    A compendium of Technologies, Practices, Services and Policies for Scaling Climate Smart Agriculture in Odisha (India)

    Stakeholders engaged in agricultural research for development (AR4D) are increasingly tackling risks associated with climate change in smallholder systems. Accordingly, development and scaling of climate-smart agriculture (CSA) are one of the priorities for all the organizations, departments and ministries associated with the farm sector. Having a ‘one-stop-shop’ compiled in the format of a compendium for CSA technologies, practices and services would therefore serve a guide for all the stakeholders for scaling CSA in smallholder systems. Bringing out a Compendium on Climate-Smart Agriculture (CSA) for Odisha, India was therefore thought of during the workshop on ‘Scaling Climate-Smart Agriculture in Odisha’ organized at Bhubaneswar on 18-19 July 2018 by International Rice Research Institute (IRRI) in collaboration with Department of Agriculture (DoA) & Farmers’ Empowerment, Indian Council of Agricultural Research-National Rice Research Institute (ICAR-NRRI), Orissa University of Agriculture and Technology (OUAT) & International Maize and Wheat Improvement Center (CIMMYT) under the aegis of CGIAR Research program on Climate Change, Agriculture and Food Security (CCAFS). The main objectives to bring forth this compendium are: to argue the case for agriculture policies and practices that are climate-smart; to raise awareness of what can be done to make agriculture policies and practices climatesmart; and to provide practical guidance and recommendations that are well referenced and, wherever possible, based on lessons learned from practical action. CSA programmes are unlikely to be effective unless their implementation is supported by sound policies and institutions. It is therefore important to enhance institutional capacities in order to implement and replicate CSA strategies. Institutions are vital to agricultural development as well as the realisation of resilient livelihoods.They are not only a tool for farmers and decision-makers, but are also the main conduit through which CSA practices can be scaled up and sustained. The focus in this compendium is on CSA and it’s relevant aspects, i.e., (i) technologies and practices, (ii) services, (iii) technology targeting, (iv) business models, (v) capacity building, and (vi) policies. The approaches and tools available in the compendium span from face-to-face technicianfarmer dialogues to more structured exchanges of online and offline e-learning. In every scenario it is clear that tailoring to local expectations and needs is key. In particular, the voice of farmers is essential to be captured as they are the key actors to promote sustainable agriculture, and their issues need to be prioritized. CSA practices are expected to sustainably increase productivity and resilience (adaptation), reduce Greenhouse Gases (mitigation), and enhance achievement of national food security along with sustainable development goals. CSA is widely expected to contribute towards achieving these objectives and enhance climate change adaptation. CSA practices have to be included in State’s Climate Policy as a priority intervention as the state steps up efforts to tackle climate change. Furthermore, emphasis shoud be laid on CSA training for a sustainable mode to enhance CSA adoption in the state hence the relevance of developing this document. The adaption of climate related knowledge, technologies and practices to local conditions, promoting joint learning by farmers, researchers, rural advisor and widely disseminating CSA practices, is critical. This compendium brings together a collection of experiences from different stakeholders with background of agricultural extension and rural advisory services in supporting CSA. The contributions are not intended to be state-of-the art academic articles but thought and discussion pieces of work in progress. The compendium itself is a ‘living‘ document which is intended to be revised periodically

    Video on mobile phones as an effective way to promote sustainable practices by facilitating innovation uptake in Mali

    A challenge for researchers and other developers of new technologies in agriculture is to find ways of communicating their results and recommendations. This challenge is particularly acute in regions in which farmers have limited access to education and where illiteracy is widespread, such as in the rural areas of Mali. One approach that shows potential, yet remains largely unused by extension services, is the dissemination of educational videos on mobile phones with video and Bluetooth technology (3G mobile phones). It has been shown that the conditions are suitable for this approach to be used in Mali, with 3G mobile phones widely available in the region but there is little empirical evidence of its acceptance and potential impact. This article aims to explore the potential of video on mobile phones as a tool to facilitate the diffusion of new agricultural technologies in Western Africa. Three videos showing agricultural innovations for sustainable production were shown and shared with 200 farmers in twelve villages in Mali. The villages were revisited 10 months later and farmers were asked about their experiences with the videos that had been shared and their previous knowledge of the innovations shown in them. Of the farmers who had watched one of the videos (N=148), 60.1% had adopted at least one of the videos’ innovations. Mobile-phone videos could be accessed by people who had previously received limited access to information sources, such as younger women, and video based information was found to be understandable for illiterate farmers. These results show that mobile-phone videos could enhance information transfer and thereby expand outreach. The use of video on mobile phones is a novel approach to farmer-to-farmer exchange and has tremendous potential for enhancing dissemination programs or specific research and development projects to enable more resilient, inclusive and democratic systems

