    The Time Has Come for a Universal Water Tribunal

    Since its inception in 1981, the International Water Tribunal has emerged as a non-governmental body with a multidisciplinary composition and a mandate based on conventional and customary international water law, which holds public hearings in order to address water-related complaints. This Article describes the historical background of the proposed Universal Water Tribunal (“UWT”) and significant difficulties on the horizon facing the proposed Tribunal (including political, practical, and legal-technical considerations). It then summarizes the key factors of such Tribunal and, finally, touches upon the proposed model based on an expanded concept of jurisdiction. The main underlying thesis is that, whereas the traditional model for interstate dispute settlement offers only limited possibilities of redress to non-state actors, the UWT provides them with the opportunity to present their demands before an environmental justice forum

    This literature review is intended to investigate and provide background information on how others have addressed the question of improving "diversity in cultural organizations, in the areas of their leadership, staffing, programming and audience composition", both through academic research and practitioner experience. The literature lends these concepts into a division by slightly different categories, as follows: Boards of Directors in Arts and Culture Organizations The Arts and Culture Workforce Audiences and ProgrammingAudiences and programming are closely intertwined in the literature, and thus are combined in this report. Culturally specific arts organizations and their potential contribution to diversity, cultural equity and inclusion in the arts ecology emerged as a potentially powerful but not yet fully understood set of actors, so this topic was added as a fourth section in this report: Culturally Specific Arts OrganizationsThe report begins with a background discussion on diversity, cultural equity and inclusion in arts and culture, and it concludes with a series of broad lessons that emerged from the literature that apply to all four of the areas identified by the Board of Supervisors in their motion

    AIDA: a tool for resiliency in smart manufacturing

    One of the salient features of Industry 4.0 is that machines and other actors involved in the manufacturing process provide Industrial APIs that allow to inquire their status. In order to provide resilience, the manufacturing process should be able to automatically adapt to new conditions, considering new actors for the fulfillment of the manufacturing goals. As a single manufacturing process may include several of these actors, and their interfaces are often complex, this task cannot be easily accomplished in a completely manual way. In this work, we focus on the orchestration of Industrial APIs using Markov Decision Processes (MDPs). We present a tool implementing stochastic composition of processes and we demonstrate it in an Industry 4.0 scenario

    An Analysis of Local Power Structure of Thailand: Evolution and Implications

    This study presents the results of the investigation about the current characteristics, composition and relationship of actors in the ‘Power Structure of Thailand'. The concept on ‘Power Structure Analysis' by William Dommhoff is used to construct the conceptual framework and data analysis. The findings are divided into three (3) issues. Firstly, characteristics of the power structure and actors can be divided into three (3) groups, in which all of them have to work together systematically. Secondly, in terms of composition, these groups can be positioned into three (3) rings of power structures: the inner, middle and outer rings. And thirdly, these groups play certain roles according to their relationship. The inner takes responsibility about creating and planning, the middle takes responsibility about command and control, and the outer take responsibility about actions. All of them will have to work together in order to create, use and maintain their power to continuously collect and protect their interests in the province

    Financing renewable energy: Who is financing what and why it matters

    Successful financing of innovation in renewable energy (RE) requires a better understanding of the relationship between different types of finance and their willingness to invest in RE. We study the ‘direction’ of innovation that financial actors create. Focusing on the deployment phase of innovation, we use Bloomberg New Energy Finance (BNEF) data to construct a global dataset of RE asset finance flows from 2004 to 2014. We analyze the asset portfolios of different RE technologies financed by different financial actors according to their size, skew and level of risk. We use entropy-based indices to measure skew, and construct a heuristic index of risk that varies with the technology, time, and country of investment to measure risk. We start by comparing the behavior of private and public types of finance and then disaggregate further along 11 different financial actors (e.g. private banks, public banks, and utilities) and 11 types of RE technologies that are invested in (e.g. different kinds of power generation from solar radiation, wind or biomass). Financial actors vary considerably in the composition of their investment portfolio, creating directions towards particular technologies. Public financial actors invest in portfolios with higher risk technologies, also creating a direction; they also increased their share in total investment dramatically over time. We use these preliminary results to formulate new research questions about how finance affects the directionality of innovation, and the implications for RE policies

    No matter how one evaluates the product of its work, the Convention on the Future ofEurope has marked a turning point in the history of European integration. This article is divided into three parts. The first presents the different actors who participated in the Convention and the cleavages that existed within the assembly. The secondpart addresses the impact of these cleavages and the logics that shaped the final compromise.In the third part, we will attempt to analyze the respective importance of these variousdecision-making modes and the variables that determined their relative influence. Goingbeyond the classical opposition between deliberation and negotiation often used to describethe work of the Convention, we will argue that the choices made on the composition andfunctioning of the Convention had a strong influence on its work, and therefore, on thesubstance of the draft constitution.Constitution for Europe; European Convention

Publisher Copyright: © 2022 The Author(s)The rapid proliferation of renewable energy communities/ecosystems is an indication of their potential contribution to the ongoing energy transition. A common characteristic of these ecosystems is their complex composition, which often involves the interaction of multiple actors. Currently, the notions of "networking", "collaboration", "coordination", and "cooperation", although having different meanings, are often loosely used to describe these interactions, which creates a sense of ambiguity and confusion. To better characterize the nature of interactions in current and emerging ecosystems, this article uses the systematic literature review method to analyse 34 emerging cases. The objective is threefold (a) to study the interactions and engagements between the involved actors, aiming at identifying elements of collaboration. (b) Identify the adopted technological enablers, and (c) ascertain how the composition and functions of these ecosystems compare to virtual power plants. The outcome revealed that the interactions between the members of these ecosystems can be described as cooperation and not necessarily as collaboration, except in a few cases. Regarding technological enablers, a vast panoply of technologies, such as IoT devices, smart meters, intelligent software agents, peer-to-peer networks, distributed ledger systems/blockchain technology (including smart contracts, blockchain as a platform service, and cryptocurrencies) were found. In comparison with virtual power plants, these ecosystems have similar composition, thus, having multiple actors, comprised of decentralized and heterogeneous technologies, and are formed by aggregating various distributed energy resources.     Adjusting for Network Size and Composition Effects in Exponential-Family Random Graph Models

    Exponential-family random graph models (ERGMs) provide a principled way to model and simulate features common in human social networks, such as propensities for homophily and friend-of-a-friend triad closure. We show that, without adjustment, ERGMs preserve density as network size increases. Density invariance is often not appropriate for social networks. We suggest a simple modification based on an offset which instead preserves the mean degree and accommodates changes in network composition asymptotically. We demonstrate that this approach allows ERGMs to be applied to the important situation of egocentrically sampled data.
