    Re-thinking the Legacy 2012: The Olympics as commodity and gift

    This paper opens discussion about the nature of Olympic ‘legacy’ and articulates a contradiction in the way ‘legacy’ is conceived - between ’gift’ and ’commodity’ (Mauss 1954).The The paper argues that establishing working definitions and parameters for ‘legacy’ is a difficult task. Defining ‘legacy’ is problematic especially if conceived as an entirely predictable or measurable set of objectives. Indeed, the definition of ‘legacy’ is partly constitutive of the legacy itself, a component of achievements that the city might make. Such a ‘legacy definition’ will become a functional term in the complex planning and evolving conceptions underpinning urban change for some time—if successfully negotiated and if governable. As such, ‘legacy’, and the activities and values entailed to it, can come to provide a catalytic ‘vocabulary of motives’ and a legitimating discourse enabling politicians, communities and their individual representatives to justify investments, evolving strategies and activities connected to and connecting developmental gains in a more or less healthy fashion. It is because of this that legacy and its various meanings come to matter

    Nurses\u27 Perceptions of Structural Empowerment: A Practice Review Process Pilot

    Nurses are professionally and morally obliged to monitor and evaluate nursing practice via active participation in review mechanisms that are designed to promote patient safety and care delivery, thereby improving patient care quality (American Nurses Association [ANA], 1988, 2001, 2004; O\u27Rourke, 2006). The purpose of this Doctor of Nursing Practice (DNP) project was to develop, pilot, and evaluate a nurse practice review process with frontline nurses within Fresno Heart & Surgical Hospital (FHSH), a small specialty hospital, affiliated with Community Medical Centers (CMC) in Fresno, California. A nurse practice algorithm was subsequently developed and structural empowerment was assessed with the Conditions of Work Effectiveness Questionnaire-II (CWEQ-II) (Laschinger, Finegan, Shamian, & Wilk, 2001). While there was a small sample size, the DNP project evaluation demonstrated that frontline nurses want to participate in improvement activities within the facility and believed the nurse practice review algorithm would effectively monitor and evaluate nursing practice

    Transformation in a changing climate: a research agenda

    The concept of transformation in relation to climate and other global change is increasingly receiving attention. The concept provides important opportunities to help examine how rapid and fundamental change to address contemporary global challenges can be facilitated. This paper contributes to discussions about transformation by providing a social science, arts and humanities perspective to open up discussion and set out a research agenda about what it means to transform and the dimensions, limitations and possibilities for transformation. Key focal areas include: (1) change theories, (2) knowing whether transformation has occurred or is occurring; (3) knowledge production and use; (4), governance; (5) how dimensions of social justice inform transformation; (6) the limits of human nature; (7) the role of the utopian impulse; (8) working with the present to create new futures; and (9) human consciousness. In addition to presenting a set of research questions around these themes the paper highlights that much deeper engagement with complex social processes is required; that there are vast opportunities for social science, humanities and the arts to engage more directly with the climate challenge; that there is a need for a massive upscaling of efforts to understand and shape desired forms of change; and that, in addition to helping answer important questions about how to facilitate change, a key role of the social sciences, humanities and the arts in addressing climate change is to critique current societal patterns and to open up new thinking. Through such critique and by being more explicit about what is meant by transformation, greater opportunities will be provided for opening up a dialogue about change, possible futures and about what it means to re-shape the way in which people live

    Public Participation in New Local Governance Spaces: The Case for Community Development in Local Strategic Partnerships

