    Water Policies and Conflict Resolution of Public Participation Decision-Making Processes Using Prioritized Ordered Weighted Averaging (OWA) Operators

    [EN] There is a growing interest in environmental policies about how to implement public participation engagement in the context of water resources management. This paper presents a robust methodology, based on ordered weighted averaging (OWA) operators, to conflict resolution decision-making problems under uncertain environments due to both information and stakeholders' preferences. The methodology allows integrating heterogeneous interests of the general public and stakeholders on account of their different degree of acceptance or preference and level of influence or power regarding the measures and policies to be adopted, and also of their level of involvement (i.e., information supply, consultation and active involvement). These considerations lead to different environmental and socio-economic outcomes, and levels of stakeholders' satisfaction. The methodology establishes a prioritization relationship over the stakeholders. The individual stakeholders' preferences are aggregated through their associated weights, which depend on the satisfaction of the higher priority decision maker. The methodology ranks the optimal management strategies to maximize the stakeholders' satisfaction. It has been successfully applied to a real case study, providing greater fairness, transparency, social equity and consensus among actors.     Although considerable technical preventive measures have been taken in marine diesel engine and auxiliary systems, it is possible to observe unexpected faults in the course of the operating conditions. These faults can become so severe that they can cause losses which can be irreversible. This study aims to present Fuzzy Analytic Hierarchy Process (AHP) and VIKOR (Vise Kriterijumska Optimizacija I Kompromisno Resenje) methods applied for the expert failure detection of marine diesel engine and auxiliary systems. In this study, the failures of marine diesel engine have been revealed and prioritized. Accordingly, the section of the machine from which the failures primarily arise has been determined. At the same time, the importance of the effective use of time in determining and responding to the failures has been indicated. By means of the evaluation of decision-making groups, the system most severely affected by failures has been decided

    TrustE-VC: Trustworthy Evaluation Framework for Industrial Connected Vehicles in the Cloud

    The integration between cloud computing and vehicular ad hoc networks, namely, vehicular clouds (VCs), has become a significant research area. This integration was proposed to accelerate the adoption of intelligent transportation systems. The trustworthiness in VCs is expected to carry more computing capabilities that manage large-scale collected data. This trend requires a security evaluation framework that ensures data privacy protection, integrity of information, and availability of resources. To the best of our knowledge, this is the first study that proposes a robust trustworthiness evaluation of vehicular cloud for security criteria evaluation and selection. This article proposes three-level security features in order to develop effectiveness and trustworthiness in VCs. To assess and evaluate these security features, our evaluation framework consists of three main interconnected components: 1) an aggregation of the security evaluation values of the security criteria for each level; 2) a fuzzy multicriteria decision-making algorithm; and 3) a simple additive weight associated with the importance-performance analysis and performance rate to visualize the framework findings. The evaluation results of the security criteria based on the average performance rate and global weight suggest that data residency, data privacy, and data ownership are the most pressing challenges in assessing data protection in a VC environment. Overall, this article paves the way for a secure VC using an evaluation of effective security features and underscores directions and challenges facing the VC community.     Prioritizing Offshore Vendor Selection Criteria for the North American Geospatial Industry

    The U.S. market for geospatial services totaled US $2.2 billion in 2010, representing 50% of the global market. Data-processing firms subcontract labor-intensive portions of data services to offshore providers in South and East Asia and Eastern Europe. In general, half of all offshore contracts fail within the first 5 years because one or more parties consider the relationship unsuccessful. Despite the high failure rates, no study has examined the offshore vendor selection process in the geospatial industry. The purpose of this study was to determine the list of key offshore vendor selection criteria and the efficacy of the analytic hierarchy process (AHP) for ranking the criteria that North American geospatial companies consider in the offshore vendor selection process. After the selection of the initial list of factors from the literature and their validation in a pilot study, a final survey instrument was developed and administered to 15 subject matter experts (SMEs) in North America. The SMEs expressed their preferences for one criterion over another by pairwise comparisons, which served as input to the AHP procedure. The results showed that the quality of deliverables was the top ranked (out of 26) factors, instead of the price, which ranked third. Similarly, SMEs considered social and environmental consciousness on the vendor side as irrelevant. More importantly, the findings indicated that the structured AHP process provides a useful and effective methodology whose application may considerably improve the quality of the overall vendor selection process. Last, improved and stabilized business relationships leading to predictable budgets might catalyze social change, supporting stable employment.     Zadeh's fuzzy set theory incorporates the impreciseness of data and evaluations, by imputting the degrees by which each object belongs to a set. Its success fostered theories that codify the subjectivity, uncertainty, imprecision, or roughness of the evaluations. Their rationale is to produce new flexible methodologies in order to model a variety of concrete decision problems more realistically. This Special Issue garners contributions addressing novel tools, techniques and methodologies for decision making (inclusive of both individual and group, single- or multi-criteria decision making) in the context of these theories. It contains 38 research articles that contribute to a variety of setups that combine fuzziness, hesitancy, roughness, covering sets, and linguistic approaches.     Sustainability materiality matrices in doubt: may prioritizations of aspects overestimate environmental performance?

    This study builds on the research gap that arises from the consistency analysis of the GRI-materiality approach with other prioritization approaches. The main objective is to explore to what extent corporate environmental performance is consistent using two different prioritization approaches. This study employs a novel quantitative approach to assess environmental performance through the prioritization of environmental aspects by using companies’ materiality analysis and independent expert knowledge. The empirical analysis focuses on the environmental performance analysis of wearing apparel companies. The main findings reveal that companies with better environmental performance could be using materiality analysis to further embellish the positive performance or for greenwashing purposes. This study could serve as a starting point to improve understanding of how companies could identify, from an objective and comparable basis, those environmental aspects that are essential to their business strategy and that are necessary to help stakeholders to make fully informed decisions

    A new parsimonious AHP methodology: assigning priorities to many objects by comparing pairwise few reference objects

    We propose a development of the Analytic Hierarchy Process (AHP) permitting to use the methodology also for decision problems with a very large number of alternatives and several criteria. While the ap- plication of the original AHP method involves many pairwise comparisons between considered objects, that can be alternatives with respect to considered criteria or criteria between them, our parsimonious proposal is composed of five steps: (i) direct evaluation of the objects at hand; (ii) selection of some reference objects; (iii) application of the original AHP method to the reference objects; (iv) check of the consistency of the pairwise comparisons of AHP and the compatibility between the rating and the prior- itization with a subsequent discussion with the decision maker who can modify the rating or pairwise comparisons of reference objects; (v) revision of the direct evaluation on the basis of the prioritization supplied by AHP on reference objects. Our approach permits to avoid the distortion of comparing more relevant objects (reference points) with less relevant objects. Moreover, our AHP approach avoids rank reversal problems, that is, changes of the order in the prioritizations due to adding or removing one or more objects from the set of considered objects.
