborne Visible - Infrared Imaging Spectrometer (AVIRIS) data obtained in october 7, 1992. AVIRIS data were atmospherically corrected as described by Green et al. A description of the lake-level sampling is found in Melack and Gastil. The relationship between chlorophyll concentration and both the single band reflectance and the first difference transformation of the reflectance spectra for the first 40 AVIRIS spectral bands (400 nm to 740 nm) was examined. The relationship was then used to produce a map of the surface chlorophyll distribution

    The \u27Wildavsky Heuristic\u27: The Cultural Orientation of Mass Political Opinion

    In a provocative 1987 article, Aaron Wildavsky asserted that culture operates as the fundamental orienting force in the generation of mass public opinion. The meanings and interpersonal associations that inhere in discrete ways of life, he argued, shape the heuristic processes by which politically unsophisticated individuals, in particular, choose what policies and candidates to support. We systematize Wildavsky\u27s theory and integrate it with existing accounts of mass opinion formation. We also present the results of an original national survey (N = 1843), which found that the cultural orientations featured in Wildavsky\u27s writings accounted for policy-related attitudes on gun control, environment, capital punishment, and gay marriage, even at low levels of political sophistication and after controlling for demographics, left-right ideology, and partisanship. By contrast, much of the predictive power of demographics, left-right ideology, and partisanship on policy attitudes dissipated after taking into account cultural orientations

    The Effects of Deliberative Polling in an EU-wide Experiment: Five Mechanisms in Search of an Explanation

    Deliberative Polls simulate public opinion in a given policy domain when members of the relevant mass public are better informed about the issues involved. This article reports on the results of a three-day Deliberative Poll, conducted before the June 2009 European Parliament elections, to evaluate the effects of deliberation on a representative sample of EU citizens. Findings show that, compared with a control group, deliberators changed their views significantly on immigration (becoming more liberal), climate change (becoming greener) and the EU itself (becoming more pro-European). Five different explanations of why deliberation appears to work are tested: sampling bias, increased political knowledge, discussion quality, small group social conformity pressure and the influence of other Deliberative Poll actors, but none is satisfactory.</jats:p

    Collective Identity and Voice at the Australian Citizens' Parliament

    This paper examines the role of collective identity and collective voice in political life. We argue that persons have an underlying predisposition to use collective dimensions, such as common identities and a public voice, in thinking and expressing themselves politically. This collective orientation, however, can be either fostered or weakened by citizens’ political experiences. Although the collective level is an important dimension in contemporary politics, conventional democratic practices do not foster it. Deliberative democracy is suggested as an environment that might allow more ground for citizens to express themselves not only in individual but also in collective terms. We examine this theoretical perspective through a case study of the Australian Citizens’ Parliament, in which transcripts are analyzed to determine the extent to which collective identities and common voice surfaced in actual discourse. We analyze the dynamics involved in the advent of collective dimensions in the deliberative process and highlight the factors—deliberation, nature of the discussion, and exceptional opportunity—that potentially facilitated the rise of group identities and common voice. In spite of the strong individualistic character of the Australian cultural identity, we nonetheless found evidence of collective identity and voice at the Citizens’ Parliament, expressed in terms of national, state, and community levels. In the conclusion, we discuss the implications of those findings for future research and practice of public deliberation
