    Water Integration for Squamscott Exeter (WISE): Preliminary Integrated Plan, Final Technical Report

    This document introduces the goals, background and primary elements of an Integrated Plan for the Lower Exeter and Squamscott River in the Great Bay estuary in southern New Hampshire. This Plan will support management of point (wastewater treatment plant) and nonpoint sources in the communities of Exeter, Stratham and Newfields. The Plan also identifies and quantifies the advantages of the use of green infrastructure as a critical tool for nitrogen management and describes how collaboration between those communities could form the basis for an integrated plan. The Plan will help communities meet new wastewater and proposed stormwater permit requirements. Critical next steps are need before this Plan will fulfill the 2018 Nitrogen Control Plan requirements for Exeter and proposed draft MS4 requirements for both Stratham and Exeter. These next steps include conducting a financial capability assessment, development of an implementation schedule and development of a detailed implementation plan. The collaborative process used to develop this Plan was designed to provide decision makers at the local, state and federal levels with the knowledge they need to trust the Plan’s findings and recommendations, and to enable discussions between stakeholders to continue the collaborative process. This Plan includes the following information to guide local response to new federal permit requirements for treating and discharging stormwater and wastewater: Sources of annual pollutant load quantified by type and community; Assessment and evaluation of different treatment control strategies for each type of pollutant load; Assessment and evaluation of nutrient control strategies designed to reduce specific types of pollutants; Evaluation of a range of point source controls at the wastewater treatment facility based on regulatory requirements; Costs associated with a range of potential control strategies to achieve reduction of nitrogen and other pollutants of concern; and A preliminary implementation schedule with milestones for target load reductions using specific practices for specific land uses at points in time; Recommendations on how to implement a tracking and accounting program to document implementation; Design tools such as BMP performance curves for crediting the use of structural practices to support nitrogen accounting requirements; and Next Steps for how to complete this Plan

    Health care practitioners continually confront with a wide range of challenges, seeking to making difficult diagnoses, avoiding errors, ensuring highest quality, maximizing efficacy and reducing costs. Information technology has the potential to reduce clinical errors and to im-prove the decision making in the clinical milieu. This paper presents a pilot development of a clinical decision support systems (CDSS) entitled MEDIS that was designed to incorporate knowledge from heterogeneous environments with the purpose of increasing the efficiency and the quality of the decision making process, and reducing costs based on advances of in-formation technologies, especially under the impact of the transition towards the mobile space.     Seafloor characterization using airborne hyperspectral co-registration procedures independent from attitude and positioning sensors

    The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone

    From controlling single processes to the complex automation of process chains by artificially intelligent control systems: the ControlInSteel project

    The ControlInSteel project, a cooperation of four research institutes, revisited research projects of the last 20 years focusing on automation and control solutions applied to the downstream steel production route. During this investigation we found hints to those solutions, which were beneficial for specific problems. For our analysis, 46 projects were systematically reviewed. Taxonomies for the problem space, the solution space, the barriers and issues and the impact were developed and each project categorized along these taxonometrical dimensions. As a result, the interdependencies between solutions and impact could be analysed in a quantifiable way, which led to a new way of evaluating project success. It also brought new insights about the most promising techniques already applied and those techniques, that have been apparently not yet been applied to steel production, although being highly successful in other domains. This leads to potential future research chances for the steel production and their complex process chains. The paper will also finally demonstrate how a similar taxonometrical approach can be used to conserve expert knowledge in automation to feed a truly artificially intelligent control solution - not only exploiting machine learning methods but essentially using machine reasoning on top of the digitized expert knowledge to achieve improved process automation

    Saving Energy in Mobile Devices for On-Demand Multimedia Streaming -- A Cross-Layer Approach

    This paper proposes a novel energy-efficient multimedia delivery system called EStreamer. First, we study the relationship between buffer size at the client, burst-shaped TCP-based multimedia traffic, and energy consumption of wireless network interfaces in smartphones. Based on the study, we design and implement EStreamer for constant bit rate and rate-adaptive streaming.     Web Data Extraction, Applications and Techniques: A Survey

    Web Data Extraction is an important problem that has been studied by means of different scientific tools and in a broad range of applications. Many approaches to extracting data from the Web have been designed to solve specific problems and operate in ad-hoc domains. Other approaches, instead, heavily reuse techniques and algorithms developed in the field of Information Extraction. This survey aims at providing a structured and comprehensive overview of the literature in the field of Web Data Extraction. We provided a simple classification framework in which existing Web Data Extraction applications are grouped into two main classes, namely applications at the Enterprise level and at the Social Web level. At the Enterprise level, Web Data Extraction techniques emerge as a key tool to perform data analysis in Business and Competitive Intelligence systems as well as for business process re-engineering. At the Social Web level, Web Data Extraction techniques allow to gather a large amount of structured data continuously generated and disseminated by Web 2.0, Social Media and Online Social Network users and this offers unprecedented opportunities to analyze human behavior at a very large scale. We discuss also the potential of cross-fertilization, i.e., on the possibility of re-using Web Data Extraction techniques originally designed to work in a given domain, in other domains.Comment: Knowledge-based System