    Research into public participation in local decision-making has increased over the past forty years, reflecting increased interest in the subject from academic, policy and practitioner perspectives. The same applies to community development, a valuesbased profession promoting a transformational agenda. During the New Labour government’s period in office (1997-2010), public participation featured centrally in several policies, reflecting their adherence to communitarian theory and Third Way politics. Additionally, the language of community development (promoting community empowerment and social justice) featured in these policies. Guidance for Local Strategic Partnerships (LSPs) – central to New Labour’s local government reforms – required them to facilitate public participation in decision-making, and used the language and values of community development. This paper reports on research into LSPs’ public participation practice. Applying a constructivist methodology, the research applied an evaluative framework reflecting the community development values in all 22 LSPs in the Yorkshire & Humber region. Data was collected through documentary review and interviews with LSP officials in each participating LSP. Case study research was conducted in one LSP, concentrating on two communities, generating deeper understanding of the process of facilitating public participation in different circumstances. Notions of power feature centrally in the analysis, and the research concludes that local authorities struggle to relinquish power to communities in any meaningful way, even within the context of government guidance requiring this process to be implemented. These findings are extrapolated to present a brief critique of the present UK government’s stated commitment to de-centralising power to communities in various policy areas

    Reluctant leaders : an analysis of middle managers' perceptions of leadership in further education in England

    The research that forms the basis for this article draws attention to a group of middle managers who are reluctant to become leaders because they seek more space and autonomy to stay in touch with their subject, their students, and their own pedagogic values and identities, family commitments and the balance between work and life. This reluctance is reinforced by their scepticism that leadership in Further Education (FE) is becoming less hierarchical and more participative. In a sector that has had more than its fair share of reformist intervention, there is some scepticism of the latest fad of distributed and transformative leadership as a new panacea to cure all the accumulated 'ills' of Further Education in England. Although focused primarily on this one sector in an English context, the article draws some inferences where there are parallels with wider sectors of public sector reform and where the uneasy (and incomplete) transitions from 'old' to 'new' public management have been underpinned by invasive audit, inspection and performance cultures

    This paper considers contradictions between two concurrent and tacit conceptions of the Olympic ‘legacy’, setting out one conception that understands the games and their legacies as gifts alongside and as counterpoint to the prevailing discourse, which conceives Olympic assets as commodities. The paper critically examines press and governmental discussion of legacy, in order to locate these in the context of a wider perspective contrasting ‘gift’ and ‘commodity’ Olympics – setting anthropological conceptions of gift-based sociality as a necessary supplement to contractual and dis-embedded socioeconomic organizational assumptions underpinning the commodity Olympics. Costbenefit planning is central to modern city building and mega-event delivery. The paper considers the insufficiency of this approach as the exclusive paradigm within which to frame and manage a dynamic socio-economic and cultural legacy arising from the 2012 games

    Leadership of Integrated Health and Social Care Services

    This research explores the lived experience of those individuals charged with leading the integration of health and social care services in Scotland. The research was primarily qualitative in nature – comprising of a qualitative survey of front-line managers of integrated health and social care services from a single partnership area. The survey explored the management and leadership tasks and activities expected of those leading health and social care teams. The research uncovers a sense that these new leadership positions are both overwhelming in the scope of tasks required and lack clarity in how these tasks should be undertaken. This highlights a need for coordinated support and training for staff who are charged with leading integrated health and social care teams. Three key recommendations have been drawn from the findings of this research: more support should be provided to managers working within these complex integrated systems; a joint training programme should be developed for managers across both partnering organisations and finally relevant policies and procedures should be compiled into one reference resource for managers of integrated services

    Development of the Temporal Intelligence Questionnaire.

    Research has demonstrated that the temporal characteristics of individuals and jobs significantly predict outcome variables such as well-being and performance (Francis-Smythe & Robertson, 2003; Hecht & Allen, 2003; Slocombe & Bluedorn; 1999). This paper will present an account of the development of the Temporal Intelligence Questionnaire (TI-Q). This instrument is proposed to represent individual differences in leaders’ (including management roles) time related thoughts, attitudes and behaviours directed towards followers; which are known as follower-referenced temporal practices. These practices are broken down into two typologies called: global and adaptive temporal typologies. The global form of temporal practices refers to how a leader thinks and behaves on 13 dimensions of time in the workplace, in the context of interactions with individual followers and teams/groups of followers. The adaptive form of temporal practices represents a leaders’ process of awareness and behavioural adaptation, based on knowledge of the time related, dispositional characteristics of followers and the time demands of their respective jobs
