    Citizen Science and Smart Cities

    The report summarizes the presentations, discussions, and conclusions of the Citizen Science and Smart Cities Summit organised by the European Commission Joint Research Centre on 5-7th February 2014. In the context of the Summit, the label Citizen Science was used to include both citizen science projects, and others that are about user-generated content, not necessarily addressing a scientific process or issues. The evidence presented by 27 different projects shows the vitality and diversity of the field but also a number of critical points: • Citizen science project are more than collecting data: they are about raising awareness, building capacity, and strengthening communities. • Likewise, smart cities are not only about ICT, energy and transport infrastructures: Smart cities are about smart citizens, who participate in their city’s daily governance, are concerned about increasing the quality of life of their fellow-citizens, and about protecting their environment. Technology may facilitate, but is no solution per se. • Unfortunately to date there seems to be little synergy between citizen science and smart cities initiatives, and there is little interoperability and reusability of the data, apps, and services developed in each project. • It is difficult to compare the results among citizen science, and smart cities projects or translate from one context to another. • The ephemeral nature of much of the data, which disappear short after the end of the projects, means lack of reproducibility of results and longitudinal analysis of time series challenging, if not impossible. • There are also new challenges with respect to the analytical methods needed to integrate quantitative and qualitative data from heterogeneous sources that need further research. • Building and maintaining trust are key points of any citizen science or smart city project. There is a need to work with the community and not just for, or on, the community. It is critical not just to take (data, information, knowledge) but to give back something that is valued by the community itself. The development of citizen science associations in Europe and the US are important developments that may address some of the points above. There are also actions through which the European Commission Joint Research Centre can make an important contribution: • Map citizen science and smart cities projects, and generate a semantic network of concepts between the projects to facilitate search of related activities, and community building. • Provide a repository for citizen science and smart cities data (anonymised and aggregated), software, services, and applications so that they are maintained beyond the life of the projects they originate from, and made shareable and reusable. • Develop regional test beds for the analysis and integration of social and environmental data from heterogeneous sources, with a focus on quality of life and well-being. • Undertake comparative studies, and analyse issues related to scaling up to the European dimension. • Support citizen science and smart cities projects with the JRC knowledge on semantic interoperability, data models, and interoperability arrangements. • Partner with the European Citizen Science Association, and contribute to its interoperability activities. • Work towards making the JRC, and the European Commission, a champion of citizen participation in European science.JRC.H.6-Digital Earth and Reference Dat

    Using Big Data to measure tourist sustainability: myth or reality?

    The concern about the production of international standards to measure the sustainability of tourism is present today, especially the discourse on the introduction of new sources. This article aims to survey and describe the main approaches and methodologies to use big data to measure tourism sustainability. Successful cases are addressed by explaining the main opportunities and challenges for the creation of official tourist statistics. A comprehensive review of publications regarding this field was carried out by applying the systematic literature review technique.     Absorptive, adopted and agile: A study of the digital transformation of Africa carriers

    My thesis explores the cultural, social and management context of digital transformation for African carriers, and discusses the elements of social-cultural barriers, obstacles of digital adoption, innovation, organisation change, ecosystem and their influences. Existing studies are mainly based on the presumed conditions in developed markets, including the free market, rule by law, human capital without considering the social and historical obstacles, absorptive capacities of organisations and the influences of foreign ICT enablers. Using a qualitative research paradigm privileges the insiders’ perspective. I have examined the different backgrounds of digital transformation in Africa. Path dependence is a significant negative consequence of post-colonial social net and western knowledge dominant environment. Vested interest plus corruption slowed down the process of digital adoption while arbitrary administration causes unnecessary concerns for participants. Traditionalism of Africa is a trade-off between customs of tribes and influence of colonial power. The priority for carriers is reshaping the organisation to take advantage of existing strategic assets, while the improvement of value creation efficiency is carried out by activating the ability of individuals. The new value net breaks the previous development model of low interdependence, maximising the use of external resources based on complementary advantages and sharing. The value net inherits the advantages of flexibility, innovation, quick response, and risk reduction advantages of organisations. Meanwhile, it has 4 following unique characteristics in Africa: Extremely Various Needs of Customers, Cross-industry, Locally Adopted Business Model and High Sensitivity in Costs. Four aspects are examined in value proposition, core competence, incubation and co-value creation to enable value net synergies. My research contributes to the theory of the digital transformation in undeveloped countries, in particular how social relationships and cultural norms are inextricably linked with insiders’ understandings of digital transformation. It also contributes to emerging debate about digital maturity research paradigms and methodologies