    An empirical study on behavioural intention to reuse e-learning systems in rural China

    The learner’s acceptance of e-learning systems has received extensive attention in prior studies, but how their experience of using e-learning systems impacts on their behavioural intention to reuse those systems has attracted limited research. As the applications of e-learning are still gaining momentum in developing countries, such as China, it is necessary to examine the relationships between e-learners’ experience and perceptions and their behavioural intention to reuse, because it is argued that system reuse is an important indicator of the system’s success. Therefore, a better understanding of the multiple factors affecting the e-learner’s intention to reuse could help e-learning system researchers and providers to develop more effective and acceptable e-learning systems. Underpinned by the information system success model, technology acceptance model and self-efficacy theory, a theoretical framework was developed to investigate the learner’s behavioural intention to reuse e-learning systems. A total of 280 e-learners were surveyed to validate the measurements and proposed research model. The results demonstrated that e-learning service quality, course quality, perceived usefulness, perceived ease of use and self-efficacy had direct effects on users’ behavioural intention to reuse. System functionality and system response have an indirect effect, but system interactivity had no significant effect. Furthermore, self-efficacy affected perceived ease of use that positively influenced perceived usefulness

    New Project Knowledge Management: Lessons Learned from temporary structures of Public Sector R&D Organisations

    R&D Organisations are key players in the knowledge economy and make major contributions to Australia’s efforts to achieve and maintain competitive advantage. The explicit purpose of R&D organisations is to develop new knowledge and apply existing knowledge in new ways. Much of the R&D is carried out in temporary structures or project teams. Drawing upon theory and grounded in case based evidence, this paper explores how new forms of project management affect knowledge generating and application processes in R&D organisations. It appears that much of the knowledge generation and application occurs through taking advantage of almost naturally occurring oscillations between open and closed system practices over the course of projects. Theoretical and practical lessons and implications for further research are advanced

    The food and beverage industry has a unique role in expanding economic opportunity because it is universal to human life and health. The industry operates at multiple levels of society where billions of people grow, transform, and sell food, particularly in developing countries where agriculture dominates all other economic sectors. Yet a vast share of these workers cannot both satisfy their immediate consumption needs and earn sufficient income from food markets to improve their lives. This report applies the results of primary and secondary research to a number of case studies to draw lessons on strategies for expanding economic opportunity in the food & beverage sector. Primary research consisted of telephone interviews and secondary research included a review of reports, studies, and articles from a range of sources for each case study. The result is a paper that provides insight into how pioneering large firms are breaking this dilemma and building economic opportunity around food beverage value chains

    A Technology Acceptance Model of common bean growers' intention to adopt Integrated Production in the Brazilian Central Region.

    The Brazilian government encouraged the Integrated Production (IP) farming system adoption to mitigate the negative environmental impacts of intensive bean production in irrigated areas of the Brazilian savanna. By ensuring food-safety and the use of sustainable agricultural practices, IP may strengthen national agriculture competitiveness. Regardless of the government efforts to promote IP in the main agricultural regions and among the largest food growers, only few slowly adopted it. Therefore, studying the process of technology adoption is important to identify possible problems that could affect adoption and diffusion of this farming system. We applied a Technology Acceptance Model (TAM) to explain the adoption and use of IP by the common beans growers from one of the most important bean production regions in Brazil. Ninety-three interviews were administered to different actors involved in beans production. A Structural Equation Model (SEM) following a confirmatory factor analysis (CFA) was used to identify the relationship between factors. The findings suggest that respondents have positive perceptions toward adopting IP. Perceived usefulness has a positive impact on attitude, and attitudes affect behavioral intention. However, the proposed model only partially explains IP adoption intentions
