    Grafting: Balancing Control and Cultivation in Information Infrastructure Innovation

    This paper proposes grafting as a new perspective on information infrastructure (II) innovation. We introduce the organic notion of grafting to help explore innovation processes in settings where control is distributed and episodic. Our case study follows the implementation of mobile phone-based reporting of routine data from sub-district health facilities in Malawi. Initial grafting work entails the careful alignment of available resources, capacities, and interests through the proposition of an information system (IS) innovation (e.g., mobile phone-based reporting). The nurturing of the implementation involves collaborative efforts spanning technological, professional, geographical, and organizational boundaries. This work is taken forward by the identification of opportunities for merging an innovation with existing socio-technical arrangements (e.g., health management information systems in Malawi) in such a way that the parts continue to grow

    Variability in the use of mobile ICTs by homeworkers and its consequences for boundary management and social isolation

    We examine how the use of mobile information and communication technologies (ICTs) among self-employed homeworkers affects their experience of work, focusing particularly on where work is carried out, how the work/non-work boundary is managed, and people's experiences of social and professional isolation. Positively, their use enhanced people's sense of spatio-temporal freedom by allowing them to leave the home without compromising their work availability. This also helped reduce people's feelings of social isolation. More negatively, their use enhanced people's sense of 'perpetual contact', creating a sense that work was difficult to escape from. However, the extent to which mobile ICTs were used, and the extent to which their impact on people's experiences of work were understood, were found to vary significantly, highlighting the agency that users have with regard to technology use. The findings are framed by combining Nippert-Eng's boundary work theory, with an 'emergent process' perspective on socio-technical relations

    Recent advances in mobile technology have had many positive effects on the ways in which people can combine work and home life. For example, having remote access enables people to work from home, or work flexible hours that fit around caring responsibilities. They also support communication with colleagues and family members, and enable digital hobbies. However, the resulting 'always-online' culture can undermine work-home boundaries and cause stress to those who feel under pressure to respond immediately to digital notifications. This workshop will explore how a socio-technical perspective, which views boundaries as being constituted by everyday socio-technical practices, can inform the design of technologies that help maintain boundaries between work and home life

    The meaning of money and the digital money socio-technical network in a low income community in South Africa

    A research report submitted to the Faculty of Commerce, Law and Management, University of Witwatersrand in fulfilment of the requirements for the degree of Masters in Management by Research Johannesburg, 2014The use of mobile phones to access banking services potentially overcomes the spatial and cost barriers associated with traditional bank infrastructure, yet questions remain whether low income people will adopt mobile banking and other forms of digital money. Physical money remains the dominant store of value and payment instrument in many parts of the developing world, including South Africa. The purpose of this research is to gain a greater understanding about what money (physical and digital money) means to low income people in South Africa and to consider “if”, “how”, and under what conditions, digital money may come to be used (and when and where it will not be used) by low income people as a substitute for physical money. The socio-technical model is the foundation of the conceptual framework informing the research and the research findings can be incorporated into the evolving socio-technical network of digital money. The research assumes an interpretive philosophical paradigm and takes a social constructionist perspective. Qualitative methods are used to obtain the data. The research participants were a group of low income people who live and work in a very specific area of Alexandra, in Johannesburg. The five themes for the meaning of money that emerged were; Money as Hedonism, Money as Love, Money as Food, Money as Development of Self and Children, and Money as Support Structures. Physical money and digital money have different meanings to the research participants and low income people in Alexandra have a strong and positive relationship with physical money. The research found that low income people will more readily use digital money where the transaction involves goods or services that have “meaning”. They will use digital money if a decree is made to use digital money or if digital money provides utility such as receiving money, transferring money over distance or buying pre-paid airtime. Illegal activity, low value transactions, and a shortage of digital money are situations where the research participants will not use digital money as a substitute for physical money. These conditions, as well as the cost of digital money relative to physical money, are the impediments to the evolution of the digital money socio-technical system in Alexandra.     Beyond technology and finance: pay-as-you-go sustainable energy access and theories of social change

    Two-thirds of people in sub-Saharan Africa lack access to electricity, a precursor of poverty reduction and development. The international community has ambitious commitments in this regard, e.g. the UN's Sustainable Energy for All by 2030. But scholarship has not kept up with policy ambitions. This paper operationalises a sociotechnical transitions perspective to analyse for the first time the potential of new, mobileenabled, pay-as-you-go approaches to financing sustainable energy access, focussing on a case study of pay-as-you-go approaches to financing solar home systems in Kenya. The analysis calls into question the adequacy of the dominant, two-dimensional treatment of sustainable energy access in the literature as a purely financial/technology, economics/ engineering problem (which ignores sociocultural and political considerations) and demonstrates the value of a new research agenda that explicitly attends to theories of social change – even when, as in this paper, the focus is purely on finance. The paper demonstrates that sociocultural considerations cut across the literature's traditional two-dimensional analytic categories (technology and finance) and are material to the likely success of any technological or financial intervention. It also demonstrates that the alignment of new payas- you-go finance approaches with existing sociocultural practices of paying for energy can explain their early success and likely longevity relative to traditional finance approaches

    Financing sustainable energy for all: pay-as-you-go vs. traditional solar finance approaches in Kenya

    This paper focuses on finance for Solar Home Systems (SHSs) in Kenya and asks to what extent emerging new finance approaches are likely to address the shortcomings of past approaches. Drawing on the STEPS Pathways Approach we adopt a framing that understands finance within a broader socio-technical context as a necessary but not sufficient component of achieving alternative pathways to sustainable energy access. The paper contributes in four ways. Firstly, it presents a comprehensive overview of past and new emerging approaches to financing SHSs in Kenya and their relative strengths and weaknesses. Secondly, it represents one of the first attempts in the literature to analyse the potential of new, real time monitoring technologies and pay as you go finance models to overcome the barriers faced by conventional consumer finance models for off-grid renewable energy technologies (RETs). Thirdly, by applying for the first time we are aware of a socio-technical approach, via the application of Strategic Niche Management (SNM) theory, to analyse the finance of RETs in developing countries, the analysis considers finance in the context of the social practices poor people seek to fulfil via access to the energy services that off-grid RETs provide, and the ways in which people previously paid for these services (e.g. via kerosene for lighting). This also situates the analysis within the understanding of SHSs as a niche that has to compete with the established regime of energy service provision and its attendant social and political institutional support. The paper therefore also contributes to the small but expanding body of literature that seeks to operationalise socio-technical transitions thinking and SNM within a developing country context

    Knowing Your Population: Privacy-Sensitive Mining of Massive Data

    Location and mobility patterns of individuals are important to environmental planning, societal resilience, public health, and a host of commercial applications. Mining telecommunication traffic and transactions data for such purposes is controversial, in particular raising issues of privacy. However, our hypothesis is that privacy-sensitive uses are possible and often beneficial enough to warrant considerable research and development efforts. Our work contends that peoples behavior can yield patterns of both significant commercial, and research, value. For such purposes, methods and algorithms for mining telecommunication data to extract commonly used routes and locations, articulated through time-geographical constructs, are described in a case study within the area of transportation planning and analysis. From the outset, these were designed to balance the privacy of subscribers and the added value of mobility patterns derived from their mobile communication traffic and transactions data. Our work directly contrasts the current, commonly held notion that value can only be added to services by directly monitoring the behavior of individuals, such as in current attempts at location-based services. We position our work within relevant legal frameworks for privacy and data protection, and show that our methods comply with such requirements and also follow best-practice