    The European Union Location Framework (EULF) is a set of good practices and actions to promote more effective and efficient use of location information in e-government services. The EULF is part of the Interoperability Solutions for Public Administrations (ISA) Programme, which supports interoperability solutions, sharing and re-use among European Public Administrations. This report assesses the conditions for an EULF, based on a survey of Member States and an examination of EU policies and work programmes. Five focus areas are being considered initially: policy and strategy alignment, e government integration, standardisation and interoperbility, costs and benefits and committed partnerships. The assessment confirmed their importance in realising and maximising the benefits of location-related information and services. There are various good practices demonstrating that these issues can be addressed and that benefits for governments, citizens and businesses can be delivered. However these good pratices are not universally deployed and there are some significant gaps. The assessment also identified other important issues, including the need for effective leadership and governance, a user-driven approach, an open and balanced data policy, training and awareness raising and appropriately targeted funding. There is, therefore, a need for an EULF, to build on the good practices and interest from Member States and to develop a framework of guidance and actions that will foster interoperable cross-sector and cross-border sharing and use of location information.JRC.H.6-Digital Earth and Reference Dat

Qualitative assessments scrutinize outcomes within multiple frameworks to gauge the efficacy of the supple infrastructure in promoting resilience.  As a result, the occurrence of the theme of soft infrastructure in smart sustainable cities poses a novel challenge to continuously enhance their skills and expertise.     Digitising the Industry Internet of Things Connecting the Physical, Digital and VirtualWorlds

    This book provides an overview of the current Internet of Things (IoT) landscape, ranging from the research, innovation and development priorities to enabling technologies in a global context. A successful deployment of IoT technologies requires integration on all layers, be it cognitive and semantic aspects, middleware components, services, edge devices/machines and infrastructures. It is intended to be a standalone book in a series that covers the Internet of Things activities of the IERC - Internet of Things European Research Cluster from research to technological innovation, validation and deployment. The book builds on the ideas put forward by the European Research Cluster and the IoT European Platform Initiative (IoT-EPI) and presents global views and state of the art results on the challenges facing the research, innovation, development and deployment of IoT in the next years. The IoT is bridging the physical world with virtual world and requires sound information processing capabilities for the "digital shadows" of these real things. The research and innovation in nanoelectronics, semiconductor, sensors/actuators, communication, analytics technologies, cyber-physical systems, software, swarm intelligent and deep learning systems are essential for the successful deployment of IoT applications. The emergence of IoT platforms with multiple functionalities enables rapid development and lower costs by offering standardised components that can be shared across multiple solutions in many industry verticals. The IoT applications will gradually move from vertical, single purpose solutions to multi-purpose and collaborative applications interacting across industry verticals, organisations and people, being one of the essential paradigms of the digital economy. Many of those applications still have to be identified and involvement of end-users including the creative sector in this innovation is crucial. The IoT applications and deployments as integrated building blocks of the new digital economy are part of the accompanying IoT policy framework to address issues of horizontal nature and common interest (i.e. privacy, end-to-end security, user acceptance, societal, ethical aspects and legal issues) for providing trusted IoT solutions in a coordinated and consolidated manner across the IoT activities and pilots. In this, context IoT ecosystems offer solutions beyond a platform and solve important technical challenges in the different verticals and across verticals. These IoT technology ecosystems are instrumental for the deployment of large pilots and can easily be connected to or build upon the core IoT solutions for different applications in order to expand the system of use and allow new and even unanticipated IoT end uses.     Ecosystem synergies, change and orchestration

    This thesis investigates ecosystem synergies, change, and orchestration. The research topics are motivated by my curiosity, a fragmented research landscape, theoretical gaps, and new phenomena that challenge extant theories. To address these motivators, I conduct literature reviews to organise existing studies and identify their limited assumptions in light of new phenomena. Empirically, I adopt a case study method with abductive reasoning for a longitudinal analysis of the Alibaba ecosystem from 1999 to 2020. My findings provide an integrated and updated conceptualisation of ecosystem synergies that comprises three distinctive but interrelated components: 1) stack and integrate generic resources for efficiency and optimisation, 2) empower generative changes for variety and evolvability, and 3) govern tensions for sustainable growth. Theoretically grounded and empirically refined, this new conceptualisation helps us better understand the unique synergies of ecosystems that differ from those of alternative collective organisations and explain the forces that drive voluntary participation for value co-creation. Regarding ecosystem change, I find a duality relationship between intentionality and emergence and develop a phasic model of ecosystem sustainable growth with internal and external drivers. This new understanding challenges and extends prior discussions on their dominant dualism view, focus on partial drivers, and taken-for-granted lifecycle model. I propose that ecosystem orchestration involves systematic coordination of technological, adoption, internal, and institutional activities and is driven by long-term visions and adjusted by re-visioning. My analysis reveals internal orchestration's important role (re-envisioning, piloting, and organisation architectural reconfiguring), the synergy and system principles in designing adoption activities, and the expanding arena of institutional activities. Finally, building on the above findings, I reconceptualise ecosystems and ecosystem sustainable growth to highlight multi-stakeholder value creation, inclusivity, long-term orientation and interpretative approach.
